<div style="text-align: justify;"><span style="font-family: Calibri,Calibri; font-size: small;"><span style="font-family: Calibri,Calibri; font-size: small;">Handicrafts exports jumped by about 29 per cent year-on-year to USD 155 million in July on the back of rise in demand not only from western markets, but also from new markets like Middle East and Latin America. The exports stood at USD 120 million in July last fiscal. The US and Europe together account for about 60 per cent of the country's total handicrafts shipments. During April-July 2011-12, the handicrafts exports grew by 20.5 per cent to USD 711 million year-on-year. 6th Lola Kenya Screen Presents Films for Enjoyment, Learning and Participation in the 21st Century

<div style="text-align: justify;">The Nairobi-based Lola Kenya Screen audiovisual media festival, skill-development mentorship programme and market for children and youth in eastern Africa has on July 12, 2011 released the film line up for the August 8-13, 2011 event. It is held on the theme, “Films for Enjoyment, Learning and Participation in the 21st Century”.</div><div style="text-align: justify;"></div><div style="text-align: justify;">In its sixth year, Lola Kenya Screen received more than 300 films from 102 countries from which 150 have been selected following a rigorous viewing selection process by children, youth, mass communication students, journalists, critics and parents. Fewer films shall be programmed than ever before following the introduction of media literacy seminars in 2010 and film discussion at the end of every film in 2011. </div><div style="text-align: justify;">The selected films shall be presented in 10 categories, including the 6th Golden Mboni Award for the best children’s film, the 3rd 14-Plus Award for the best youth film, the 5th Kids for Kids Festival Africa, Films by Students, Films by Children for Children, Eastern Africa Prism, World Panorama, and three special focus areas: Documentary, Busan International Kids’ Festival (BIKI, South Korea) and George Washington University’s Documentary Centre (USA) productions.</div><div style="text-align: justify;">The battle for the best children’s film is likely to be between Italy and Spain that have two entries each in the 10-film contest that also has three entries from Kenya, and one each from Belgium, Palestine, and USA. Indeed, the hardest contest is likely to be waged over the Golden Mboni Award where Kenya is, for the first time in the 6-year history of the festival, well represented. The United States and Belgium are unlikely to go down. But if they do, the victor will be left with wounds that will take a while to heal. </div><div style="text-align: justify;">Spain is again well represented in the 14-Plus Award for the best youth film contest in which Madagascar, Namibia, Kenya and France shall also be hoping to pip the others for the prize. The contest has 10 films.</div><div style="text-align: justify;">All the 10 categories have particularly strong films that will keep the audience busy and discussing them over the entire six-day of the festival that shall be held in both the Nairobi City Centre and the densely populated Eastlands residential neigbourhood. </div><div style="text-align: justify;">Besides film shows, Lola Kenya Screen shall host a two-day roundtable for the independent audiovisual media producers. Motivational speakers drawn from the fledgling audiovisual media sector are also expected to interact with children and youth. </div><div style="text-align: justify;"><br />

<div style="text-align: justify;">On behalf of the UN systems in Tanzania, the United Nations Conference on Trade and Development (UNCTAD), and my own, I welcome you all to the launch of the 2011 edition of the World Investment Report. </div><div style="text-align: justify;"></div><div style="text-align: justify;">This year’s Report focuses on Non-Equity Modes of international production and development. These modes, with growing interest by transnational corporations (TNCs), present opportunities for developing and transition economies to integrate more closely into the rapidly evolving global economy, to strengthen the potential of their home-grown productive capacity, and to improve their international competitiveness. </div><div style="text-align: justify;">The Report, examines recent trends in FDI flows and policies and forecasts full recovery to the pre-crisis levels in the next two years, barring any unexpected global economic shocks . This recovery will present both a huge opportunity and a challenge for policymakers in all countries. Above all, the development community will particularly be challenged to support these countries to realize the potential from FDIs and derive the benefits from the Non Equity Modes of production, to indeed alleviate poverty and contribute to the attainment of the Millennium Development Goals. </div><div style="text-align: justify;">The report highlights that in today’s world, policies aimed at improving the integration of developing economies into global value chains must look beyond FDI and trade. It argues that Policymakers need to consider non-equity modes (NEMs) of international production. NEM activities can be found throughout the global value chains of TNCs. They include contract manufacturing, services outsourcing, contract farming, franchising, licensing, management contracts, and other types of contractual relationship through which Transnational Corporations (TNCs) coordinate the activities of host-country firms, without owning a stake in those firms. </div><div style="text-align: justify;">The Report for example shows that Cross-border Non Equity Mode activities worldwide are significant and particularly important in developing countries, as it is estimated to have generated over $2 trillion of sales in 2009. Contract manufacturing and services outsourcing accounted for $1.1–1.3 trillion, franchising $330–350 billion, licensing $340–360 billion, and management contracts around $100 billion. In most cases, NEMs are growing more rapidly than the industries in which they operate and have yielded significant benefits in terms of employment creation, promoting value addition and export development as well as skills and technology transfer.</div><div style="text-align: justify;">Foreign Direct Investment (FDI) is a key component of the world's growth engine and if well coupled with a thriving domestic investment can indeed provide a unique driver for economic transformation. . However, the post-crisis recovery in FDI has been slow to take off and is unevenly spread, with especially the poorest countries still in "FDI recession". Many uncertainties still haunt investors in the global economy. National and international policy developments are sending mixed messages to the investment community. Investment policymaking is becoming more complex, with international production evolving and with blurring boundaries between FDI, non-equity modes and trade.</div><div style="text-align: justify;">The growth of NEMs poses new challenges but also creates new opportunities for the further integration of developing economies into the global economy. The World Investment Report 2011 aims to help developing-country policymakers and the international development community navigate through those challenges and capitalize on the opportunities for their development gains. It presents a couple of areas for policy action to maximize development benefits from NEMs, among which is the integration of NEM policies in national strategies, strengthening domestic productive capacities and creating an enabling legal and institutional framework for their thrival. The least developed countries especially from Africa may need to invest more in these aspects to stimulate more of the NEMs and compensate the relatively poor trends in the FDI, while bearing in mind and taking measures to address any associated risks and negative consequences.</div><div style="text-align: justify;">With these few opening remarks, let me invite our Guest of Honour who will give us a more concrete overview of the report and what it means in the Tanzania context. </div><div style="text-align: justify;"><br />

RECENT RISE IN INVESTMENT RESTRICTIONS AND REVIEW PROCEDURES INCREASES RISK OF PROTECTIONISM,

<div style="text-align: justify;">Investment promotion and facilitation have remained the dominant element in recent national investment policies, UNCTAD's World Investment Report 2011 (WIR11) says. But the report warns that the risk of investment protectionism has increased as restrictive investment measures and administrative procedures have accumulated over the past few years.</div><div style="text-align: justify;"></div><div style="text-align: justify;">The WIR11, released today, is subtitled "Non-Equity Modes of International Production and Development".</div><div style="text-align: justify;">Investment policies increasingly interact with industrial policy strategies, and are more and more shaped by voluntary corporate social responsibility standards, the report says. At the same time, the network of international investment agreements is growing but questions remain about the network’s coverage of the universe of investment relationships and its effectiveness in attracting development-enhancing foreign investment. All of this makes the investment landscape complex and difficult to navigate.</div><div style="text-align: justify;">The accumulation of national investment restrictions and review procedures increases risk of protectionism</div><div style="text-align: justify;">The WIR identifies 149 investment policy measures adopted by 74 economies in 2010. Investment promotion and facilitation continued to be dominant in many countries, but the trend in recent years towards an increase of investment restrictions and administrative procedures has persisted. Almost one third of these 149 policy measures introduced new restrictions or regulations relevant to foreign direct investment (FDI), showing a slight increase as compared with 2009 (figure 1). Although still a minority, such restrictive measures have accumulated over the past few years and their continued upward trend, as well as stricter review procedures for FDI entry, has increased the risk of investment protectionism, says UNCTAD. </div><div style="text-align: justify;">The regime of international investment agreements (IIAs) is at a crossroads </div><div style="text-align: justify;">With a total of 178 new IIAs in 2010 (3 new treaties per week on average), the IIA universe had reached 6,092 agreements at the end of the year (figure 2). With thousands of treaties, many on-going negotiations, and multiple dispute-settlement mechanisms, today's IIA regime has come close to a point where it is too big and too complex to handle for Governments and investors alike, yet remains inadequate to cover all possible bilateral investment relationships and all global FDI stock (which would require another 14,100 bilateral treaties and additional coverage of the currently unprotected one-third of FDI stock). This raises questions about the impact of the IIA regime and its effectiveness for promoting and protecting investment, and about how to ensure that IIAs deliver on their development potential. Accordingly, the policy discourse about the future orientation of the IIA regime and its development impact is intensifying at national and international levels, the report says. </div><div style="text-align: justify;">Investment policies increasingly interact with industrial policies</div><div style="text-align: justify;">Many countries have opted for more pro-active industrial policies in recent years. As a result, investment policies increasingly interact with industrial development strategies, nationally and internationally. The challenge is to manage this interaction so that the two policies work together for development, the report says. </div><div style="text-align: justify;">The investment policy landscape is influenced more and more by a myriad of voluntary corporate social responsibility (CSR) standards </div><div style="text-align: justify;">In addition to standards developed by international organizations, there are currently dozens of international multi-stakeholder initiatives, hundreds of industry association initiatives, and thousands of individual company codes, This proliferation of non-binding CSR standards in recent years has made them ever more important for FDI, the report notes. </div><div style="text-align: justify;"><br />

FOREIGN DIRECT INVESTMENT TO AFRICA CONTINUES TO FALL, UNCTAD SURVEY REPORTS; INTRAREGIONAL FLOWS YET TO REALIZE THEIR POTENTIAL

<div style="text-align: justify;">Flows of foreign direct investment (FDI) to Africa fell by 9 per cent in 2010, UNCTAD’s annual investment survey reports.</div><div style="text-align: justify;"></div><div style="text-align: justify;">The World Investment Report 2011 (WIR11) says total FDI inflows to Africa for the year came to $55 billon, or 10 per cent of total FDI inflows to developing countries. Africa’s share among developing countries declined from 12 per cent in 2009. FDI to Africa’s primary sector, especially the oil industry, continued to dominate FDI flows to the continent.</div><div style="text-align: justify;">WIR11, subtitled “Non-equity modes of international production and development”, was released today.</div><div style="text-align: justify;">Among the continent’s subregions, FDI inflows to North Africa, which account for roughly one third of the total African FDI, fell for the second year running to $17 billion, but the rate of decline was much reduced and the picture uneven within the subregion. For example, inflows to the Libyan Arab Jamahiriya increased by over 40 per cent in 2010 to $3.8 billion, but this rebound seems to be short-lived, given the current political situation in the country. </div><div style="text-align: justify;">FDI inflows also declined in the countries of West Africa – recipients of about one fifth ($11 billion) of the continent’s total flows. Regulatory concerns in the oil industry contributed to the 29 per cent fall in inflows to Nigeria, which still accounted for more than half of the inflows to the subregion. The emerging oil industry pulled inflows to Ghana and Niger to record levels, at $2.5 billion and $947 million, respectively. </div><div style="text-align: justify;">In Central Africa and East Africa, inflows of FDI increased in 2010 to reach $8.0 billion and $3.7 billion, respectively. The portion going to the larger recipients in Central Africa (Chad, Congo, the Democratic Republic of the Congo, Equatorial Guinea, and Gabon) was mostly due to oil-related investments. The only significant instance of FDI in non-primary sectors was investment in telecommunications in the Democratic Republic of the Congo. East Africa’s increase was modest (2.5 per cent), as inflows to the subregion’s largest recipient, Madagascar, fell substantially (-19 per cent). </div><div style="text-align: justify;">Inflows to Southern Africa decreased by 24 per cent to $15 billion, although the subregion accounted for more than one quarter of the African total. The second largest recipient in the subregion, South Africa , saw its inflows fall by over 70 per cent to $1.6 billion, a level amounting to only one sixth of the peak recorded in the country in 2008. Inflows to the continent’ largest recipient, Angola, also declined substantially. One of the problems Angola’s oil industry faces is that its oil production has exceeded the quota allocated by the Organization of the Petroleum Exporting Countries.</div><div style="text-align: justify;">Judging by data on greenfield investments over the first four months of 2011, FDI inflows to North Africa are likely to decline, the report says. No major cross-border mergers and acquisitions (M&As) appear to have occurred over the first five months. While the continuing pursuit of natural resources, in particular by Asian transnational corporations, is likely to sustain FDI flows to sub-Saharan Africa in 2011, it could well be another challenging year for the continent as a whole, the report says.</div><div style="text-align: justify;">Over the long term, investment flows with greater development impacts are likely to come from neighbouring countries, the report predicts. Although there is some evidence that intraregional FDI is beginning to emerge in non-natural-resource-related industries, intraregional FDI flows in Africa are still small, only $46 billion, or 5 per cent of total African FDI projects during 2003–2010 (table 1). <div style="text-align: justify;">Global foreign direct investment (FDI) inflows rose 5 per cent to $1.24 trillion in 2010, UNCTAD’s annual investment survey reports. The study says, however, that FDI flows at the end of the year were still some 15 per cent below their pre-crisis average and nearly 37 per cent below their peak in 2007. Overall, investment continues to lag behind recoveries in global industrial output and world trade, which are already back to their pre-crisis levels. The World Investment Report 2011 (WIR11), subtitled “Non-equity modes of international production and development”, was released today.</div><div style="text-align: justify;">UNCTAD predicts in this report that the recovery of FDI flows will continue in 2011 and will reach a total of some $1.4 to $1.6 trillion, thus returning to the pre-crisis average. Thereafter, flows are forecast to rise to $1.7 trillion in 2012 and $1.9 trillion in 2013 (figure 2). The record level of cash holdings, low rates of debt financing and rising stock market valuations of transnational corporations (TNCs) should encourage them to expand overseas, the report says. On the recipients’ side, ongoing corporate and industrial restructuring, privatizations resulting from fiscal rebalancing efforts and unwinding of state support programmes, and the growth of emerging economies should create new investment opportunities. </div><div style="text-align: justify;">However, the post-crisis business environment is still beset by uncertainties. Risk factors such as the unpredictability of global economic governance, a possible widespread sovereign debt crisis, and fiscal and financial sector imbalances in some developed countries, as well as rising inflation and signs of overheating in major emerging market economies, may yet derail the FDI recovery.In 2010, the rise of emerging economies as new powerhouses of FDI became more apparent. Developing countries and transition economies absorbed more than half of global FDI inflows for the first time . As international production and, more recently, the weight of global consumption shift towards developing and transition economies, both efficiency-seeking and market-seeking projects in those economies are on the increase. Half of the top 20 host economies for FDI in 2010 were developing and transition economies. Their outward FDI also rose sharply in 2010, climbing by 21 per cent. These economies now account for 29 per cent of global FDI outflows. Six developing and transition economies were among the top 20 investors. </div><div style="text-align: justify;">Despite the emergence of certain developing countries, FDI flows continued to decline in some of the poorest regions of the world. Flows to the Africa and South Asia, as well as to least developed countries, landlocked developing countries and small island developing States fell in 2010.</div><div style="text-align: justify;">In terms of sectoral patterns, FDI in services continued its downward path in 2010. All the main service industries (business services, finance, utilities, and transport and communications) saw FDI flows fall, though at different speeds. FDI flows to the financial industry experienced one of the sharpest declines. The share of foreign investment channelled to manufacturing increased, meanwhile, and accounted for almost half of all FDI projects – cross-border mergers and acquisitions and greenfield projects, which are types of manufacturing new to a country or region. Within manufacturing, flows fell in business-cycle-sensitive industries such as metals and electronics. The chemical industry, including pharmaceuticals, remained resilient through the crisis, while industries such as food, beverages and tobacco, textile and garments, and automobiles, recovered in 2010. FDI channelled to extractive industries, a sector relatively unaffected by the crisis, declined, despite the growing demand for raw materials and energy resources.</div><div style="text-align: justify;">The importance of TNCs to the global economy can be gauged from the indicators of international production, which showed gains in 2010 (table 2). UNCTAD estimates that sales and value added of foreign affiliates around the world reached $33 trillion and $7 trillion, respectively, in 2010. Their exports amounted to more than $6 trillion, about one third of total global exports. Worldwide TNC operations, both at home and abroad, generated value added of approximately $16 trillion in 2010 – about a quarter of world gross domestic product.</div><div style="text-align: justify;">Among the 100 largest non-financial TNCs, 19 are state-owned. Today, there are at least 650 state-owned TNCs with an estimated 8,500 foreign affiliates. While relatively small in number –less than 1 per cent of all TNCs – they undertook FDI estimated at $146 billion in 2010, accounting for about 11 per cent of the global flows. Developing and transition economies are home to the majority of these firms (56 per cent), although developed countries maintain a significant number of state-owned TNCs. In contrast to the widely held perception that state-owned TNCs are largely concentrated in the primary sector (8.6 per cent), they are present in diverse industries, particularly in the services sector. From 2003 through 2010, FDI projects by state-owned TNCs made up an average of 32 per cent of total outflows from developing countries. The number of megadeals for which developing country state-owned TNCs have been responsible in the past five years is indicative of their importance. Four of six FDI projects with a value of more than $10 billion (one merger and acquisition and three greenfield investment projects) were undertaken by developing country state-owned TNCs. While there are no official statistics on the FDI stock controlled by state-owned TNCs, a rough estimate suggests that their share of global outward stock was no less than 6 per cent in 2010.</div><div style="text-align: justify;"><br />

<div style="text-align: justify;">Foreign direct investment (FDI) flows to Latin America and the Caribbean increased by 13 per cent in 2010 to reach $159 billion, UNCTAD’s annual investment survey reports. The strongest increase was registered in South America, where FDI rose by 56 per cent to $86 billion, with Brazil alone accounting for 56 per cent of this amount. Inflows to Central America climbed 20 per cent to $25 billion, of which Mexico attracted $19 billion. Flows to the Caribbean decreased by 26 per cent, to $48 billion, of which offshore financial centres represented 95 per cent, the World Investment Report 2011 (WIR11) reveals. </div><div style="text-align: justify;">The report, subtitled “Non-equity modes of international production and development”, was released today.</div><div style="text-align: justify;">FDI outflows from Latin America and the Caribbean increased by 67 per cent to $76 billion in 2010, the biggest surge among the world's economic regions, the report says. The rebound was due to strong increases registered by Brazil and Mexico, the region's two principal outward investors . </div><div style="text-align: justify;">Growth of both inflows and outflows stemmed from respective surges in cross-border merger and acquisition (M&A) sales and purchases. Latin America and the Caribbean witnessed a sudden increase in cross-border M&A sales from negative values (because of divestment) in 2009 to $29 billion in 2010, the highest level in the region since 2000. This shows a renewed interest by foreign firms in the acquisition of Latin American enterprises after a decade of sluggish cross-border M&A activity in the region. However, most of these acquisitions were </div><div style="text-align: justify;">undertaken by developing Asian transnational corporations (TNCs), mainly from China and India, in the oil and gas extractive industry in South America. </div><div style="text-align: justify;"></div><div style="text-align: justify;">On the purchase side, the region’s TNCs, bolstered by strong economic growth at home, have increased their investments abroad, in particular in developed countries where investment opportunities have arisen in the aftermath of the global financial crisis. Brazilian companies such as Vale, Gerdau, Camargo Correa, Votorantim, Petrobras and Braskem have undertaken acquisitions in the iron ore, steel, food, cement, chemical, and petroleum refining industries in developed countries. Mexican firms such as Grupo Televisa, Sigma Alimentos, Metalsa and Inmobiliaria Carso have purchased firms in the United States in industries such as media, food, motor vehicles, and services. There also have been some important intraregional acquisitions, the most significant being the $1.9 billion purchase by Grupo Aval (Colombia) of BAC Credomatic, a foreign affiliate in Panama of General Electric Co.’s finance unit.</div><div style="text-align: justify;"><br />

Launching of the World Investment Report 2011 “Non-Equity Modes of International Production and Development” – Address by Mr. Raymond Mbilinyi, The Acting Executive Director of Tanzania Investment Centre (TIC) at the UN Offices Dar es Salaam – July 26, 2011

<div style="text-align: justify;">I am indeed very grateful privileged and honored by UNCTAD and the UN System here in Tanzania for giving me the opportunity to launch the World Investment Report 2011 which focuses on “Non-Equity Modes of International Production and Development” These modes, with growing interest by transnational corporations (TNCs), present opportunities for developing and transition economies to integrate more closely into the rapidly evolving global economy, to strengthen the potential of their home-grown productive capacity, and to improve their international competitiveness. </div><div style="text-align: justify;">The Report, as always, also examines recent trends in FDI flows and policies. Global FDI has not yet recovered fully to its pre-crisis level, but seems likely to do so this year. This recovery will represent both a huge opportunity and a challenge for policymakers in all countries. Above all, the challenge for the development community and in particular Tanzania will be to make investment work towards achieving the Millennium Development Goals as outlined in our vision 2025.</div><div style="text-align: justify;">I am happy to note that the timing for this report is coinciding with the launch of The Tanzania Five Years Development Plan (2011/2012 – 2015/2016) by He. Dr. Jakaya Mrisho Kikwete, The President of The United Republic of Tanzania in Dodoma on 7th June 2011. This report is an important tool towards the implementation of the five core priorities of the plan.</div><div style="text-align: justify;">Global foreign direct investment (FDI) flows rose moderately to $1.24 trillion in 2010, but were still 15 per cent below their pre-crisis average. This is in contrast to global industrial output and trade, which were back to pre-crisis levels. UNCTAD estimates that global FDI will recover to its pre-crisis level in 2011, increasing to $1.4–1.6 trillion, and approach its 2007 peak in 2013. This positive scenario holds, barring any unexpected global economic shocks that may arise from a number of risk factors still in play.The slow recovery of FDI flows in 2010 masked starkly divergent trends among regions, sectors and modes of FDI: </div><div style="text-align: justify;">• While East and South-East Asia and Latin America experienced strong growth in FDI inflows (with increases of 34 and 14 per cent, respectively), those to Africa, South Asia, West Asia, and transition economies, as well as those to developed countries as a whole, continued to decline. </div><div style="text-align: justify;">• FDI in manufacturing bounced back in the aftermath of the crisis, while services-sector FDI is still in decline. </div><div style="text-align: justify;">• Cross-border mergers and acquisitions (M&As) are picking up (there value increased by 36 per cent in 2010), yet greenfield projects – which account for the majority of FDI – still fell</div><div style="color: #444444; text-align: justify;"><span style="color: blue; font-size: 14pt;">Here with the discovery of oil <country-region w:st="on"><b>Uganda</b></country-region> has clearly led investment inflows followed by <country-region w:st="on"><place w:st="on">Tanzania</place></country-region>.2010 was notable in that, for the first time, developing and transition economies absorbed more than half of global FDI inflows, some $642 billion or 52 per cent of global FDI flows. As international production and, recently, international consumption shift to developing and transition economies, TNCs are increasingly investing in both efficiency- and market-seeking projects in those countries. However, FDI flows to the poorest regions continued to fall – a matter of grave concern. Africa, least developed countries, landlocked developing countries and small island developing States all experienced declines in FDI flows.</span><span style="font-size: 14pt;"></span></div><div align="justify" style="color: #444444;"><span style="color: blue;"></span></div><div align="justify" style="color: #444444;"><span style="color: blue;">Developing and transition economies also generated nearly 30 per cent of global outflows – a record level at $388 billion – with much of the investment directed to other countries in the South. This reflects the growing confidence and dynamism of emerging-market TNCs and demonstrates the growing importance of these economies as sources of international investment. </span></div><div align="justify"><span style="color: blue;">International production is expanding, with foreign sales, employment and assets of TNCs all increasing. TNCs’ production worldwide generated value-added of approximately $16 trillion in 2010, about a quarter of global GDP. Foreign affiliates of TNCs accounted for more than one-tenth of global GDP and one-third of world exports. Let me now turn to recent policy trends related to FDI. Investment liberalization and promotion remained the dominant element in 2010, with 68 per cent of measures identified in 2010 in a direction more favourable to FDI. However, the risk of investment protectionism has increased as investment-related restrictions and administrative procedures have accumulated over the past years. Almost one-third of measures in 2010 relate to regulation or restriction of FDI, compared to only 2 per cent of measures at the start of the decade.</span></div><div align="justify"><span style="color: black; font-size: 14pt; line-height: 150%;"><span style="color: blue;">As far as international investment policies are concerned, the regime of international investment agreements is at a crossroads. With close to 6,100 treaties, many ongoing negotiations and multiple dispute-settlement mechanisms, it has come close to a point where it is too big and complex to handle for governments and investors alike, yet remains inadequate to cover all possible bilateral investment relationships (which would require a further 14,100 bilateral treaties). The policy discourse about the future orientation of the IIA regime and its development impact is intensifying</span>. </span>Recent years have witnessed a comeback of industrial policies. As a result, these policies increasingly interact with FDI policies. This interaction poses important challenges for making the two policies work together for development. Striking a balance between building stronger domestic productive capacity, on the one hand, and avoiding investment and trade protectionism, on the other hand, is key, as is enhancing international coordination and cooperation. </div><div align="justify"></div><div align="justify">A final important development on the policy front is CSR. The investment policy landscape is influenced more and more by a myriad of voluntary corporate social responsibility (CSR) standards. Governments can maximize development benefits deriving from these standards through appropriate policies, such as harmonizing corporate reporting regulations, providing capacity-building programmes, and integrating CSR standards into international investment regimes<br />
Let me return to the special topic of this year's WIR: non-equity modes of international production.In today’s world, policies aimed at improving the integration of developing economies into global value chains must look beyond FDI and trade. Policymakers need to consider non-equity modes (NEMs) of international production. NEM activities can be found throughout the global value chains of TNCs. They include contract manufacturing, services outsourcing, contract farming, franchising, licensing, management contracts, and other types of contractual relationship through which TNCs coordinate the activities of host-country firms, without owning a stake in those firms. <span style="font-family: "Times New Roman"; font-size: 14pt;"><i>Cross-border NEM activity worldwide is significant and particularly important in developing countries like <country-region w:st="on"><place w:st="on">Tanzania</place></country-region></i></span><span style="font-family: "Times New Roman"; font-size: 14pt;">. </span><span style="font-family: "Times New Roman"; font-size: 14pt;">It is estimated to have generated over $2 trillion of sales in 2009. Contract manufacturing and services outsourcing accounted for $1.1–1.3 trillion, franchising $330–350 billion, licensing $340–360 billion, and management contracts around $100 billion. In most cases, NEMs are growing more rapidly than the industries in which they operate</span></div><div align="justify"><span style="font-family: "Times New Roman"; font-size: 14pt;">NEMs can yield significant development benefits. A key advantage of NEMs is that they are flexible arrangements with local firms, with a built-in motive for TNCs to invest in the viability of their partners through dissemination of knowledge, technology and skills. This offers host economies considerable potential for long-term industrial capacity-building through a number of key development impact channels such as employment, value added, export generation and technology acquisition. </span><br />
<div align="justify"></div><div align="justify">NEMs employ an estimated 14–16 million workers in developing countries. Contract manufacturing and services outsourcing in industries such as garments, footwear and electronics account for the bulk of employment generation. NEMs also generate significant value added in developing countries, representing up to 15 per cent of GDP in some economies. Their exports account for 70–80 per cent of global exports in several industries. Overall, NEMs can support long-term industrial development by building productive capacity, including through technology dissemination and domestic enterprise development, and by helping developing countries gain access to global value chains. In Mozambique, for instance, contract farming has led to some 400,000 smallholders participating in global value chains.</div></div><div align="justify">In the sugar Industry in Tanzania, almost 60 per cent of the total feed stock required by Ilovo (TNC from South Africa) is provided by contract farmers. NEMs also pose risks for developing countries. Employment in contract manufacturing can be highly cyclical and easily displaced. The value added contribution of NEMs can appear low if assessed in terms of the value captured out of the total global value chain. And concerns exist that TNCs may use NEMs to circumvent social and environmental standards. For example, working conditions in NEMs based on low-cost labour have often been a concern. Over recent years, corporate social responsibility standards have often focused on the operations of TNCs, which have been pushed to influence their NEM partners through codes of conduct, to promote international labour standards and good management practices.A final concern relates to long-term industrial development. Developing countries need to mitigate the risk of remaining locked into low-value-added activities and becoming overly dependent on TNC-owned technologies and TNC-governed global value chains.Policy matters. Maximizing development benefits from NEMs requires action in four areas. First, NEM policies need to be embedded in overall national development strategies, aligned with trade, investment and technology policies and addressing dependency risks. Second, governments need to support efforts to build domestic productive capacity to ensure the availability of attractive business partners that can qualify as actors in global value chains. Third, promotion and facilitation of NEMs requires a strong enabling legal and institutional framework, as well as the involvement of investment promotion agencies in attracting TNC partners. Finally, policies need to address the negative consequences and risks posed by NEMs by strengthening the bargaining power of local NEM partners, safeguarding competition, protecting labour rights and the environment.Foreign direct investment is a key component of the world's growth engine. However, the post-crisis recovery in FDI has been slow to take off and is unevenly spread, with especially the poorest countries still in "FDI recession". Many uncertainties still haunt investors in the global economy. National and international policy developments are sending mixed messages to the investment community. And investment policymaking is becoming more complex, with international production evolving and with blurring boundaries between FDI, non-equity modes and trade. The growth of NEMs poses new challenges but also creates new opportunities for the further integration of developing economies into the global economy. Besides managing her company, she has produced numerous prize-winning feature and documentary films throughout her career. Her latest achievements are Turning Tide: Women Entrepreneurs in Africa, a TV-series showcasing successful businesswomen from East Africa, and Monica Wangu Wamwere - The Unbroken Spirit, which was awarded the First Prize Documentary, FESPACO 2011. </div><div style="text-align: justify;">As chair of Kenya National Film Association (KNFA) Jane was part of the team that helped establish the Kenya Film Commission and also steered the creation of KIFF - Kenya International Film Festival.</div><div style="text-align: justify;">FILMS SHOWN</div><div style="text-align: justify;">The Prize of Daughter</div><div style="text-align: justify;">This feature film highlights the plight of the girl child through Naisenya, a nurse trying to bring change in her community. The film revolves around the Female Genital Cut, a traditional practice that not only has devastating health implications but also hinders the girl’s progress.</div><div style="text-align: justify;">Turning Tide</div><div style="text-align: justify;">Women Entrepreneurs in Africa This is a television series showcasing successful businesswomen from Ethiopia, Kenya, Rwanda, Tanzania and Uganda. </div><div style="text-align: justify;">Women, Water and Workload </div><div style="text-align: justify;">A documentary on women of Kwale District in the southeast of Kenya who have to trek long distances for water with deleterious effects on their children. </div><div style="text-align: justify;">Water Closer to the People </div><div style="text-align: justify;">A documentary on the Kwale Water and Sanitation Project demonstrating the importance of community participation and the incorporation of local approaches in the provision of clean drinking water and sanitation facilities. </div><div style="text-align: justify;">Silence is Betrayal </div><div style="text-align: justify;">This is a 5 minute video documentary on rape which was used to commemorate the St. Kizito Secondary School tragedy that occurred in 1991 in which 19 girls were killed and 71 others raped when the male students went on rampage. Silence is Betrayal played a key role as an advocacy tool and helped in lobbying for the Sexual Offences Bill through screenings in workshops with various groups. The Bill was passed by Kenya’s Parliament and came into law in July 2006. </div><div style="text-align: justify;">Behind Closed Doors </div><div style="text-align: justify;">A feature film that voices the violence women undergo silently. The story centres on Rose who is faced with domestic violence. The film emphasizes the need for women to take control of their lives. </div><div style="text-align: justify;">Sustainability: Productive Use of Water </div><div style="text-align: justify;">A documentary on the community managed and successfully operated Kabuku Water Project in Kiambu. </div><div style="text-align: justify;">Rekindle the Embers </div><div style="text-align: justify;">A look at the Lake Nakuru National Park and the environmental degradation it has suffered due to man’s involvement and the remedial measures being taken to reverse the trend. </div><div style="text-align: justify;">Monica Wangu Wamwere – The Unbroken Spirit </div><div style="text-align: justify;">This documentary explores the search for justice by a mother whose three sons were detained during the clamour for multi-party democracy in Kenya. Monica Wangu Wamwere started the Release Political Prisoners group to push for her sons and 49 other detainees release. She, together with mothers of other political detainees, camped at both Uhuru Park and the All Saints Cathedral for more than a year. It is the story of a woman who sought justice for her family and for Kenya. It is a story of Kenya’s struggle for the second liberation. It is a story of courage and determination. It is a story of power for the powerless. Above all, it is the story of a mother’s unconditional love. - The Unbroken Spirit won First Prize, Best Documentary at the Pan-African Film and Television Festival of Ouagadougou (FESPACO) 2011. </div><div style="text-align: justify;"><br />

UN to commemorate Mandela Day with Children living with cancer

<div style="text-align: justify;">United Nations Information Centre (UNIC) in collaboration with the South Africa High Commission will commemorate the 2011 International Day of Nelson Mandela on Sunday, 17th July at the Paediatric Oncology Ward at Muhimbili National Hospital.</div><div style="text-align: justify;"></div><div style="text-align: justify;">The commemoration will include spending time with the Children living with cancer admitted at the ward and give them hope. The activities for the day includes cleaning around the ward and thereafter there will be some games with the 35 children living with cancer and have a fun moment with them to cheer them up. The event will start at 1500hours.</div><div style="text-align: justify;">In 2009, the UN General Assembly in its resolution A/RES/64/13 declared 18 July as “Nelson Mandela International Day” in recognition of the former South African President’s contribution to the culture of peace and freedom. </div><div style="text-align: justify;">UNIC Dar es Salaam invites the public to be part of this year’s celebration by donating 67 minutes of your time to some form of community service around your community. </div><div style="text-align: justify;">Why 67 minutes? Nelson Mandela spent 67 years of his life serving his community, his country, and the world at large. </div><div style="text-align: justify;">On his message to mark the day, the UN Secretary-General Ban Ki-moon said “Mandela has been a lawyer and a freedom fighter, a political prisoner, a peacemaker and president. A healer of nations and a mentor to generations, Nelson Mandela – or Madiba as he is affectionately known by millions – is a living symbol of wisdom, courage and integrity.”</div><div style="text-align: justify;">Ban Ki-moon added that together, the best way we can thank Nelson Mandela for his work is by taking action for others and inspiring change. </div><div style="text-align: justify;">On this year’s Mandela Day, his ninety-third birthday, we are joining a call by the Nelson Mandela Foundation to devote 67 minutes of our time – one minute for every year of Mr. Mandela’s public service – as a small gesture of solidarity with humanity and a step towards a global movement for good. India is Canadian Key Priority in Trade

<span style="font-size: small;"> <div style="text-align: justify;">Canada is deepening trade ties with India as its key priority as the two countries work out the modalities of a Comprehensive Economic Partnership Agreement (CEPA)) to be signed soon. The Indo-Canada Chamber of Commerce lauds the efforts of the Harper government to improve economic relations with India. A Canada-India joint study in 2010 concluded that free trade could expand Canada's economy by at least $6 billion and increase bilateral trade with India by 50 percent. Last year, the bilateral trade between Canada and India totalled $4.2 billion. With the two countries likely to sign a Comprehensive Economic Partnership Agreement (CEPA), they aim to triple it by 2015. Canadian goods face 16 percent tariff in India while Indian goods face nine percent tariff in Canada. But once the deal is signed and tariffs are eliminated, each country is expected to gain between $6 billion and $15 billion in trade volume. Currently, India is Canada's 15th largest trading partner while Canada ranks 33rd on India's list. </div></span>
