New World Bank Group Push to Revive Agriculture, Avert Hunger for over One Million People at Risk in Ebola-hit Countries

The funds, in the form of grants financed by the International Development Association (IDA) and the Ebola Recovery and Reconstruction Trust Fund will also be used to purchase fertilizer required to multiply foundation seed to meet tight planting season deadlines and help lay the foundations for sustained recovery. <br /><br />“Agriculture is the lifeline of the economies of Guinea, Liberia and Sierra Leone,” said Makhtar Diop, World Bank Vice President for Africa. “By speeding supplies of urgently needed seeds of major food crops to communities in West Africa, we are jump starting recovery in rural areas and preventing the looming specter of hunger in the countries hardest hit by Ebola.” <br /><br />According to the latest estimates by FAO and the World Food Programme, in Guinea, 230,000 people are food insecure and that number could rise to more than 470,000 by March 2015. Similarly, 170,000 people in Liberia are food insecure and absent interventions, the number of hungry people could top 300,000. Ebola’s onset coincided with the cropping and harvesting periods, and rural flight led to large-scale shortages of farm labor. In Sierra Leone, over 120,000 people are food insecure and their numbers could climb to more than 280,000. Kailahun, an epicenter of the epidemic, is the country’s most fertile, food-producing area. <br /><br />The World Bank Group’s push marks an unprecedented effort through one of its regional programs, the ongoing West Africa Agricultural Productivity Program (WAAPP) that spans 13 West African countries, including the three Ebola-hit countries. With support from this program, country teams fanned out and identified seed suppliers in neighboring countries. Advance preparations ahead of the planting season include elaborate plans to source seeds from eight countries, completion of needs assessments, sourcing of seed suppliers, collaboration with AfricaRice (a CGIAR Center) to multiply rice foundation seed, and organizing in-country distribution of seeds and fertilizers to farmers in a timely manner. <br /><br />To enable free movement of seed-laden trucks, travel routes have been pre-arranged and the intergovernmental Economic Community of West African States (ECOWAS) has authorized customs and border control authorities to let the trucks pass without difficulty. Truck movement will be monitored in real time through a short messaging system (SMS) especially at border check points. <br /><br />Farming is essentially a social activity, and movement restrictions have severely dented farmers’ ability to harvest crops, market produce, prepare fields for planting and maintain a steady supply of seed for planting in the next season. Reports show that desperate farming families have resorted to eating stored seed originally intended for use in the next cropping cycle. Rural flight has caused harvest-ready crops to wither in the fields. <br /><br />“At its best, agriculture is a risky enterprise and timely availability of critical inputs such as seed, fertilizer, irrigation and extension services are vital for securing a good harvest,” said Juergen Voegele, Senior Director of the World Bank Group’s Agriculture Global Practice. “While Ebola has had devastating economic consequences in affected countries, we are confident that focused efforts on reviving agriculture will not only help feed people, unleash economic growth and strengthen food production capabilities but also arrest the precipitous deprivation and deepened poverty caused by the disease.” <br /><br />The World Bank Group’s Response to Ebola <br /><br />The World Bank Group has mobilized about $1 billion in financing for the countries hardest hit by the Ebola crisis. The BLI calculates the severity of data breaches across multiple dimensions based on breach disclosure information. <br /><br />According to data in the BLI originally developed by SafeNet, the main motivation for cybercriminals in 2014 was identity theft with 54% of the all data breaches being identity theft-based, more than any breach category including access to financial data. In addition, identity theft breaches also accounted for one-third of the most severe data breaches categorized by the BLI as either Catastrophic (with a BLI score of between 9.0 and 10) or Severe (7.0 to 8.9). Secure breaches, which involved breaches of perimeter security where compromised data was encrypted in full or in part, increased to 4% from 1%. <br /><br />“We’re clearly seeing a shift in the tactics of cybercriminals, with long-term identity theft becoming more of a goal than the immediacy of stealing a credit card number,” said Tsion Gonen, Vice-President of Strategy for Identity and Data Protection at Gemalto. “Identity theft could lead to the opening of new fraudulent credit accounts, creating false identities for criminal enterprises, or a host of other serious crimes. As data breaches become more personal, we’re starting to see that the universe of risk exposure for the average person is expanding.”<br /><br />In addition to the shift toward identity theft, breaches also became more severe last year with two-thirds of the 50 most severe breaches according to their BLI score having occurred in 2014. Also, the number of data breaches involving more than 100 million compromised data records doubled compared to 2013.<br /><br />In terms of industries, retail and financial services experienced the most noticeable trends compared to other industry sectors in 2014. Retail experienced a slight increase in data breaches compared to last year, accounting for 11% of all data breaches in 2014. However, in terms of data records compromised, the retail industry saw its share increase to 55% compared to 29% last year due to an increased number of attacks that targeted point-of-sale systems. For the Financial Services sector, the number of data breaches remained relatively flat year over year, but the average number of records lost per breach increased ten-fold to 1.1 million from 112,000.<br /><br />“Not only are data breach numbers rising, but the breaches are becoming more severe,” added Gonen. “Being breached is not a question of ‘if’ but ‘when.’ Breach prevention and threat monitoring can only go so far and do not always keep the cyber criminals out. Companies need to adopt a data-centric view of digital threats starting with better identity and access control techniques such as multi-factor authentication and the use of encryption and key management to secure sensitive data. Alisema Balozi Seif.<br /><br />Alifahamisha kwamba Zanzibar ikiwa miongoni mwa Mataifa machanga Duniani inawajibika kuimarisha Idara yake ya Maafa kwa kushirikiana na taasisi za ulinzi, Afya na Mawasiliano ili kuona huduma za kukabiliana na maafa Nchini zinapatikana kwa ubora unaokusudiwa.<br /><br />Makamu wa Pili wa Rais wa Zanzibar alieleza kuwa ile nia ya Serikali ya Mapinduzi ya Zanzibar kujenga vituo vya mafunzo na uokozi wakati yanapotokea maafa katika eneo la Nungwi Mkoa wa Kaskazini Unguja na Chake chake kwa Pemba bado iko pale pale.<br /><br />Alisema kilichokwamisha utekelezaji wa mpango huo kwa sasa ni upatikanaji wa vifaa na fedha licha ya juhudi kadha zinazoendelea kuchukuliwa na Serikali kuu katika kuomba misaada ya kiufundi kwa Taasisi za Kimataifa zilizobobea katika taaluma hiyo muhimu.<br /><br />Balozi Seif alieleza kuwa katika kuimarisha huduma za kukabiliana na maafa Nchini Mswada wa Sheria ya Kuanzisha Sheria ya Kupunguza na Kukabiliana na Maafa Zanzibar uliwasilishwa na kujadiliwa na Baraza la Wawakilishi Zanzibar hivi karibu na hatimae kupitishwa katika Mkutano wa 18 wa Baraza hilo.<br /><br />Alisema Mswada huo ulikusudiwa kuweka sheria mpya inayoweka mfumo wa kisheria katika shughuli za kukabiliana na maafa na mambo ambayo yataondosha mapungufu yanayoonekana katika sheria iliyopo hivi sasa. <br /><br />Balozi Seif alisisitiza kwamba Sheria hiyo mpya itawiana na Sera ya Kukabiliana na Maafa ya mwaka 2011 pamoja na Makubaliano na Mikataba ya Kikanda na Kimataifa inayohusiana na masuala ya kukabiliana na maafa iliyoridhiwa na nchi yetu.<br /><br />Mapema Naibu Katibu Mkuu Wizara ya Nchi Ofisi ya Makamu wa Pili wa Rais wa Zanzibar Nd. Ahmad Kassim alisema lengo la zoezi hili la kukabiliana na maafa Zanzibar ni kujenga nguvu za pamoja kati ya Taasisi za Umma, binafsi zikiungwa mkono na washirika wa maendeleo .<br /><br />Nd. Ahmad alisema kwa vile majanga yanapotokea yanakumba kila kilichoko mbele yake ushirikiano wa karibu unahitajika kwa pande zote zinazohusika ili kujiweka tayari kukabiliana na majanga yoyote yanapotokezea. <br /><br />Wakitoa salamu za Taasisi zao za kimataifa zinazoshiriki zoezi hilo Mwakilishi wa Shirika linalosimamia huduma za Kibinaadamu na Afya la Usafricom Kamanda Philip Knightsheen na Mwakilishi wa shirika la Misaada la Marekani Us Aid Bibi Anna Senga walisema suala la ulinzi wa maisha ya Mwanadaamu linamuhusu kila mwana jamii.<br /><br />Walisema licha ya kwamba nguvu kubwa imewekwa kwa vikosi vya ulinzi na uokozi kukabiliana na maafa yanapotokea, lakini bado jukumu hilo litaendelea kusimamiwa kwa pamoja na taasisi zote za umma,binafsi kwa kushirikiana na washirika wa maendeleo.<br /><br />Wawakilishi wa taasisi hizo za Kimataifa walisema kwamba Nchi za Malawi, Msumbiji na Senegal zinazokuwa zikikabiliana na mafuriko ya mara kwa mara zimekuwa zikipata msaada ya kibinaadamu kwa lengo la kuwapa matumaini wananchi wake wanaokumbwa na kadhia hiyo.<br /><br />Waliahidi kwamba Taasisi na mashirika ya maendeleo ya Kimataifa wakiyatolea mfano yale ya Unicef, WHO,Usafricom,CDHAM na mengine ya kujitolea yataendelea kuunga mkono juhudi za Serikali ya Mapinduzi ya Zanzibar katika kukabiliana na majanga na maafa wakati yanapotokea.<br /><br />Akimkaribisha mgeni rasmi kufungua zoezi hilo Waziri wa Nchi Ofisi ya Makamu wa Pili wa Rais wa Zanzibar Mh. Hivyo watoto wanapaswa kuacha mchezo na kuitafuta elimu kwa gharama yoyote ile ”. Alisisitiza Balozi Seif.<br /><br />Mbunge huyo wa Jimbo la Kitope amewapongeza Walimu wa Skuli ya Kinduni kwa juhudi wanazochukuwa katika kuwapatia elimu wanafunzi wao na kufanikiwa kupasisha wanafunzi wengi waliyoipatia sifa skuli hiyo kushika nafasi ya Tatu Kitaifa kwa wanafunzi walioingia Mchepuo.<br /><br />Aliwaahidi walimu, wanafunzi na Wazazi wa Kinduni kwamba Uongozi wa Jimbo hilo utajitahidi katika kusimamia ujenzi wa jengo jipya na limalizike kwa wakati ili kukabidhiwa Wizara ya Elimu kwa hatua ya ukamilishaji.<br /><br />“ Mimi Kama Kiongozi wenu Napata faraka na matumaini kuona hakuna Mtoto ye yote anayekaa chini kwenye Skuli yenu wakati anapoendelea na masomo yake ya kila siku ”. Alisisitiza Mbunge huyo wa Jimbo la Kitope.<br /><br />Akizungumzia changamoto zinazoikabili skuli hiyo likiwemo upungufu wa walimu Balozi Seif alisema suala hilo analichukuwa kwa hatua ya kuzungumza na Uongozi wa Wizara ya Elimu ili kupatiwa ufumbuzi wa kudumu.<br /><br />Aliahidi pia kwamba juhudi za makusudi zitachukuliwa na Uongozi wa Jimbo hilo katika kuipatia vifaa vya Maabara na Maktaba Skuli hiyo ili wanafunzi wake kuwa tayari wakati itakapanzishwa skuli ya Sekondari.<br /><br />Akitoa Taarifa fupi ya Skuli ya Msingi Kinduni Mwalimu Mkuu wa Skuli hiyo Bibi Miza Omar Moh’d alisema mchango wa Mbunge wa Jimbo la Kitope kwa Skuli hiyo iliyoanzishwa mwaka 2009 unaendelea kuleta faraja kwa wazazi, walimu na wanafunzi wa skuli hiyo.<br /><br />Mwalimu Miza alisema licha ya changamoto ya upungufu wa walimu, ukosefu wa huduma za maji safi na salama, maabara na Maktaba lakini lengo la Kamati ya Uongozi ya Skuli hiyo ni kuona Kijiji cha Kinduni kinakuwa na Skuli ya Sekondari.<br /><br />Akitoa nasaha zake Mkuu wa Wilaya ya Kaskazini “B” Nd. Haji Makungu Mgongo alisema kutokana na mazingira bora yanayoendelea kuwekwa na Kamati ya Skuli ya Kinduni hakuna sababu yoyote kwa mwanafunzi wa Skuli hiyo asisome kwa Bidii.<br /><br />Nd. It will focus on improving weather and climate services which are vital to food security, water management, disaster risk reduction and health, as well as key economic sectors like transport, energy and tourism, among others.<br /><br />“Every African country should be involved in the collective effort towards the transformative socio-economic development of the continent to build The Africa We Want envisaged in the African Union Agenda 2063,” said African Union Commissioner for Rural Economy and Agriculture, H.E Rhoda Peace Tumusiime.<br /><br />“National Meteorological and Hydrological Services are critical actors in supporting sustainable development. There is today increased awareness of the socioeconomic benefits delivered by weather and climate services,” said World Meteorological Organization (WMO) Secretary-General Michel Jarraud.<br /><br />Ministers will discuss the Integrated African Strategy on Meteorology (Weather and Climate Services), One of its aims is to increase recognition and funding for NMHSs. They will approve a new regional climate centre for Central Africa to consolidate research and forecasting capabilities. Ministers will also consider input from the meteorological community to a pan-African Space Policy and Strategy.<br /><br />“Knowledge, research and innovation are all vital to the competitiveness of the African economy and to allow us to meet weather, water and energy challenges,” said Dr. Antero Veiga, Minister for Environment, Housing and Territorial Planning<br /><br />“The recent devastating flooding in many parts of Africa, particularly Southern Africa, has highlighted once again how weather-related hazards undermine and disrupt social, political and economic development,” said Hon Saviour Kasukuwere, Minister of Environment, Water and Climate of Zimbabwe and the outgoing Chair of AMCOMET. “There is no doubt that the vagaries of weather and climate will play a critical role in shaping Africa’s development agenda. Pinda alitoa pongezi hizo katika Tafrija maalum ya kuukaribisha mwaka mpya zilizofanyika katika majengo ya Bunge la Jamuhuri Mjini Dodoma hafla iliyokwenda sambamba na kuwapongeza wanamichezo wa Bunge hilo baada ya kushinda michezo tofauti katika mashindano ya Mabunge ya Jumuiya ya Afrika Mashariki yaliyofanyika Mjini Arusha Tanzania. <br /><br />Waziri Mkuu Pinda alisema kwamba michezo inatoa nafasi kubwa ya ushirikiano ambayo ni kielelezo cha msingi kinachozaa Viongozi bora wanaotokana na sekta ya michezo. <br /><br />Aliishauri Kamati ya Uongozi wa Michezo ya Bunge hilo kufikiria umuhimu wa kuwashirikisha wawakilishi wa wanamichezo wa mabunge wanachama kwenye tafrija kama hizo kwa lengo la kusherehekea nao pamoja ili kudumisha ushirikiano pamoja na ujirani mwema. <br /><br />Alieleza kwamba michezo ina nafasi pana ya kupunguza joto la kisiasa, hitilafu au ugomvi unaotokea baina ya nchi na nchi na kupelekea watu wa pande zinazohitilafiana kurejea kwenye ushirikiano na mafungamano baina yao. <br /><br />Mh. Therefore, there is an urgent need to develop accredited teaching programs for health sciences students so that diabetics don't need to go specialists but basic management can be done by primary health care providers .”<br /><br />Based on its long experience in diabetes management, which began in 1957 with the development of metformin, Merck seeks to raise awareness of diabetes in United Arab Emirates by supporting the healthcare system to prevent, diagnose and manage the condition effectively. As part of the Merck Capacity Advancement Program, by end of 2015, more than 5,000 medical students in partnership with African universities such as University of Nairobi, Makerere University, Namibia University and University of Ghana , in addition to Asian universities such as Maharashtra university, India and University of Indonesia will benefit from European-accredited clinical diabetes and chronic diseases management training, which is seeking to equip them with skills to avert the diabetes epidemic. Customers can use their mobile phones to securely transfer money at any time without the need to go to a distribution point or to have physical cash.<br /><br />The two companies have launched the service following the signature of a memorandum of understanding. The partnership comes as part of a joint strategy to enhance mobile financial services and to increase access to banking services across Africa.<br /><br />In sub-Saharan Africa, where less than 24 percent of the population has a bank account and over 60 percent have a mobile phone, Orange Money offers easy-to-use mobile financial services that allow transactions to be made remotely and securely, avoiding the need to carry money around. With Orange Money, customers can transfer money from their mobile phones to any other customer in the country and, in some countries, internationally. They can also pay their water, electricity and television bills and top up their telephone airtime remotely. Depending on the country, they may also benefit from savings and insurance solutions.<br /><br />This type of partnership with banks allows a customer to link a bank account with his or her Orange Money account. Notably, it is a service that facilitates exchanges between persons with bank accounts and those without. Ecobank customers can also view bank account balance and obtain mini-statements by SMS via the service.<br /><br />With more than 12 million customers and 4.5 billion euros exchanged in 13 countries in 2014, Orange Money has delivered considerable success.<br /><br />Laurent Paillassot, Deputy Chief Executive Officer of Orange in charge of Customer Experience and Mobile Banking, said: “This partnership between Orange and Ecobank will further enrich customer experience. By facilitating exchanges between Ecobank and Orange Money accounts, our customers will be able to conduct financial transactions quickly and in complete security, bringing them the best of both worlds. African IPO market realises strong numbers in 2014: PwC Report

During 2014, IPO activity also increased overall in number from 20 to 24 IPOs, and doubled in terms of capital raised to US$1.7bn from US$0.8bn in 2013.<br /><br />The report analyses equity capital market transactions that took place between 2010-2014 on exchanges throughout Africa, as well as transactions by African companies on international exchanges. <br /><br />Nicholas Ganz, PwC Africa Capital Markets Leader, says: “The performance of African markets was strong in 2014, with an increase in equity capital market activity of 40% in terms of volume of offers and 100% in terms of capital raised when compared with prior year activity. We noted a few instances of management following a dual-track approach aimed at maximising value for existing shareholders, and consistent with the growth in other forms of capital raising activity across Africa.”<br /><br />The report shows a significant share of capital was raised in markets outside of South Africa, with Johannesburg listings accounting for only 32% and 44% of total IPO capital raised in 2013 and 2014, respectively, a notable departure from its more prominent position in prior years.<br /><br />Coenraad Richardson, PwC South Africa Capital Markets Partner, notes a counterpoint in respect of further offers (FOs), “While IPO activity across the continent increased its share vis-à-vis the JSE, FOs remained dominated by capital raising in South Africa, which accounted for 87% of proceeds in 2014. This is a reflection of the depth and stability of the South African listed company and investor base, underpinned by a securities exchange regulatory framework ranked number one in the world by the World Economic Forum’s 2014-2015 Global Competitiveness Report.”<br /><br />Overall, FO activity during 2014 increased by 50% in terms of the volume of transactions and doubled in terms of capital raised to US$9.3bn from US$4.6bn in 2013.<br /><br />On a sector basis, the financial services sector (which includes real estate), industrial products & services, and consumer products dominated the market, with the financial services sector representing 57% of combined IPO and FO volume during 2014. Growth in these sectors reflects shifting economic and social demographics, namely an increase in urbanisation and an emergent middle class across the African continent. By contrast, the resources sectors collectively represented a comparatively smaller proportion of 2014 activity.<br /><br />In addition, a total of US$1.2bn of FO capital was raised by African companies on international exchanges since 2010. FOs in this context include those companies seeking to expand their investor base by way of a secondary listing, as well as those raising further funds from existing international listings. The sector profile of these outbound FOs differs to that of African IPOs and FOs, in that the resources sector plays a more prominent role, when analysing both the number and size of the offer.<br /><br />The JSE safely retained its position in 2014 as the most active African market in terms of both total ECM transaction volume and proceeds. The Tunis and Nigerian Stock Exchanges held the second position on the continent in terms of volume and proceeds raised, respectively.<br /><br />Building on the strong performance of last year, 2015 is expected to be a positive year for ECM activity in Africa. This is driven largely by a combination of expectations for continued exits by private equity investors, reforms to certain capital markets legislation, and growing investor confidence in and familiarity with African markets. <br /><br />Darrell McGraw, PwC Nigeria Capital Markets Partner, does note a degree of caution, “due to recent movements in commodity prices and relative depreciation of local currencies against the US Dollar, there are some headwinds that may affect the momentum of the capital markets in Nigeria and other territories heavily involved in resources. Tangu IFAD inaanza shughuli zake nchini mwaka 1978, imetoa fedha kwa miradi ya uwekezaji inayotumia mikopo ipatayo 14 yenye thamani ya Dola za Marekani milioni 360, na Mfuko umehamasisha msaada wenye thamani inayozidi Dola za Marekani milioni 700 kwa miradi ya maendeleo ya kilimo. Serikali imeshiriki katika utoaji fedha kwa kiwango cha Dola za Marekani milioni 72, au asilimia 10 ya gharama nzima. Michango ya nyongeza ilitolewa na wafadhili wengine, hasa Benki ya Maendeleo ya Afrika, Benki ya Dunia na serikali za Ubelgiji, Japani na Ayalandi. <br /><br /> Tathmini ilipendekeza kwamba msaada wa IFAD katika awamu inayofuatia katika Programu ya Maendeleo ya Sekta ya Kilimo – ambayo ni programu ya serikali inayolenga kuongeza uwezo wa wakulima kupata na kutumia maarifa ya kilimo, teknolojia, mifumo ya masoko na miundombinu, Bara na Zanzibar. <br /> “Kwa upande wa Unguja na Pemba peke yake, msaada wa IFAD kupitia Programu ya Maendeleo ya Sekta ya Kilimo umesaidia zaidi ya wakulima 35,000, ambapo asilimia 62 ni wanawake,” alisema Nadine Gbossa, Mkuu wa Ofisi ya Kanda ya IFAD ya Nairobi. “Programu hii inaweka mkazo katika shughuli za ugani, kwa kutumia njia ya ubunifu ya Farmer Field School. Serikali imechukua njia hii kama sehemu ya sera na mikakati yake , na sasa inaiingiza katika programu zake. Haya ni mafanikio makubwa kwa IFAD kama mshirika.” <br /><br /> Ripoti ya tathmini ilionyesha jinisi IFAD na washirika wengine wa maendeleo walivyo muhimu katika kusaidia sera ya Tanzania ya upelekaji madaraka mikoani, jambo ambalo linalenga kupeleka utoaji uamuzi katika kupanga na kutekeleza miradi kwa mamlaka za serikali za mitaa. Hata hivyo, tathmini hiyo ilikuta maendeleo kidogo katika kusaidia upatikanaji wa masoko ya mazao ya kilimo na suala la kuongeza thamani kwenye mazao. <br /><br /> Ripoti huru ya tathmini—ya pili ya aina yake nchini Tanzania—itatoa mwanga kwa mkakati unaofuata wa IFAD nchini mwishoni mwa 2015. “Mkakati unaofuata wa IFAD nchini ni fursa ya kuendeleza matokeo ya shughuli za ugani katika kilimo na kuweka mkazo katika utafutaji masoko na uongezaji thamani kwa mazao ya kilimo, na vilevile kuimarisha shughuli zisizo za utaoaji mikopo, zikiwemo usimamizi wa maarifa, mazungumzo kuhusu sera na kujenga ushirikiano,” alisema Oscar A. Ili kuweza kutumia fursa hii, serikali inapaswa kupitia upya wajibu wake kwa kurahisisha mfumo wa kodi na ushuru, na kufanya mgawanyo wa mapato kuwa wazi zaidi. <br /><br />“Hapana shaka kwamba Tanzania ni mahali pazuri kadri utalii wake unavyohusika,” anasema Philippe Dongier, Mkurugenzi wa Benki ya Dunia kwa nchi za Tanzania, Burundi na Uganda. “Tanzania ina maliasili nyingi ambazo zinaweza kuendeleza sekta hii, na inafahamika vyema kimataifa pamoja na karibu kila mwaka huandikwa katika gazeti la New York Times. Nchi hii ilipokea wageni milioni moja mwaka 2013, ambao waliliingizia taifa Dola za Marekani bilioni 1.5 katika fedha za kigeni, kiasi ambacho ni kikubwa kwa hali yoyote ile. Lakini kuna uwezekano wa kukua zaidi, kama ambavyo pia imesisitizwa na Serikali; na baadhi ya maboresho yanayohitajika ni ya haraka sana kwani hali kubaki kama ilivyo ni gharama kwa nchi.” <br /><br />Utalii huajiri moja kwa moja takribani Watanzania nusu milioni na huchangia karibu asilimia 20 ya bidhaa zinazouzwa nje. Huwakilisha takribani asilimia 3.4 ya Pato Ghafi la Taifa la Tanzania (GDP), lakini kiwango hiki kinaweza kufikia makadirio ya asilimia 10 unapochukulia mchango wake ambao si wa moja kwa moja katika sekta nyingine kama vile kilimo na uchukuzi. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"> </span></div> <div style="text-align: justify;"> <span style="font-size: large;">Kutokana na hali hii, sekta hii inachukuliwa kuwa ni ya kipaumbele chini ya ajenda ya maendeleo ya Rais Jakaya Kikwete, lakini pia na ile ya Baraza la Taifa la Biashara. Sekta ina lengo la kuongeza mapato yatokanayo na utalii mara nane ifikapo mwaka 2025, au kuongeza kiwango cha ukuaji wa sekta maradufu kwa kila mwaka kama inavyoonekana katika miaka ya hivi karibuni. “Lengo hili kwa hakika linafikika lakini ni pale tu iwapo kutakuwa na mabadiliko katika sera na mitazamo miongoni mwa wadau wote,” anasema Jacques Morisset, Mchumi Mkuu wa Benki ya Dunia kwa nchi za Tanzania, Burundi, na Uganda, aliyeandika ripoti hii. <br /><br />Ili kuongeza manufaa ya sekta hii kwa uchumi na watu, toleo hili la Hali ya Uchumi linapendekeza mielekeo mitatu ya kimkakati: <br /><br />Mwelekeo wa kwanza ni kupanua shughuli za utalii kuwa anuwai tofauti na msisitizo wa sasa ambao unatoa umuhimu kwa utalii wa gharama kubwa katika kanda ya kaskazini kuzunguka Arusha na Zanzibar ambako hadi asilimia 90 ya shughuli za utalii ndiko ziliko kwa sasa. Ripoti inapendekeza kuchangamkia fursa nyingine, hususani maeneo ya Kusini, na kutayarisha shughuli ambazo zitawavutia watalii wenye bajeti za chini na kati, ikijumuisha watalii wa ndani na kutoka katika kanda. <br /><br />Mwelekeo wa pili ni kuongeza juhudi za kuwaunganisha wana jamii wa maeneo husika na wafanyabiashara wadogo wa utalii katika shughuli za utalii, kupitia michakato ya kugawana faida. Wakati tayari juhudi hizi zipo nchini Tanzania, ni kwa kiwango cha chini na hazijaleta mabadiliko katika jamii. Ripoti inazungumzia utendaji bora ambapo programu za mafunzo na kuunganisha jamii hutayarishwa kwa pamoja baina ya sekta za umma na binafsi, hii imeleta viwango vya juu vya ubora wakati huo huo ikiongeza ushiriki wa jamii ya wafanyabiashara na wafanyakazi wa maeneo hayo katika shughuli za utalii. <br /><br />Mwelekeo wa tatu unataka pafanyike mapitio ya mfumo wa sasa wa kodi na ushuru ambao ni mgumu kuuelewa, mapitio hayo pia yaguse matumizi yasiyo wazi ya mapato yaliyokusanywa kutoka utalii. Ripoti ya Hali ya Uchumi inapendekeza kwamba mfumo wa kodi na ushuru ufanywe kuwa rahisi na kutekelezwa kwa usawa zaidi kwa lengo la kupunguza gharama za uendeshaji wa biashara na kuziba mianya ambayo inatoa nafasi kufanya malipo haramu. Aidha, mgawanyo wa mapato urasimishwe ili iwe rahisi kufuatilia na kuongeza manufaa kwa wananchi walio wengi. Serikali pia lazima iongeze usimamizi wa maliasili kupitia matumizi ya busara ya motisha na vikwazo ili kulinda wanyama walio katika hatari ya kutoweka pia na matumizi bora ya ardhi na maji. <br /><br />Mbali na mjadala wa Utalii wa Tanzania kama mada maalum ya toleo hili la Hali ya Uchumi wa Tanzania, chapisho hili pia linachambua hali ya uchumi. Tathmini mpya ya hivi karibuni ya Pato Ghafi la Taifa (GDP) na utafiti wa bajeti ya kaya ya hivi karibuni imekosoa mtazamo tuliouzoea wa uchumi wa Tanzania. Kipato cha wastani kwa mwananchi wa Tanzania ni Dola za Marekani 950, kiwango kilicho karibu zaidi kuliko mwanzo kwa nchi kufikia hadhi ya kipato cha kati, na kiwango cha umasikini kimepungua kutoka asilimia 33 mwaka 2007 hadi asilimia 28 mwaka 2012. Wakati huo huo uchumi ukiendelea kupanuka kwa takribani asilimia 7 mwaka 2014, na mfumuko wa bei ukidhibitiwa katika wastani wa asilimia 5. <br /><br />“Udhaifu mkubwa katika usimamizi wa uchumi mkuu wa Tanzania unabakia kuwa ni sera yake ya fedha, na ni muhimu Serikali ikarekebisha hali hii,” anasema Morisset. <br /><br />Hatua za haraka zinahitajika kuchukuliwa ili kushughulikia hatari za kifedha zinazoikabili bajeti ya Serikali kwa sasa kutokana na kutokufikia malengo yake ya mapato, madeni ya mifuko ya pensheni na makandarasi, na wabia wa maendeleo kuendelea kugoma kutoa msaada wa bajeti kumesababisha Serikali kuendelea kukopa kutoka soko la fedha la ndani. Ijapokuwa Serikali inaonekana iko tayari kuchukua hatua stahiki kushughulikia hatari hizi, ripoti inaonya kwamba hakuna nafasi ya kubweteka wakati nchi inajiandaa kwa kura za maoni mwezi Aprili 2015 kuhusu katiba iliyopendekezwa na uchaguzi mkuu mwezi Oktoba, 2015. </span></div> </div>

DHL managed to deliver the pole to the competition venue – with just a few hours to spare before Rahme competed, and went on to win a gold medal.<br /><br />DHL also transported two giant pandas over 8,000 kilometers from China to Belgium in 2014. Flown on a dedicated DHL Boeing 767 freighter aircraft, the two four-year old pandas were accompanied by a team of animal handlers, a veterinary physician and a plentiful supply of 100 kilograms of bamboo. Similarly in 2013, DHL also helped the relocation of three endangered Black Rhinos across different continents and nine gorillas from the UK to Gabon.<br /><br />Facey says that DHL employees’ ‘Can Do’ attitude and drive to continuously improve performance has led the company to adapt current delivery methods to avoid unnecessary delays. “While we are an express business and make use of air transport as our primary form of transportation, traffic gridlocks, congestions and poor weather conditions can cause delays in the collection and delivery of shipments in certain countries, and has resulted in us developing innovative and alternative means of transport.” <br /><br />An example of where the company has managed to counteract this is in Lagos, Nigeria. “After considerable negotiations with the Nigerian maritime authorities, DHL Nigeria has been granted permission to operate a commercial boat between the Lagos Mainland and Victoria Island. The Aggreko plant in the Vridi area of Abidjan provides critical power to Ivory Coast and surrounding countries interconnected to the Ivory Coast grid.<br /><br />The facility was installed in 2010 with the first phase of the project producing 70 MW. This was later increased to 100 MW in 2011 and again increased in June 2013 to 200 MW. With a booming economy and GDP growth of around 9%, demand for energy has been increasing steadily in recent years. The Aggreko plant injects vital capacity into the local grid, helping keep essential infrastructure and services running, while also ensuring power supplies are maintained to both business and domestic users.<br /><br />“We are pleased to be extending the Aggreko project which forms an important part of our program of strengthening the energy infrastructure across the country,” commented Amidou Traore, Director General, CI-Energies. “The 200 MW supplied from the Aggreko plant is an important component of our energy generation mix and helps us maintain supply to our customers while we develop our long-term infrastructure programmes.”<br /><br />Economies across Africa are growing at a phenomenal rate resulting in an increased strain on power generation, transmission and distribution infrastructure. By adding large-scale, fast-track interim power, countries can continue to supply the energy required to sustain economic growth while governments and state utilities work on bringing new generation capacity online.<br /><br />“Our project in Ivory Coast is a great example of the value Aggreko brings to its utility customers in Africa,” commented Christophe Jacquin, Managing Director, Aggreko North and West Africa. “Our solutions address shortages in power generation capacity, giving our customers the ability to maintain supply while they work to improve their systems.”<br /><br />Aggreko maintains a strong presence in Ivory Coast and views the country as a vital platform in its West African operations. In addition to the Abidjan plant, Aggreko also runs its West African youth training initiative, The Aggreko Technical University in Ivory Coast. <br /><br />The programme involves an intensive training syllabus incorporating advanced technical, engineering and project operations modules. Graduates have access to fast-track employment opportunities within technical and project operations positions in the Ivory Coast and other locations in Aggreko’s network of international power projects. The first component is the Edge BeamTM, which is a groove system that keeps the base rigid. The second component of the design is called the Smart DiscTM. This underlying facet gives the base more structure while preventing deformities during any part of the production line. In tests of extreme heat above 50°C, bottles with the StarLite technology averaged up to 25 days without bottle deformation. On the other hand, under frozen conditions they experience up to a 50% reduction in bottle rollout. This will be extremely beneficial to producers in Africa region during the hot summer months. <br /><br />StarLite technology also allows for more lightweighting options for producers. By implementing the technology, an average of 1 gram of PET for 0.5 litre bottles and up to 2 grams of PET for 1.5 litre bottles could be saved. This equates to up to EUR 700,000 cost savings per year. Furthermore, energy savings are a huge possibility too. Only 16-20 bars of pressure are required for 0.5 to 1 litre bottles, as opposed to the standard 25 bars, equating to up to 25% in energy cost savings (EUR 900,000). Additionally, the technology is compatible with Sidel Matrix system, resulting in possible outputs of over 2,250 bottles per mould per hour. <br /><br />Samuel Gobbe, the Customer Service Director at Sidel, said: "Bottled water remains the top selling item in the global non-alcoholic beverage market. With countries like Nigeria which is forecasted to consume 49,647 million litres in 2018 and have a steady growth of over 11 percent over the past four years, it has become increasingly apparent that we have to make our customer's PET do a lot more for them. This new technology will ensure that their PET is being used efficiently and effectively while they enjoy the savings."<br /><br />He continued: "As with all of our new innovations, StarLite is compatible with our Matrix technology, as well as integrated into already existing bottle designs. It is a perfect fit in high heat environments as it shows resistance to the very high temperatures and is easily adaptable to customer requirements."<br /><br />The design, released last year, has already had much success in terms of environmental impact and sustainability. It won the award for the "Best Environmental Sustainability Initiative" category at the 2013 Global Bottled Water Awards. Since then, the design has been employed for the production of juices and CSDs throughout the Greater Middle East and Africa region. However, with the rise in popularity of bottled water, both still and carbonated, Sidel has realized the potential for this technology in this niche of the market and released it for continued success.
