Group of States, with a focus on sub-Saharan Africa.<br /><br />This 2.3 euro million ($2.6 million USD) project aims to promote inclusive political, economic and social development through enhanced regional integration by strengthening African countries’ ability to regulate, organize and finance better inter-regional and continental transportation infrastructure through safe trans boundary transportation corridors and integrated transportation policies. The project also will support progress toward the Millennium Development Goals in A.C.P. countries.<br /><br />The consortium will help the African Union Commission’s Department of Infrastructure and Energy improve its sector management capacity as well as support the implementation of the Program for Infrastructure Development in Africa (PIDA) Priority Action Plan projects. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"> </span></div> <div style="text-align: justify;"> <span style="font-size: large;">In addition, the consortium will strengthen the transportation pillar of the 2014-2017 Infrastructure Agenda of the Joint Africa-European Union Strategy, an initiative that outlines a long term shared vision of the future of Africa-European Union relations in a globalized world, and will promote the startup of smart corridor activities. <br /><br />“Taken together, these efforts will lower overall transportation costs and create safer, more affordable transportation facilities that will result in greater market access, socioeconomic development, welfare and regional stability,” said Pascal Houdeau, deputy general manager of operations in western and eastern Africa.<br /><br />A.C.P. is an organization created by the Georgetown Agreement in 1975. Apart from Cuba, it includes 79 African, Caribbean and Pacific state signatories to the Cotonou Agreement, also known as the "ACP-European Community Partnership Agreement,” that binds them to the European Union. Also, PIDA is promoting socio-economic development and poverty reduction in Africa through improved access to integrated regional and continental infrastructure networks and services.<br /><br />Louis Berger has more than 50 years of experience in Africa and nearly 25 years of experience in Ethiopia, where the firm has implemented almost 20 projects. Accreditation by the GCF enables AFC to access GCF’s committed capital of US$9.3 billion; a pool of funds for climate change projects to be utilized by members for on-lending, grants, lines of credit, guarantees and other fiduciary functions. <br /><br />AFC intends to use the fund’s capital to further its investment in renewable energy, a priority sector for the corporation. AFC is the lead investor in the award winning Cabeolica project, a USD90 million, 26MW landmark renewable energy wind power project in Cape Verde and the first commercial scale public private partnership wind farm in Sub-Saharan Africa providing over 20% of Cape Verde' power needs. <br /><br />The GCF, with headquarters in Songdo Republic of Korea, is a fund operating within the United Nations Framework Convention on Climate Change (UNFCCC). GCF’s objective is to promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. <br /><br />Over time, the GCF is expected to become the main multilateral financing mechanism to support climate action in developing countries. With a total of 20 accredited entities, the fund is governed by a Board of 24 members and is initially supported by an Interim Secretariat.<br /><br />Andrew Alli, President & Chief Executive Officer, AFC commented on the announcement: “This is very positive news as it reinforces AFC’s status as a multilateral financial institution. Trade integration key to reduce poverty and support growth in Africa

He points to Cape Verde, situated off the northwest coast of Africa, as a good example of this. “Cape Verde is a small country consisting of 10 islands, and as a result, the quickest and most reliable way of transporting goods to and from the country is by air.<br /><br />“Currently, there are three commercial airlines operating in the area and given that commercial airlines offer priority to passenger baggage, offloading of cargo from these planes was a regular occurrence. In order to better service the area, we introduced a DHL flight which operates between Senegal and Cape Verde weekly. This dedicated flight route provides various trade opportunities and greatly improves connectivity in the region.” <br /><br />To effectively reduce poverty, growth needs to be inclusive, and poor people aren’t often located where growth takes place. The World Bank and The World Trade Organization estimate that one billion (15%) of the world’s population remain in extreme poverty, and that of this number, 415 million are concentrated in Sub-Saharan Africa. The report states that extreme poverty in many countries is predominately a rural phenomenon, and that an estimated 75% of the extreme poor in Africa live in rural areas.<br /><br />Dr Jim Yong Kim, World Bank Group President, says that beyond expanding trade, more must be done, such as building roads that connect farmers to markets: “We must always connect the poorest to trade opportunities.” 2 <br /><br />Brewer says that connecting rural areas to trade opportunities is a key focus for DHL Express in Sub-Saharan Africa. “We have made great progress in making the global market and the world at large more accessible and connected by increasing the number of points where customers can access DHL and our global network. We now have over 4,500 retail outlets across Sub-Saharan Africa offering DHL services. This allows anyone – from a student to a small business –access over 220 countries and destinations that we serve.”<br /><br />The report paints trade as a key enabler of facilitating growth in developing countries and highlights that lower trade costs and fewer barriers between countries is vital to eliminating extreme poverty. <br /><br />“Trade plays an essential role in driving private sector-led growth and job creation and can be a powerful force in reducing poverty and increasing incomes,” says Dr Kim (World Trade Organization it to help the governments of Burkina Faso and Cote d’Ivoire reduce trade and transport transaction costs.<br /><br />“There needs to be a collaborative effort between the public and private sector to work together to ease doing business across borders. We work very closely with the government and custom authorities in each country on solutions to make doing business easier. Over the past few decades, even simple facts have been misrepresented - the size of a country, its economic performance, the amount of poor people, the volume of exploitable resources,” said <a href="http://www.apo.af/H4zBuh">Dr. Kamal Bhattacharya</a>, Vice President IBM Research – Africa. “The latest advances in mobile, big data and Internet of Things technologies have the potential to change that so that we have an accurate and dynamic understanding of Africa’s challenges, rising opportunities and incredible potential.”<br /><br />The partnership comes as a rapid rise in mobile and Internet of Things technologies are producing unprecedented amounts of data. In developing countries, mobile phones, digital devices and low-cost sensors connected to improving cellular networks are reaching previously disconnected communities with the potential to produce new insight about how people live and the challenges they face. <br /><br />“Rapid advancements in technology and open data initiatives mean more data is available now than ever before, offering significantly greater insights to improve lives through smarter development programs,” said Aaron Williams, executive vice president at RTI. “By combining our expertise in data science and development, RTI and IBM will apply the information newly at our fingertips to accelerate improvements in literacy, respond rapidly to the spread of infectious diseases, and discover and apply new innovations for improving the human condition in the developing world.” <br /><br />Big Data for Education in Mombasa County<br /><br />In one of the first joint projects, RTI and IBM are developing and testing intelligent systems for data capture and decision support to improve accountability and transparency in more than 100 schools in Mombasa County, Kenya. The project is designed to support the Kenyan Ministry of Education Science and Technology data collection initiative. <br /><br />Teachers, head teachers, school principals and administrators will be equipped with tablet devices to capture data about students, classrooms, and school resources. IBM and RTI scientists will use big data analytics and cognitive technologies to analyze the data and provide indicators that establish school profiles and progress and provide actionable recommendations about the county’s education system at a granular level. The activity is part of the United States Agency for International Development’s Education Data for Decision Making (EdData II) project.<br /><br />“In the past, head teachers, government officials and aid agencies across Sub-Saharan Africa have struggled to make informed decisions about how to invest in and improve education,” said Dr. Kommy Weldemariam, <a href="http://www.apo.af/9QGTiv">Research Scientist</a>, IBM Research - Africa. “Often education data is incomplete, inaccurate and sometimes even deliberately misreported. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"> </span></div> <div style="text-align: justify;"> <span style="font-size: large;"> Using analytics and cognitive technologies, we are creating a school census hub which will minimize the effort, expense and error in collecting valuable data about attendance, performance and resources at schools. African insurers must innovate to attract digital consumers

However, while most financial services professionals agree that innovation is essential for relating and engaging with customers, only a minority identify innovation as a critical part of their companies’ strategies.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">This is particularly true for “digital” consumers who are active in managing their finances and expect their insurers to be innovative. These consumers reported that they used technology-driven tools such as GPS location, online purchasing, mobile and video streaming, etc. Conversely, consumers who were less digitally inclined reported that they used three or fewer of these technologies.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Innovation will be most widely accepted and celebrated amongst your early digital adopters consumers, so focusing technological improvements on this target group will have the highest probability of success,” Brown explains. “However, even within the digital consumers, enthusiasm for these initiatives varied by age group, suggesting that a broader; more experimental approach might most successfully resonate across the entire customer base.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">When it comes to appealing to the less digitised consumers, innovations should be positioned as simple, non-technical solutions to everyday problems. “Invest some resources in surveying and polling this customer base to find out what these solutions could be,” advises Brown. “Simply by starting these conversations, you begin to raise this target group’s awareness of the value of innovation.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Administration service areas such as claims, online and mobile services, represent the most immediate innovation opportunities. Sales and product innovations will appeal to certain consumers, but for broad consumer resonance the clear focus should be service. Brown cautions that innovation around products and new ways of doing business will require more buy-in from the consumer, especially if it requires a change of behaviour and necessitates the consumer giving up their personal data in exchange for the benefit.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The expectation to innovate is forcing insurers to question how they relate and engage with their customers and in a landscape where more and more consumers are becoming digitised, they are also becoming more aggressive in their demands for improved services. The only way to achieve this, according to him, was to focus on large-scale investments in trans-national infrastructure projects in power, roads, broadband, and other core regional infrastructure needs.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Professor Sachs spoke yesterday on the side-lines of the Third Financing for Development Conference in Addis Ababa, Ethiopia. The event themed “Unlocking Public and Private Capital for African Infrastructure” was organised by the New Partnership for Africa’s Development (NEPAD) <a href="http://www.nepad.org/">Agency</a> and Sustainable Development Solutions Network (SDSN).</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Thousands of delegates have descended on Addis Ababa to set the new financing architecture for a new global partnership. Its outcomes will also address the issue of means of implementation, referring to the ‘how’ the goals set out in the post-2015 development agenda can be achieved.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">For Africa to realise the 2030 timeframe, Professor Sachs, Director of the SDSN and Special Advisor to UN Secretary-General Ban Ki-moon on the Millennium Development Goals, urged the global community to rally around the NEPAD agenda, as the continent’s strategy for implementing cross-border infrastructure projects. “We need to help support NEPAD achieve its goals”, he said.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The NEPAD Agency has identified Africa’s most important infrastructure needs within the context of the Programme for Infrastructure Development in Africa (PIDA), which provides the framework to implement 51 priority programmes and projects in the sectors of energy, transport, broadband and trans boundary water. </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Chief Executive Officer of the NEPAD Agency, Dr Ibrahim Mayaki, highlighted that Africa’s challenge was not a lack of resources, but a lack of bankable projects. “We need to invest in the capacity to invest”. It is about proposing structured projects, he said. The CEO mentioned the complementary instruments that have been developed to build the necessary capacity for early-stage project preparation and the Africa50 Fund to finance the implementation of PIDA and other regional infrastructure projects. Dr Mayaki also underscored the important role of Regional Economic Communities in providing the enabling environment for project implementation, through harmonised policies and regulatory frameworks.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Speaking on the issue of how to crowd in investment, Professor Sachs encouraged African economies to forge partnerships with East Asia, tap into capital markets and strengthen continental bodies such as the NEPAD Agency and African Development Bank.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">On his part, Nobel laureate in economics and University Professor at Columbia University noted that financial markets have “failed to translate pools of savings into productive investment”. There was need to better match these large-scale resources with financing priorities of developing countries. “The world has the resources with which to do this. Allocating more of these resources to inclusive development would be good for the global economy,” he said.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The best way for Africa to achieve its infrastructure goals was to tap into a Global Infrastructure Investment Platform (GIIP), Professor Stiglitz said.
