Nick Broomfield Calls For East Africa’s First Cinema

The world renowned Documentary Filmmaker Nick Broomfield has called for East Africa’s first cinema to be refurbished and turned into a fully functioning venue ahead of his visit to the Zanzibar International Film Festival (<a href="http://www.ziff.or.tz/">ZIFF</a>) 18th-26th June. <div style="text-align: justify;"></div><div style="text-align: justify;">The Director known for such films as Biggie&Tupac (2002) and The Battle For Haiditha (2009) lent his support to a proposal for ZIFF to re-open The Majestic Cinema in conjunction with the State University of Zanzibar (SUZA).</div><div style="text-align: justify;">Zanzibaris have been without a permanent cinema since ‘Cine Afrique’ was recently closed and converted into a supermarket. ZIFF have drawn up the proposals and are looking for support locally and internationally to begin the development of a permanent cinema and cultural centre that would bring the power of cinema back to the people Zanzibar.</div><div style="text-align: justify;">“The campaign to re-open the Majestic is a way of affirming ones belief in Zanzibar and Stone town – there will be big events where we will need a cinema, we can have an audience, we can have a film society. It's an investment and a statement for the future, which is very healthy.” said Nick Broomfield.</div><div style="text-align: justify;">The proposal put forward by the ZIFF Board of Directors, who have been in discussions with SUZA, envisage the redevelopment of the derelict Majestic site into a 200 seat minimum, multipurpose venue with space for corporate events, seminars and workshops along with a café.“Even though there is no roof on the cinema at the moment, locals often set up a projector of their own and show things even if it rains on their heads.” Broomfield remarks “They are doing it because it's a place where they can all get together for a shared experience and have a chat about it afterwards. Cinemas can be very much part of a neighbourhood and part of the community.”</div><div style="text-align: justify;">Broomfield is coming to the Festival where he’ll be giving a workshop before arriving in Mwanza, Tanzania, where he is shooting a film adaptation of the novel The Catastrophist with Co-Producers Donall McCusker (The Hurt Locker) and Paul Miller (Prozac Nation).</div><div style="text-align: justify;">“I spent quite a lot of time visiting different countries to find locations and really felt that Mwanza had the best location. I've gotten great co-operation from the Tanzanian military and of course from the President and the Mayor and town council in Mwanza,”he said.</div><div style="text-align: justify;"><br /> </div>

Bushfire Festival Boycott

<div style="text-align: justify;">On the subject of the cultural boycott of <a href="http://www.arterialnetwork.org/">Swaziland</a>, our position is informed by our work across the African continent as a network of creative practitioners, cultural workers, activists, creative enterprises and NGOs active in the creative sector and its contribution to development, democracy and human rights on the continent. With 22 national chapters and a further 8 nascent chapters in all five African regions, Arterial Network operates as an independent, civil society movement precisely because of the experience of arts practitioners across the continent of governments that are notoriously unsympathetic to freedom of creative expression, and who generally do not support the arts or artists except when they may be used for state entertainment purposes or to boost the image of the country abroad.</div><div style="text-align: justify;"></div><div style="text-align: justify;">In recent weeks, we have seen the arrest of theatre-makers in Zimbabwe, the detention of rap artists in Angola and the release of a Cameroonian musician after three years in prison for music that was deemed too critical by the ruling party.</div><div style="text-align: justify;">Given Arterial Network’s constitutional principles including a commitment to democracy and to human rights and freedoms as enshrined in the Universal Declaration of Human Rights, we support the cultural isolation of repressive regimes that violate human rights and that deny or restrict democratic freedoms to its citizens.</div><div style="text-align: justify;">The recent scrambling by international artists to return or donate to charity their earnings from performing for the Libyan dictator, Gaddafi, underscores the need for artists to refrain from giving credibility to governments and political parties that notoriously abuse human rights and freedoms.</div><div style="text-align: justify;">Similarly, we would caution artists generally, and Arterial Network members in particular, against lending their talent, art and celebrity to political parties engaged in electoral contests even in democracies. Too often, artists are used to solicit the support of ordinary people as voting fodder during elections, only for parties – once elected – to serve the interests of elites, and to ignore not only those who voted them into power, but also the interests of artists who helped to put them there. Our preference would be for artists and cultural workers to maintain an independence that would allow them to speak truth to power whenever those in power abuse such power and do not use it to serve the interests of the majority of citizens.</div><div style="text-align: justify;">Cultural workers across the continent tell a similar story of rampant exploitation, poor working conditions, an absence of regulatory protection and a lack of recognition of their rights. Even in democratic societies, artists experience these and encounter censorship through political, economic and other forms of intimidation.</div><div style="text-align: justify;">It is for these reasons that artists, cultural workers and others engaged in the African sector are organising themselves across the continent to advance and protect their interests. These interests coincide with the interests of those in other sectors of societies where struggles for democracy, for human freedoms and for the eradication of poverty are taking place. This is the background for Arterial Network’s imminent establishment of Artwatch, a regularly-updated website to monitor and expose violations of freedom of creative expression in African countries.</div><div style="text-align: justify;">While we support the cultural isolation of repressive regimes and their elite beneficiaries, we believe that blanket cultural boycotts do not take account of the complexities of the struggles for democracy. Arts festivals play a variety of roles in Africa including economic and social integration, but they are also key platforms for democratic expression. Because of this, festivals in some countries are under threat by repressive regimes that seek to control and limit the content of such festivals.</div><div style="text-align: justify;">The Bushfire Festival in Swaziland is a valued member of Arterial Network and as such, is a signatory to the organisation’s statement of principles. As an independently organised platform, it not only provides opportunities for Swazi artists that they would not otherwise have, and allows artists to express what they want, but it also channels significant funds to the AIDS sector in the country that has the lowest life expectancy in Africa. The Bushfire Festival is an exemplary combination of freedom of artistic expression, local artistic development and social engagement.</div><div style="text-align: justify;">We are delighted therefore, that after a meeting between the Festival organisers and the Swaziland Democracy Campaign, the boycott of the Bushfire Festival has been called off. We urge artists and the public to support this Festival in its own right and for the wider impact that it has.</div><div style="text-align: justify;">Arterial Network believes that in our pursuit of democracy and human rights on the African continent, rather than the arts sector always having to abide by what others decide for the sector, all sectors need to engage with each other democratically and work together in devising and implementing the most effective strategies to realise our common goals.</div><div style="text-align: justify;">Furthermore, where a cultural boycott is being proposed, we believe that cultural workers and their representative structures in the affected country have to be consulted and integrated into the formulation and implementation of the strategy in the same way that cultural workers and their organisations were a key mechanism for vetting cultural activity in the course of implementing the cultural boycott in South Africa.</div><div style="text-align: justify;">Finally, we call upon Arterial Network members and national chapters to engage and cooperate with other forces for democracy and human rights in their respective societies.</div><div style="text-align: justify;"><br /> </div><div style="text-align: justify;"><br /> </div><div style="text-align: justify;"><br /> </div>

<div style="text-align: justify;"><a href="http://www.arterialnetwork.org/">Arterial Network</a> will host its first annual continental conference on the African Creative Economy in September 2011, which will coincide with its third biannual conference. The aims of the conference are to provide a theoretical and statistical overview of the African creative economy as a basis for future interventions and advocacy purposes, and to identify and develop African expertise in this area.</div><div style="text-align: justify;"></div><div style="text-align: justify;">Interested speakers are invited to submit expressions of interest in the topics listed below. While anyone is invited to submit such expressions of interest, preference will be given to African speakers who are based on the continent and who have the relevant expertise, experience or potential in these fields. Decade of African women

<div style="text-align: justify;">The 7th Session of the Committee on Women and Development (CWD) opened on Tuesday at the Headquarters of the Economic Commission for Africa (ECA) in Addis Ababa, Ethiopia. Under the theme “Closing Gaps, Maximizing Opportunities: Beyond Beijing + 15”, more than 100 participants have convened for the four-day-meeting to discuss progress made, challenges faced and strategies required regarding gender equality and women’s advancement with a special focus on the Banjul Declaration (2009) and the Beijing Platform for Action (BPFA). </div><div style="text-align: justify;">In her opening statement, Jennifer Kargbo, ECA’s Deputy Executive Secretary, underlined that the meeting should contribute towards crystallizing the strategies that will guide the work of governments, Regional Economic Communities (RECs), CSOs and partners in the coming years. “The task before us is challenging given the range of issues covered in the Banjul Declaration and the tremendous urgency to meet the objectives of the Beijing Platform for Action and the MDGs”, she said. </div><div style="text-align: justify;">Although there are still major challenges and even regressions, one of the remarkable achievements of the last years is increased representation and participation of women in all areas of decision-making, “with Rwanda leading the league with 56% women MPs, followed by South Africa and Mozambique with over 30%”, Kargbo noted. </div><div style="text-align: justify;">Another important step on the way to gender equality was the launch of the United Nations newest organization - “UN Women” - earlier this year. “This is a milestone in the global effort in addressing gender issues and ensuring women benefit from development initiatives”, said Mr. Kajali Sonko, the Chair of the CWD Bureau in The Gambia. “This new entity comes at the most crucial time of the MDG process.” </div><div style="text-align: justify;">The meeting will serve as a forum for technical input and strategic thinking and as a platform for the exchange of best practices and the discussion of new strategies, according to ECA’s Information and Communication Service. </div><div style="text-align: justify;">Litha Musyimi-Ogana, the Director of Women and Gender at the AUC, assured the attendees that “the African Union will facilitate the outcomes of this meeting to be tabled at the 4th Ordinary meeting of Ministers of Gender and Women’s Affairs which will be convened in October this year.” </div><div style="text-align: justify;">For her part, Florence Butegwa, the UN Women Representative to the AUC and the ECA stated that the agenda of this session is important, not just for the ECA, but for all members of the UN Family, which, she said “individually and collectively are obligated to support the efforts of countries in the implementation of international and regional commitments on gender equality and women’s empowerment.” She urged the participants, which included experts from Gender and Women’s Affairs Ministries, RECs, the ECA, UN Agencies, the AUC and the African Development Bank, to “revisit the strategies agreed on in Banjul, and make urgent recommendations in this area.” </div><div style="text-align: justify;"><br /> </div>

KEEPING PROMISES

<div style="text-align: justify;">The <a href="http://www.everywomaneverychild.org/accountability_commission">United Nations</a> Commission on Information and Accountability forWomen’s and Children’s Health presented their report, Keeping Promises, Measuring Results, andrecommendations to increase the likelihood that pledges for women's and children's health are honoured andthat resources are spent in the most effective way to save lives. The advance copy of the report was presented at a technical briefing today during the 64th World Health Assembly.</div><div style="text-align: justify;">"All partners are accountable for the promises they make and the health policies and programmes they design and implement," says President Jakaya Kikwete, from the United Republic of Tanzania and one of the co-chairs of the Commission. "Tracking resources and results of public health spending are critical for transparency, credibility and ensuring that much-needed funds are used for their intended purposes and to reach those who need them most."</div><div style="text-align: justify;">The report's ten recommendations include:</div><div style="text-align: justify;">1. increasing the number of countries with well-developed systems to measure births, deaths and causes of</div><div style="text-align: justify;">deaths;</div><div style="text-align: justify;">2. measuring against 11 common indicators on reproductive, maternal and child health;</div><div style="text-align: justify;">3. helping countries integrate the use of Information and Communication Technologies in their national health information systems;</div><div style="text-align: justify;">4. countries with high maternal and child deaths track and report resource indicators;</div><div style="text-align: justify;">5. country governments and major development partners put "compacts" in place that require reporting, based on country format, on externally funded expenditures and predictable commitments;</div><div style="text-align: justify;">6. all governments have the capacity to regularly review health spending and to relate spending to</div><div style="text-align: justify;">commitments;</div><div style="text-align: justify;">7. countries have established national accountability mechanisms that are transparent, inclusive of</div><div style="text-align: justify;">stakeholders and recommend action as necessary;</div><div style="text-align: justify;">8. all stakeholders are publicly sharing information on commitments, resources provided and results</div><div style="text-align: justify;">achieved annually at both national and international levels;</div><div style="text-align: justify;">9. the Organisation for Economic Co-operation and Development's Development Assistance Committee</div><div style="text-align: justify;">(OECD-DAC) agree on how to better capture all reproductive, maternal, newborn and child health</div><div style="text-align: justify;">spending by development partners;</div><div style="text-align: justify;">10. an independent Expert Review Group is reporting regularly to the UN Secretary-General on results and</div><div style="text-align: justify;">resources related to the Global Strategy for Women's and Children's Health and progress of the</div><div style="text-align: justify;">implementation of these recommendations.</div><div style="text-align: justify;">“The Commission has developed bold yet practical measures that will help save the lives of mothers and children living in the world's poorest countries," says Prime Minister Stephen Harper from Canada, the other co-chair of the Commission. "Through our collective efforts we will ensure tangible progress in achieving our goals, but only if we remain fully committed to making the recommendations in this report a reality."</div><div style="text-align: justify;">Accountability is an essential element of the UN Secretary-General's Global Strategy for Women's and Children's Health aimed at saving the lives of 16 million women and children under five years of age by 2015. The 30 members of the Commission were tasked to develop a mechanism for holding donors accountable for their pledges and holding countries responsible for how well the money is spent to accelerate progress towards the health-related Millennium Development Goals.</div><div style="text-align: justify;">“The report and its recommendations are a major achievement for public health and will help us to save the lives of women and children," explains Dr Margaret Chan, the World Health Organization's Director-General and covice chair of the Commission. "But our work is only beginning. One of our top priorities must be investing in helping countries build the capacity needed to capture this health information – that means giving them the financial and technical resources required to monitor things such as births, deaths and causes of deaths, and achieve the mutual accountability needed to save women and children from dying.” </div><div style="text-align: justify;">New information and communication technologies (ICTs) will play an important role in improving the collection, sharing and analysis of health data.</div><div style="text-align: justify;">"With mobile connectivity now widespread in even the world's poorest countries, ICTs offer a unique and powerful opportunity to bridge the health development gap," says the International Telecommunication Union's Secretary-General and other co-vice chair of the Commission, Dr Hamadoun Touré. "In addition to facilitating data gathering, sharing and analysis, platforms like the Internet and social media can also be used as tools to create safe and empowering spaces for women, where they can obtain accurate, up-to-the-minute health information in a confidential, multilingual environments."</div><div style="text-align: justify;">The report is the result of more than five months of in-depth discussions and work across a high-level group of global leaders and health experts. Poor countries bid to halt the cycle of poverty (9 May in Istanbul)

<div style="text-align: justify;">UNITED NATIONS talks on a new ten-year programme for the world’s poorest nations are underway as Heads of State, lawmakers, civil society organizations, the private sector and chiefs of international agencies gather in Istanbul, Turkey, early this month. </div><div style="text-align: justify;"></div><div style="text-align: justify;">Negotiators for the least developed countries (LDCs) are looking to put in place measures for building infrastructure to attain economic self-sufficiency, push back poverty and create decent jobs in these 48 nations (33 in Africa, 14 in Asia and one (Haiti) in the western hemisphere). </div><div style="text-align: justify;">Such steps would include continued LDC progress on economic reform, governance and tapping domestic resources. </div><div style="text-align: justify;">Internationally, the most economically vulnerable countries in the world are looking for the world’s larger economies to open up market access for LDC exports; to continue to increase development aid and better target it toward infrastructure and leveraging new investment; and to provide incentives for companies thinking of investing in LDCs. </div><div style="text-align: justify;">Around 40 heads of State and Government have so far been confirmed for the UN’s fourth global conference on the LDCs in as many decades, and 24 chiefs of UN and international agencies.</div><div style="text-align: justify;"><strong><em>Second decade of 21st century a swing point for LDCs</em></strong></div><div style="text-align: justify;">With decade-long growth rates higher than the emerging market average, possession of a significant share of the world’s strategic resources (petrol, metals, minerals and arable land), young workforces and growing buying power among consumers, the LDCs are attracting private sector interest. Among the features of the 9-13 May UN conference will be an LDC trade fair as well as a private sector forum and CEO summit on international business opportunities in these countries. </div><div style="text-align: justify;">But the LDCs average a 50 per cent rate of extreme poverty, are victimized by deadly disease and climate change and remain highly vulnerable to political or external economic shocks. </div><div style="text-align: justify;">A report released in late March by an expert panel appointed by the UN Secretary-General warned of continued marginalization of these countries. Chaired by former President of Mali Alpha Oumar Konare and former World Bank President James Wolfensohn, the panel said that continuation of a two-track world, with advancing developed and emerging market economies, on the one hand, and poor countries falling behind, would have serious security implications. </div><div style="text-align: justify;">Rising food prices pose a severe challenge and an opportunity. Most LDCs are net food importers and one third of their populations are chronically malnourished. But if modern infrastructure is in place and local farmers have access to necessary support, they might benefit from firm prices and launch a turnaround in low-productivity agriculture.<br /> The UN’s Chief Executives Board (CEB), the highest level coordinating mechanism within the UN system and chaired by the Secretary-General, has taken the initiative to issue a joint statement supporting the Fourth UN Conference on the Least Developed Countries and its outcome. The CEB statement will be issued on 9 May on behalf of 35 heads of UN-affiliated agencies and organizations, including of the International Monetary Fund, the World Bank and the World Trade Organization, and of UN Deputy Secretary-General Asha-Rose Migiro.</div><div style="text-align: justify;">High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States Cheick Sidi Diarra has been appointed the Secretary-General of UN LDC IV.</div><div style="text-align: justify;"><br /> </div>

<div style="text-align: justify;">Zimbabweans have lived through a strange and bitter period of history since the fight for freedom achieved national independence in 1980. They have seen much trauma in their lives: from a stable, peaceful and independent country to a ‘crisis country’. The crisis has driven 3-4 million Zimbabweans to seek refuge and escape in other countries. </div><div style="text-align: justify;"></div><div style="text-align: justify;">In 2005 ‘Operation Murambatsvina’ (Clean up the Filth) ...- a politically motivated paramilitary operation - was implemented to remove ‘opposition’ strongholds in the urban areas by destroying informal homes and businesses. It left seven hundred thousand of the poorest people homeless, without livelihood and destitute. </div><div style="text-align: justify;">Operation Murambatsvina displaced almost a third of Harare's population - the hidden story of the capital city, and one that is rarely told, an unspoken scar on the psyche of the people of Zimbabwe. </div><div style="text-align: justify;">The people affected, after the event, were not giving television interviews or demanding compensation from the courts. They could not fight for their story to be told, and their loss to be recognised; they were simply struggling to eat. </div><div style="text-align: justify;">It is in some ways, as if the displacement of almost a million people never happened. Because those affected were not wealthy, and did not have democratic rights, the entire operation which destroyed hundreds and thousands of homes and livelihoods, has largely passed without any response from the cultural community. </div><div style="text-align: justify;">‘HARARE FILES ‘ is a one-person theatre production which tells seven of the 700,000 stories of Murambatsvina. It focuses on seven selected first-hand stories of the women affected by Operation Murambatsvina, told in their own words. </div><div style="text-align: justify;">It is a testimony to the resilience of the human spirit. The narrative drama and poignancy of these true and personal stories is overwhelming, sometimes shocking, even choking, but always transcending: how women dealt with such destruction to their lives and their sanctity. </div><div style="text-align: justify;">This testimony is brought to the stage by TONDERAI MUNYEBVU, adapted from ‘In My Own Words: Zimbabwean Women’s encounter with Operation Murambatsvina’, directed by Sarah Norman, and produced by Pamberi Trust. </div><div style="text-align: justify;">That these stories are brought to life and to stage by a young, male actor, solo, is another kind of testimony, not only an extraordinary artistic exploration in identity that challenges traditional ‘taboo’ around gender, but an insight of what it means, really, to step inside the life of the victim, in the words of the victim, and understand. <br /> The play runs for 3 nights at the famous ‘Mannenberg’ in the Zimbabwean capital, and 2 performances at the Harare International Festival of the Arts (HIFA) at the end of April. <div style="text-align: justify;">Applications are invited for a full-time scholarship available in the School of Journalism, media and Communication. The scholarship is tenable for up to 3 years for a PhD (via MPhil route) [subject to satisfactory progress] and is open to international applicants only. UK/EU applicants are not eligible to apply. The scholarship will provide £15000 towards the cost of the International tuition fee over 3 years.</div><div style="text-align: justify;"></div><div style="text-align: justify;">The 1990s was epochal in the history of Africa. Pluralist politics was re-introduced with the news media playing a critical role in giving visibility to and participating in this transformation. However, poor media legal and policy regimes in a number of countries frustrated the growth of an independent media sector. As such, nearly 20 years into the 1990s political transformation, ‘media freedom’ remains the dominant narrative around which the continent’s media sector is still discussed. A spontaneous corrective to the mainstream media however began to emerge in various social and cultural institutions in the late 1990s.The increasing availability and adoption of ICTs gave new emergent alternative media and journalistic forms new platforms to develop new narratives through which to articulate the reform agenda and encourage public participation. While this ‘alternative’ media sector is still not independent of state structures and policy regimes, new media technologies have enabled the adoption of and development of new forms of journalistic practices and platforms that easily elude various economies of state control.</div><div style="text-align: justify;">Social media, blogging, citizen and community journalism, mobile news, are all aspects of and drivers of this ‘alternative’ media sector. This project intends to examine the growth of this sector, looking at ways in which it has acted as a corrective to Africa’s stalling media liberalization process.
