Mbinu mpya za wauzaji madawa ya kulevya Zanzibar

<div style="text-align: justify;">Jeshi la Polisi Zanzibar limegundua mbinu mpya zinazotumiwa na wafanyabiashara wa mihadarati kuingiza bidhaa hiyo haramu katika visiwa vya Unguja na Pemba. </div><div style="text-align: justify;"></div><div style="text-align: justify;">Afisa Uhusiano wa Jeshi la Polisi Zanzibar Inspekta Mohammed Mhina, amesema kuwa kugundulika kwa mbinu hiyo kunatokana na kukamatwa kwa mkazi mmoja wa Kilindoni Mafya mkoani Pwani Athumani Issa Mdaba(25) aliyekuwa na mito ya kulalia iliyojazwa mafurushi ya mihadarati ndani badala ya sufi ama sponchi. </div><div style="text-align: justify;">Akizungumzia matukio hayo Kamanda wa Polisi mkoa wa Mjini Magharibi Zanzibar ACP Aziz Juma Mohammed, amesema hadi sasa watu watano wamekamatwa kwa tuhuma za kupatikana na kiasi kikubwa cha mihadarati na mmoja kati ya hao amekamatiwa bandarini akiingiza mihadarati hiyo kwa kutumia mito ya kulalia. </div><div style="text-align: justify;">Amese na kuwataja watu wengine waliokamatwa kuwa ni hamadi saidi Omari(38) mkazi wa Kilwa mkoani Lindi, Mahenga Is’haka Jalumeti(39) mkazi wa Saateni mjini Zanzibar, Surea Ali masudi(35) mkazi wa Magogoni Zanzibar na Nyange makame Ali (61) mkazi wa Shaurimoyo mjini Zanzibar ambao walipatikana wakiwa na vifurushi 150 vya mihadarati hiyo pamoja na viroba viwili. </div><div style="text-align: justify;">Kamanda Aziz amesema kuwa kukamatwa kwa watuhumiwa hao kunatokana na kupatikana kwa taarifa za siri kutoka kwa wananchi za watuhumiwa hao kujihusisha na biashara haramu ya mihadarati. </div><div style="text-align: justify;">Amesema kuwa baadhi ya watuhumiwa hao ni mawakala wanaopokea mihadarati hiyo kutoka mikoa mingine ya Tanzania bara na wengine ni wasambazaji na wauzaji wa rejareja na jumla kwa watumiaji na wauzaji wadowadogo. </div><div style="text-align: justify;">Kamanda Aziz amesema kuwa kutokana na kuenea kwa dhana ya Polisi Jamii na Ulinzi Shirikishi kwa wananchi wa mikoa yote ya Visiwa vya Unguja na Pemba, kila mhalifu anayeingia visiwani humo wakiwemo majambazi wa kutumia silaha ama madawa ya kulevya ni lazima wakamatwe kwani taarifa zao zinapatikana mapema hata kabla ya kuwasili Zanzibar. </div><div style="text-align: justify;">Hivyo kamanda Aziz ameendelea kutoa wito kwa wananchi kuendelea kutoa taarifa za kihalifu kila zinapopatikana ili wahusika wawekewe mitego mapema ya kuwatia nguvuni. </div><div style="text-align: justify;">Kutokana na mpango huo, Polisi Viisiwani hapa wamefaniikiwa kukamata silaha nyingi na majambazi yaliyopanga kufanya uhalifu mkubwa kwa kutumia silaha huku wakiwa na magari yenye namba za bandia. </div><div style="text-align: justify;">Naye Kamanda wa Polisi Kikosi cha Wanamaji na Bandari Zanzibar SP Martin Lisu, amesema kuwa hivi sasa Jeshi la Polisi kwa kushirikiana na Vyombo vingine vya ulinzi na Usalama kama vile Maafisa wa mamlaka ya Mapato nchini (TRA), Maafisa wa Mamlaka ya bandari nchioni (THA) Usalama wa Taifa na Askari wa Vikosi vya serikali ya Mapinduzi Zanzibar, wamejenga ushirikiano mkubwa na kufanya kazi kwa pamoja. </div><div style="text-align: justify;">Amesema kuwa ni kwa njia hiyo imefanikisha kumnasa mtuhumiwa huyo wa mihadarati akitokea Mafya ambaye alikamatwa bandarini hapo akiwa na mito 11 iliyokuwa na mabunda 277 ya mihadarati hiyo. </div><div style="text-align: justify;">Kamanda Lisu amesema kuwa hiyo ni mara ya pili katika kipindi kisichaozidi mwezi mmoja kukamatwa kwa kiasi kikubwa cha mihadarati ikiingizwa Zanzibar kupitia bandarini ambapo mihadarati mingine ilikamatwa mwanzoni mwa mwezi huu ikiwa imefungwa kama mahindi ya kuchoma. </div><div style="text-align: justify;"><br /> </div><div style="text-align: justify;"><br /> </div><div style="text-align: justify;"><br /> </div><div style="text-align: justify;"><br /> </div><div style="text-align: justify;"><br /> </div>

Highlights included World Premiere’s Making the Band (Uganda/Canada) and Journey to State House (TZ), live music from African legends Oliver Mtukudzi (Tuku), Mrisho Mpoto and Jhikoman, plus the presence of the very special guest Vice President, the Hon. Seif Ali Iddi, at an exciting opening weekend for ZIFF.</div><div style="text-align: justify;">The opening on Saturday night began with a ceremony at the Old Fort with local talent performing music, song and dance. After the ceremony, the audience enjoyed the opening film and premiere – Ugandan film ‘Making The Band’. This lighthearted drama follows four young woman trying to make it big in the music world with their Afro-pop band based in the most unlikely of places: Montreal, Canada. A brief power cut on the island didn’t dampened the spirit of the audience who went on to dance the night away at Mrisho Mpoto and Oliver Mtukudzi.</div><div style="text-align: justify;">Tanzanian Mrisho, even joined Oliver onstage for a song much to the delight of the crowd. Javed Jafferji’s film Journey to the State House, about the life of Zanzibarian Vice President, drew a huge crowd to the Old Fort on Sunday night, who were delighted with the presence and speech by the popular Hon. Seif Ali Idd. Other films on Sunday at The Old Fort included a heart-warming documentary starring a group of local boys called The Children of Ramadan by Lovinsa Kavuma. The Festival of Festivals program began with a selection of inspiring films from Australia at the House of Wonders, followed by Bran Nue Day at The Old Fort</div><div style="text-align: justify;">Community outreach is an important part of ZIFF as demonstrated by the Women and Children’s Panorama programs. ZIFF in collaboration with FHI (Family Health International) hosted a conference on June 19 in StoneTown on HIV/AWARENESS & PREVENTION. The conference attracted over 140 attendees comprised of men, women, teens and children; and was a successful public dialogue on subjects such as differences in HIV/AIDS transmission between men and women, sexual practices and conduct; as well as some spontaneous performances, often hilarious, from the audience. Other FHI workshops will be conducted in villages throughout Zanzibar, with the TTFF (Trinidad & Tobago Film Festival) docudrama'Positive & Pregnant' from June 21-25.</div><div style="text-align: justify;">Festivities continue all week until 26th June, with free daytime film screenings for locals, an amazing workshop program, more great music  and daily press conferences at 3pm. UNAIDS welcomes new UN Security Council

<div style="text-align: justify;">The Joint United Nations Programme on HIV/AIDS (UNAIDS) welcomes a new United Nations (UN) Security Council resolution on HIV which has been adopted at the UN Security Council in New York. The resolution calls for increased efforts by UN Member States to address HIV in peacekeeping missions. It also calls for HIV prevention efforts among uniformed services to be aligned with efforts to end sexual violence in conflict and post-conflict settings. </div><div style="text-align: justify;"></div><div style="text-align: justify;">"The Security Council has made major strides in addressing sexual violence in conflict. But rape is still a weapon of choice. This is an atrocious human rights violation and a public health threat,” said United Nations Secretary General Ban Ki-moon. “I urge all Member States to link efforts to combat HIV with our campaigns against sexual violence and for the rights of women."</div><div style="text-align: justify;">The resolution builds on the previous UN Security Council resolution 1308, which was adopted in 2000. The new resolution calls on the United Nations and UN Member States to bolster global and regional partnerships and integrate comprehensive HIV programmes into efforts to prevent conflict, ensure security and build peace.</div><div style="text-align: justify;">“Global, national and personal insecurity undermine efforts to prevent new HIV infections and increase access to HIV services for both peacekeepers and civilians,” said the President of Gabon, Ali Bongo Ondimba. “This resolution will help to mitigate the impact of HIV among uniformed services and civilian populations affected by conflict and increase access to HIV services.”</div><div style="text-align: justify;">The resolution, which was tabled by Gabon, President of the Security Council for June 2011, recognises that HIV can have a uniquely devastating impact on all sectors and levels of society and that in conflict and post-conflict situations these impacts may be felt more profoundly. It also recognizes that conditions of violence and instability in conflict and post-conflict situations can exacerbate the spread of HIV because of displacement, conflict-related sexual violence and reduced access to HIV services. <br /> Since the adoption of resolution 1308 in 2000, progress has been made in addressing HIV and security. About 60% of UN Member States have integrated HIV programmes for military, police and other uniformed personnel. However the quality of programmes is variable and resources to fund the programmes are often insufficient. </div><div style="text-align: justify;">“Peacekeepers can play a leading role in HIV prevention as they secure peace around the world,” said Michel Sidibé, Executive Director of UNAIDS. “Uniformed personnel can act as agents of positive change, particularly in relation to preventing sexual violence in conflict and post-conflict situations.” </div><div style="text-align: justify;">Evidence shows that the threat AIDS poses to peace and security is far more nuanced than initially thought. Both the characteristics of conflict and the epidemic itself have evolved significantly over the past 10 years with sexual violence being increasingly used as a tactic of war. <div style="text-align: justify;">About 6.6 million people were receiving <a href="http://www.unaids.org/">antiretroviral </a>therapy in low- and middle-income countries at the end of 2010, a nearly 22-fold increase since 2001, according to a new report AIDS at 30: Nations at the crossroads, released today by the Joint United Nations Program on HIV/AIDS (UNAIDS).</div><div style="text-align: justify;"></div><div style="text-align: justify;">A record 1.4 million people started lifesaving treatment in 2010—more than any year before. According to the report, at least 420 000 children were receiving antiretroviral therapy at the end of 2010, a more than 50% increase since 2008, when 275 000 children were on treatment. </div><div style="text-align: justify;">“Access to treatment will transform the AIDS response in the next decade. We must invest in accelerating access and finding new treatment options,” said Michel Sidibé, UNAIDS Executive Director. “Antiretroviral therapy is a bigger game-changer than ever before—it not only stops people from dying, but also prevents transmission of HIV to women, men and children.” </div><div style="text-align: justify;">His statement follows the recent HPTN052 trial results which found that if a person living with HIV adheres to an effective antiretroviral regimen, the risk of transmitting the virus to his or her uninfected sexual partner can be reduced by 96%. “Countries must use the best of what science can offer to stop new HIV infections and AIDS-related deaths,” said UN Deputy Secretary-General Asha-Rose Migiro. “We are at a turning point in the AIDS response. The goal towards achieving universal access to HIV prevention, treatment, care and support must become a reality by 2015.”</div><div style="text-align: justify;">HIV prevention efforts showing results </div><div style="text-align: justify;">According to the report, the global rate of new HIV infections declined by nearly 25% between 2001 and 2009. In India, the rate of new HIV infections fell by more than 50% and in South Africa by more than 35%; both countries have the largest number of people living with HIV on their continents.</div><div style="text-align: justify;">The report found that in the third decade of the epidemic, people were starting to adopt safer sexual behaviors, reflecting the impact of HIV prevention and awareness efforts. However, there are still important gaps. Young men are more likely to be informed about HIV prevention than young women. Recent Demographic Health Surveys found that an estimated 74% of young men know that condoms are effective in preventing HIV infection, compared to just 49% of young women.</div><div style="text-align: justify;">In recent years, there has been significant progress in preventing new HIV infections among children as increasing numbers of pregnant women living with HIV have gained access to antiretroviral prophylaxis during pregnancy, delivery and breastfeeding. The number of children newly infected with HIV in 2009 was 26% lower than in 2001. </div><div style="text-align: justify;">About 115 low- and middle-income countries are providing optimal treatment regimens for pregnant women living with HIV as recommended by the World Health Organization (WHO). There are 31 countries that still use sub-optimal regimens in many of their HIV prevention programs. UNAIDS urges all countries using sub-optimal regimens to revise their treatment guidelines and make the transition to optimal WHO recommended <span style="font-family: Arial; font-size: 11pt; line-height: 115%; mso-ansi-language: EN-US; mso-bidi-language: AR-SA; mso-fareast-font-family: "Times New Roman"; mso-fareast-language: EN-US;">regimens</span></div>

Tanzania, India Set to Put up Modern Heart Hospital in Dar

<span style="font-size: small;"> <div style="text-align: justify;">Tanzania and India on 27th May 2011, signed an agreement for construction of an ultra-modern heart specialty hospital in Dar es Salaam. The hospital will be constructed at the University of Dar es Salaam near Mlimani City. The agreement signed in Dar es Salaam by President Kikwete and visiting Indian Prime Minister, Manmohan Singh. The construction would be undertaken jointly by Apollo Hospitals Enterprises Limited of India on the Indian side and the National Social Security Fund (NSSF) and the Ministry of Health and Social Welfare on the Tanzanian side. Apart from heart related diseases, the hospital will be curing patients with neurosurgical, kidney and cancer diseases. India has so far trained 29 medical practitioners from Tanzania who are now able to perform open heart surgeries, and that they had so far succeeded in 155 cases. India also pledged to provide USD 190 million for water and capacity building projects. President Kikwete hailed the bilateral cooperation between Tanzania and India which, he said, had resulted in increased trade volume which currently stood at 1.1bn/- while the Indian investment in Tanzania was 1.3bn/-. </div></span>

Legislators, lobby decry poor tobacco control enforcement

<div style="text-align: justify;">Anti-tobacco activists and some members of Parliament have voiced grave concern over massive consumption of tobacco-related products, increased child labour on tobacco farms and poor enforcement of tobacco control laws in the country.</div><div style="text-align: justify;"></div><div style="text-align: justify;">They said if left unchecked, the trend could subject Tanzanians to serious health and environmental threats.</div><div style="text-align: justify;">Activists under the umbrella of Tanzania Tobacco Control Forum have released shocking findings of a recent research which showed an alarming trend in the use of child labour, human trafficking and slavery in the country’s tobacco farming.</div><div style="text-align: justify;">“Illegal trade (trafficking in children for tobacco farming)…it’s disheartening…it’s disappointing. The concerned authorities are silent,” said Lutgard Kagaruki, the forum's executive director yesterday.</div><div style="text-align: justify;">On Saturday, the country’s anti-tobacco lobby organized a special seminar for members of Parliament to educate them on the magnitude of tobacco consumption and farming on peoples’ health, the environment and the country’s future.</div><div style="text-align: justify;">“Apart from tobacco being a major cause of many diseases, tobacco farming has a negative impact on the environment,” she told a news conference yesterday, noting that research conducted by the forum in Tabora region, the leader in tobacco farming, revealed that 139,269 cubic metres of trees were cut for the purpose of curing tobacco, with an economic cost of 16.7bn/-, while the cost of replacing the trees was 3.1bn/-.</div><div style="text-align: justify;">She said many children were illegally being trafficked from as far as neighbouring Burundi, Kagera and Kigoma regions and other parts of Tanzanians to Tabora where they were forced to work as labourers on tobacco plantations.</div><div style="text-align: justify;">“Out of these children, our research spotted about ten students. They were taken by agents from home and promised hefty salaries (between 200,000/- and 300,000/- monthly) as domestic workers. However, when they reach there, the agents sell the children to owners of tobacco plantations with prices ranging from 80,000/= to 100,000/= per head, who use them as plantation labourers,” noted the TTCF director.</div><div style="text-align: justify;">According to Kagaruki, approximately 11 per cent of Tanzanians smoke, and thus end up contracting diseases, including cancer, cardiovascular diseases, chronic obstructive pulmonary disease and increased risk of tuberculosis (TB).</div><div style="text-align: justify;">She added that approximately 38,000 to 42,000 new cases of cancer occurs annually in Tanzania as a direct result of tobacco use.</div><div style="text-align: justify;">Evan Blecher, an economist from the International Tobacco Control Research American Cancer Society, proposed to the Tanzanian government to impose higher taxes on tobacco products as a strategy to reduce their consumption and increase revenue.</div><div style="text-align: justify;">“An increase in tobacco taxes by 10 per cent, more than inflation over the next five years, will help to reduce consumption by between 8.4 per cent and 13.1 per cent over the next five years,” he said during the TTCF seminar.SOURCE: THE GUARDIAN </div><div style="text-align: justify;"><br /> </div>

The history of Zanzibar Cinema

<div style="text-align: justify;">Zanzibar had the first cinema in East Africa, the Majestic Cinema, built back in the 1920s by colonial architect John Sinclair, but it burned down after a projector fire. It was rebuilt a few years later and it is still standing today. The last of three cinemas on the island, ‘Cine Afrique’, was recently closed and converted into a supermarket. It is now said the remains of the Majestic are due to be renovated and turned into an office block for civil servants. All over Tanzania, since the economic collapse of the 1980s, cinemas have closed.
