<div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">Africa’s leaders unanimously agreed to end hunger and cut poverty in half by 2025 with the signing of the Malabo Declaration at the 23rd Ordinary Session of the Assembly of the African Union Heads of State and Government last month.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“<a href="http://www.au.int/">Accelerated</a> growth is essential if Africans at all levels are to achieve their aspirations for prosperity,” said AU Chairperson H.E Dr. Nkosazana Dlamini-Zuma. “It is time for heads of state to put agriculture at the top of national development agendas and lead the way on a sure path to development for their people. Prosperity is within reach – it’s in our hands.” </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">At the summit, African leaders committed to new priorities, strategies and concrete targets around agriculture-led growth to achieve food and nutrition security for shared prosperity for their people. The declaration committed African leaders to a systematic regular review process, using the CAADP Results Framework. Nigeria and South Africa dominate the infrastructure market, but other countries like Ethiopia, Ghana, Kenya, Mozambique, and Tanzania are also poised for growth

<div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">Global capital project and infrastructure spending is expected to grow to more than $9 trillion annually by 2025, up from $4 trillion in 2012, according to a new report issued by PwC</span><span style="font-size: large;">, ‘<a href="http://www.pwc.com/">Capital</a> project and infrastructure spending: Outlook to 2025’.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The report, for which Oxfords Economics provided research support, analyses infrastructure spending across 49 of the world’s largest economies which account for 90 percent of global economic output. It covers five industry sectors - extraction, utilities, manufacturing, transport and social – and forecasts their impact on seven major world economic regions ((Western Europe, Latin America, Asia-Pacific, Middle East, sub-Saharan Africa, Former Soviet Union and Central and Eastern Europe). </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;"> It estimates the scale of current infrastructure investment and assesses the prospects for future investment from now to 2025. Overall, close to $78 trillion is expected to be spent globally between now and 2025 on capital projects and infrastructure.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The report finds that during 2011-12, the global infrastructure market rebounded from the global financial crisis, and will continue to grow between 6-7% yearly to 2025.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The report shows that that the recovery will be geographically uneven, led mainly by Asia, as spending overall shifts from West to East. The Asia-Pacific market will represent nearly 60 percent of all global infrastructure spending by 2025, driven mainly by China’s growth. Western Europe’s share will shrink to less than 10 percent from twice as much just a few years ago.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Long term underlying trends in demographics, technology, natural resources, urbanisation and shifting economic power will continue to have an enormous effect on which areas of spending will grow. These paradigm shifts, together with a return to global growth are projected to drive significant spend for infrastructure worldwide for decades to come.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Jonathan Cawood, PwC Head of Capital Projects and Infrastructure for Africa, says: “Emerging markets, especially China and other countries in Asia, without the burden of recovering from a financial crisis, will see much faster growth in infrastructure spending.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The pace of urbanisation is also on the increase, with the biggest shift in urbanised populations likely in China, India, Ghana, Nigeria, and the Philippines. Urbanisation drives the demand for water, power, transportation and technology infrastructure.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Megacities in both emerging and developed markets- reflecting shifting economic and demographic trends – will create enormous need for new infrastructure. These shifts will leave a lasting, fundamental imprint on infrastructure development for decades to come.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“As economies develop, the types of infrastructure investment needed evolve, but not every country makes infrastructure spending a priority. If you don’t invest when your economy is growing, you may find yourself very quickly at a point where your runways and roads and ports and rail lines are choked.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Overall infrastructure spending in the sub-Saharan region is projected to grow by 10% a year over the next decade – exceeding $180 billion by 2025 – while maintaining its 2% share of the global infrastructure market. Nigeria and South Africa dominate the infrastructure market, but other countries like Ethiopia, Ghana, Kenya, Mozambique, and Tanzania are also poised for growth. Growth prospects in most of the region’s economies look promising as they were not affected as much by the global financial crisis of 2008.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">A substantial increase in spending in the basic manufacturing sector is expected in sub-Saharan Africa. Annual spending in the chemical, metals and fuels sector is forecasted to increase across the seven major African economies to $16 billion, up from about $6 billion in 2012.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The financial crisis of 2008 has not had a major effect on South Africa’s infrastructure spending. From an estimated $7 billion in 2001, investment in infrastructure grew relatively consistently to reach $22 billion by 2012.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Transportation investment is also expected to grow rapidly in South Africa over the coming decade, in particular in the road and rail subsectors. Asia’s share of global CP&I spend is projected to increase from 28% in 2012 to 39% in 2018 and 47% by 2025.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The report also shows that spending on utility infrastructure is expected to be significantly stronger in countries that need to upgrade deficient energy, water, and sanitation services and in economies that are rapidly urbanising, such as China, Ghana and Nigeria. The greatest growth of spending for utilities is expected in sub-Saharan Africa where an annual rate of 10.4% between now and 2025 is forecasted. Spending for electricity production and distribution is expected to rise from $15 billion in 2012 to $55 billion, while expenditures for improvements in water and sanitation services are forecasted to increase from $3.3 billion in 2012 to about $10 billion by 2025.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">According to the report the extraction sector, driven by both oil and gas as well as non-oil and gas industries, will grow at an annual rate of 5%. Oil and gas extraction activity and infrastructure spending are expected to vary across countries and regions. Extraction spending in sub-Saharan Africa is projected to increase at 8% annually over the next decade. Aging populations, especially in Eastern Europe and Japan, will necessitate more healthcare facilities, while emerging markets are projected to increase investments in both healthcare, as well as education for their young people. Standard Bank Group, Africa’s largest lender by assets, has renewed its commitment to the Power Africa Initiative

The US government has committed more than US$7 billion dollars in financial support to Power Africa over five years.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Power Africa aims to add more than 10 000 megawatts of cleaner, more efficient electricity generating capacity, and in the process electrifying at least 20 million new households and commercial entities with on-grid, mini-grid, and off-grid solutions. The six initial partner countries - Ethiopia, Ghana, Kenya, Liberia, Nigeria and Tanzania - have set ambitious goals to boost their power generating capacity with the ultimate aim of enhancing energy security, decreasing poverty and fostering economic growth.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“We are seeing an increasing pipeline of power projects across sub-Saharan Africa,” said Mr Sim Tshabalala, Chief Executive of Standard Bank Group. “In 2013 we committed to arrange funding of at least $150m of debt in the near term across the Power Africa countries, while more recently that amount has risen to over $400m, principally in Kenya and Nigeria, with smaller transactions in Ghana and Tanzania.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Standard Bank is using its extensive balance sheet and on-the-ground presence across 20 markets across sub Saharan Africa to help finance projects under the Power Africa initiative while at the same time actively leading the policy reform process required to facilitate increased private sector investment in Africa’s power sector. The bank expects more than $1bn in commercial projects to be realised across the six Power Africa partner countries by 2018, and as much as $5bn when one includes the rest of sub-Saharan Africa.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">“Standard Bank will strive to arrange or underwrite at least half of the debt required for these projects,” said Mr Tshabalala. “As such, our commitment to Power Africa is to help fund an additional $600m of debt in the Power Africa countries through 2018, taking our total since joining the initiative a year ago to $1bn, and another $2bn across the rest of sub-Saharan Africa over the same timescale.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The Ghana Power Compact (GPC) is the largest US Government transaction to date under the Power Africa banner. The GPC takes a system-wide approach to Ghana’s energy challenges with six projects across three areas: distribution, generation and access to energy.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">The GPC also supports Ghana’s efforts to mitigate climate change by funding major energy-efficiency initiatives and improving the investment climate for renewable energy. At the heart of the GPC is a strong commitment from the Government of Ghana to change the laws and regulations needed to transform its power sector and put it on a path to profitability and sustainability.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The Millennium Challenge Corporation (MCC) will invest up to $498m over the next five years, to support the transformation of Ghana’s energy sector, helping the country provide a safe, reliable source of power to households and businesses. The Government of Ghana will contribute an additional $37m, bringing the total investment to $535m. US firms are increasingly interested in the commercial opportunities in Africa

<div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">Africa offers US multinationals a compelling trade and investment opportunity thanks to the rapid economic growth rates being experienced across the continent along with burgeoning population growth and increasing urbanisation, according to Standard </span><a href="http://www.standardbank.com/" style="font-size: x-large;">Bank</a><span style="font-size: large;">.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Economic growth in sub-Saharan Africa has exceeded 5% a year for more than a decade now giving the continent a 4.1% share of global gross domestic product (GDP), up from 3.4% in 2000. By 2050 one in four of the world’s population will reside in Africa with at least 60% of the continent’s people living in urban centres.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Trade with African economies and investment in Africa offer big rewards but it requires sound local knowledge, strong local partnerships, and a long term view,” said Mr Sim Tshabalala, Chief Executive of Standard Bank Group, Africa’s largest bank by assets and market valuation. “In that sense the US plan to revitalise its commercial and trade links with Africa couldn’t come at a more opportune time.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The renewed US interest in Africa is embodied by President Barack Obama’s Power Africa Initiative which was launched last year and aims to double access to power in six partner countries in sub Saharan Africa: Ethiopia, Ghana, Kenya, Liberia, Nigeria and Tanzania. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">The US government has committed more than $7 billion in financial support and loan guarantees to the project over the next five years. That commitment has been doubled by the almost 30 private sector partners who have pledged $14.7 billion in project finance through direct loans, guarantee facilities, and equity investments for Power Africa.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Nevertheless, the US still has some catching up to do. While the US is a major investor in Africa - particularly in information technology, manufacturing, resources, power, and financial services - trade flows have advanced on a much gentler trajectory.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Although US-Africa trade doubled from about $50bn in the early 2000s to $110bn in 2013 it still lags China whose trade with Africa exceeded $200 billion last year. Yet it is precisely China’s emergence as Africa’s largest trading partner which underscores the potential value on the continent for US firms.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Foreign direct investment into Africa has increased dramatically in the last decade and a half, and continues to grow. In 2013, FDI to Africa increased by 9.6% to an estimated $56.6 billion, representing 5.7% of global FDI. FDI is forecast to exceed $60 billion in 2014. Total foreign inflows to the continent reached $186 billion in 2013, and are expected to top $200 billion in 2014.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Emerging economies - and the BRICS in particular – are seizing the African opportunity. In 1992 China, India and Brazil accounted for just 3% of Africa’s global trade compared to 25% today. A wide range of firms from India, Brazil and South Africa are also expanding quickly in Africa, often with strong support from their governments. </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Yet, while the US may be arriving late to this party, the world’s biggest economy still offers unrivalled commercial and industrial excellence in many key fields. The vibrancy of US multinationals, with their proven track records, industrial processes, established retail networks and brands, are of immense attraction to the ongoing consumer revolution taking place across Africa.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">US firms are also increasingly interested in the commercial opportunities in Africa. Major private equity firms, including the Carlyle Group, have launched Africa-focused funds valued in the hundreds of millions. Leading US technology companies are investing in new ventures and start-ups across the continent. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;"> IBM has invested at least $100 million, with new Innovation Centres in Lagos and Casablanca. Microsoft and Intel Capital are embarking on partnerships with African tech companies, and Google is working on delivering broadband to remote communities.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Africa has come a very long way from its era of aid-dependence,” said Mr Tshabalala. “The rapidly emerging middle class in Africa is driving large-scale diversification of Africa’s economies which offers immense opportunities for companies willing to invest.”</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">In Nigeria the middle class has swelled by 600% since 2000. Today, Nigeria is home to 4.1 million middle-class households, containing 11% of the total population. Other economies doing particularly well on this measure include Angola, where 21% of households are considered middle class followed by Sudan (14%) and Zambia (10%).</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The number of mobile phone users in Africa has multiplied 33 times since 2000 and in the next five years it is likely that almost every adult African will have a mobile phone. Kwa mara nyingine, polisi waliongoza katika hili: wananchi watatu kati ya watano (60%) waliombwa rushwa mara ya mwisho walipokutana na polisi. Wananchi wawili kati ya watano (41%) walilipa rushwa hiyo, na wananchi 2% walitoa rushwa wenyewe bila kuombwa. Aina ya pili ya rushwa iliyoonekana kutendeka kwa kiasi kikubwa ni wakati wananchi wanatafuta kazi: mtu mmoja kati ya watatu (34%) aliombwa malipo yasiyo rasmi alipokuwa akitafuta kazi.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Hata hivyo, mara nyingi wananchi wana misimamo imara kwenye rushwa; rushwa huombwa mara nyingi sana, lakini wananchi hutoa mara chache tu. Mtu 1 kati ya 10 ameripoti kuwahi kutoa rushwa kwa ajili ya kupata kazi. Rushwa hutolewa sana kwa polisi, na pia wakati wa kutafuta huduma za afya: wananchi 19% wameripoti kuwahi kuombwa rushwa, na wananchi 15% wameripoti kuwa walitoa rushwa hiyo walipoiombwa. Kwa ujumla, wananchi hutoa rushwa mara chache kuliko wanavyoombwa- kunaonekana kuwa kuna msukumo zaidi wa kutoa rushwa wakati wanatafuta huduma muhimu sana kama vile elimu, huduma za afya, maji, na huduma kutoka serikali ya kijiji/mtaa.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Ingawa wananchi hukumbana na rushwa mara kwa mara katika maisha yao ya kila siku, wengi wao hawafahamu ni hatua gani zakuchukua wanapoombwa rushwa. Ni mtu mmoja tu kati ya watatu (33%) anayejua kuwa anatakiwa kuripoti vitendo vya rushwa kwenye Taasisi ya Kuzuia na Kupambana na Rushwa (TAKUKURU). Kati ya kashfa mbalimbali za rushwa zilizoibuliwa kipindi cha miaka kumi iliyopita, Watanzania wanne kati ya kumi (37%) hawajawahi kusikia kuhusu kashfa zinazohusiana na IPTL, aliyekuwa Katibu Mkuu Wizara ya Nishati (Jairo), Rada ya BAE, EPA au Richmond. Kashfa inayojulikana zaidi ni ile ya Richmond; Watanzania zaidi ya nusu (56%) wamewahi kuisikia angalau kidogo, lakini ni Mtanzania 1 tu kati ya 7 (13%) anayeweza kutoa maelezo sahihi kuhusu kashfa hiyo.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Licha ya kukosa uelewa, wananchi 8 kati ya 10 (78%) wanaamini kuwa rushwa imekithiri zaidi ndani ya kipindi cha miaka kumi iliyopita.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Mbali na kutofahamu ufisadi mkubwa wa fedha za umma, wananchi pia hawana taarifa kuhusu hatua zinazochukuliwa na Serikali kupambana na rushwa. Ni mwananchi 1 tu kati ya 4 anafahamu uwepo wa Ofisi ya Taifa ya Ukaguzi, na mwananchi 1 tu kati ya 5 anayejua ripoti za Mdhibiti na Mkaguzi Mkuu wa Hesabu za Serikali (CAG). Hata hivyo, wananchi wanataka Serikali iwajibike zaidi. While exploration activity in Africa is at its highest level ever, the continent remains largely unexplored

<div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">While Oil and Gas activity in West Africa is nothing new, it is the activity in East Africa which is creating a stir amongst exploration companies and of course, their suppliers.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">This is according to Steve Harley, President, <a href="http://www.dpdhl.com/">DHL</a> Energy Sector, who says that while Angola and Nigeria have always been the most notable producers within the Sub-Saharan region, more recently, significant gas discoveries in Tanzania and Mozambique, has led to East Africa now receiving its share of attention from global oil companies and potential investors. </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Oil discoveries in Uganda and Kenya have also added to the excitement in the sector as new players look to enter these markets, including some of the largest independent and international oil companies, otherwise known as the super majors, who are now also witnessing the potential in this region.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">He says that in addition to the developments in East Africa, both Namibia and South Africa are also on the radar of investors within the sector. “South Africa in particular is receiving much attention, mostly because of the potential of shale gas in the Karoo, but also because it has a long and largely unexplored coastline, off which many believe large hydrocarbon fields may exist. As a result of the region’s potential, there are several offshore drilling exploration expeditions currently being planned in South Africa by the major oil companies.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“While exploration activity in Africa is at its highest level ever, the continent remains largely unexplored”, says Harley. PwC’s Africa Oil & Gas review titled From promise to performance released in June 2013, revealed that Africa currently supplies approximately 12% of the world’s oil and boasts untapped reserves estimated at 8% of the world’s proven reserves.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“With the ever-increasing need for energy in Asia and in particular China, many of these countries are positioning themselves strategically in Africa as they seek to tap into new resources to support their growing energy needs.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Despite the significant developments in the renewable energy sector, the world’s dependency on hydrocarbon-fuelled energy resources will continue for many years to come. According to the BP Energy Outlook 2035 report, global energy consumption is expected to rise by 41% from 2012 to 2035, and that 95% of that growth in demand is expected to come from the emerging economies.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Across the globe, existing and previously significant oil reserves are being depleted and so the need and desire to explore new geographies and develop new technologies to reach and extract difficult oil and gas reserves becomes ever more apparent. These new technologies are being developed at a rapid rate, which is allowing previously challenging operations and inaccessible deposits to be economically extracted and produced.”</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">He adds that DHL is also beginning to witness many exploration companies, as well as the oilfield service companies, outsource non-core functions within their own supply chains. “This is creating opportunities for small and medium enterprises to provide products and services required to support oil and gas operations locally. The knock-on effect can therefore be game-changing for any single country or region in terms of economic development. The importance of this outsourcing and localisation trend therefore cannot be underestimated,” says Harley.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The company is also witnessing stronger relationships and increased levels of collaboration between African countries as they seek to share risk and jointly benefit from a united approach and vision. This is particularly evident in East Africa in countries such as Kenya, Uganda, Tanzania and South Sudan. A recent example of collaboration in Mozambique is the expansion of oil and gas company Sonangol, from Angola.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Harley says that there is no sign of the activity within the sector slowing down. “The increased activity within the sector bodes well for the continent in general, and the fact that the company is already seeing positive economic effects of the new investments across the continent is extremely encouraging.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“At DHL, we work closely with our customers to optimize their complex supply chains and manage logistics costs better, so that companies can focus on their core activities. <div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">The Joint United Nations Programme on HIV/AIDS (UNAIDS) and the African Society for Laboratory Medicine (<a href="http://www.aslm.org/">ASLM</a>)</span><span style="font-size: large;"> have joined with global partners to launch the Diagnostics Access Initiative which calls for improving laboratory capacity to ensure that all people living with HIV can be linked to effective, high-quality HIV treatment services.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Partners in the initiative include UNAIDS, the World Health Organization (WHO), the Clinton Health Access Initiative (CHAI), UNICEF, the US President’s Emergency Plan for AIDS Relief (PEPFAR) and ASLM.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Around 19 million of the 35 million people living with HIV don’t know they have the virus. If they don’t find out, they will die,” said Michel Sidibé, UNAIDS Executive Director. “This is why we have to make it simpler for people to test for HIV to be able to start lifesaving treatment when they need it.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The Diagnostics Access Initiative specifically focuses on ensuring that at least 90% of all people living with HIV know their HIV status. It also aims to ensure that all people accessing HIV treatment have ready access to tests that monitor the levels of the virus in their bodies.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">For treatment to be optimally effective, it is essential that all people accessing HIV treatment monitor their viral load frequently. Currently very few high-burden countries routinely offer viral load testing to people receiving HIV treatment. New viral load testing technologies which are made available when people first come in for care, offer promise for expanding access to viral load testing. However they will need to be affordable, appropriately deployed and used effectively.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“To achieve control of the HIV/AIDS epidemic, it’s essential that all people have access to high-quality HIV laboratory services, both for accurate HIV diagnosis and treatment monitoring. Building a country’s capacity for virologic testing is critical for early identification of virologic failure, drug resistance and overall improved impact of the country’s HIV care and treatment programs,” said Ambassador Deborah Birx, U.S. Global AIDS Coordinator. “The Diagnostic Access Initiative represents an important step in ensuring the close collaboration among all donors and stakeholders to expand access and enable strategic scale-up of HIV laboratory services.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">To ensure early diagnosis of HIV, laboratory procedures need to be simplified and multiple testing tools and strategies made available. These also need to be integrated into community-centred health campaigns that focus on multiple diseases.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“It is essential that people know whether they have HIV infection, and that people who take treatment know whether their medicines are controlling the virus,” said Dr Hiroki Nakatani, Assistant Director-General, WHO. “As diagnostic technology changes rapidly, and our Member States need guidance on how to use it, WHO will play a key role in this initiative.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">HIV treatment is effective in reducing HIV-related illness and AIDS-related deaths. It also helps to prevent new HIV infections, by sharply suppressing viral load and decreasing the risk of HIV transmission.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“The Diagnostic Access Initiative focuses urgent attention on the importance of developing new, affordable viral load and infant diagnosis technologies and effectively using the laboratory capacity we currently have,” said Dr. Tsehaynesh Messele, Chief Executive Officer of ASLM. “Effectively using existing and emerging viral load and infant diagnosis technologies will demand substantially stronger laboratory capacity as well as strategic planning to ensure that all technologies are optimally used.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Partners in the initiative will advocate for greater funding for laboratory services and for the development of new diagnostic tools.
