<span style="font-size: large;"><a href="http://www-personal.umich.edu/~benking/resources/papers/dsl_michigan.pdf">Language identification</a> is a simple problem that becomes much more difficult when its usual assumptions are broken. In this paper we consider the task of classifying short segments of text in closely-related languages for the Discriminating Similar Languages shared task, which is broken into six subtasks, (A) Bosnian, Croatian, and Serbian, (B) Indonesian and Malay, (C) Czech and Slovak, (D) Brazilian and European Portuguese, (E) Argentinian and Peninsular Spanish, and (F) American and British English. </span></div>

<span style="font-size: large;">We consider a number of different methods to boost classification performance, such as feature selection and data filtering, but we ultimately find that a simple na¨ıve Bayes classifier using character and word n-gram features is a strong baseline that is difficult to improve on, achieving an average accuracy of 0.8746 across the six tasks.</span></div>

<span style="font-size: large;">“Establishing collaborative governance" for peace-building has been discussed with world leaders at 3rd Annual Commemoration of the September 18th World Alliance of Religions’ Peace (WARP) Summit held by Heavenly Culture, World Peace, Restoration of Light (HWPL) under the UN ECOSOC in Seoul, Republic of Korea. On the third day of the summit, September 19th, sessions were held to focus on the region and sector-based peace projects.</span></div>

<span style="font-size: large;">At the 3rd International Religious Leaders' Conference, around 300 religious leaders who worked for interfaith dialogues gathered to promote harmony of religions. The participants shared the progress reports of interfaith meetings through HWPL’s WARP offices aiming to enhance mutual understanding and develop peacebuilding by religious leaders.</span></div>

Acharya Prem Shankaranand Tirth, Hindu High Priest of Shree Geeta Ashram of Delhi, emphasized the value and importance of the interfaith dialogue based on the scriptures by mentioning, “The WARP Office taught us how to make religions one. The true discussion for harmony is not just comparing the knowledge of each other but it is a discussion in finding one complete truth.”</span></div>

<span style="font-size: large;">In addition, Mr. Man Hee Lee, Chairman of HWPL, stressed on the role of the religious leaders in the current global situation and the importance of their mission for world peace. He urged religious leaders to take the lead in realizing religious reconciliation and religious peace through communication.</span></div>

<span style="font-size: large;"> “Religious leaders have to become the just and righteous scale measuring all religious scriptures. They gather all religious scriptures and work to define the trustworthy scripture with a legitimate standard at the WARP Office. Everything that religious leaders discuss must clearly be based on what is written in the scripture, which needs to be comprehensively analyzed and studied for the true alliance of religions.”</span></div>

<span style="font-size: large;">At the Region-Specific Discussion for the Implementation of the Declaration of Peace and Cessation of War (DPCW), experts in various fields such as government officials, civil society leaders, and media discussed how implement the peace projects in each region.</span></div>

<span style="font-size: large;">The participants conceived peace projects in accordance with local conditions, such as implementing peace education and cultural programs, activating ‘Legislate Peace’ campaigns which are supportive signing campaigns for the DPCW, establishing a peace network, and setting up a road map for peace policy during the roundtable discussion by country or continent. Also, they wrote proposals and signed agreements to implement the projects systematically in their country.</span></div>

<span style="font-size: large;">The DPCW, drafted by HWPL advocating international cooperation for global peace, appealed to the participants in terms of inventing peace-specific policy making in countries for the legal foundation to promote peace. “The DPCW serves as a framework of a robust, global infrastructure built by sovereign states on a foundation of tolerance, mutual understanding, and dialogue developed to resist conflict. I believe that we will be able to find out ways to cooperate together with all stakeholders to work toward promoting peace in each of our respective country.” said H.E. Chin Malin, Undersecretary of State of Ministry of Justice.</span></div>

<span style="font-size: large;">Representatives of women's organizations carrying out active peace movement from 53 countries shared the role of women leaders in the enactment of the effective international law for peace and the importance of networking for urging the DPCW in cooperation with International Women‘s Peace Group (IWPG) at 2017 IWPG Network Forum.</span></div>

We should become the mothers who can proudly say that we work hard to inherit the world of peace.” urging for the power of the world's 3.6 billion women in achieving world peace and their role in each field for the purpose of international law enactment.</span></div>

The second National Action Plan is ongoing, and we expect that it will yield results across every sector of the economy, including the OPTS.”</span></div>

<span style="font-size: large;">“In 2016, the Nigeria upstream sector of the oil and gas industry was challenged by the menace of upstream assets vandalism. From a peak production of over 2.30 Million barrels per day recorded at the beginning of 2016 we witnessed a decline to an almost all-time-low of about 1.0 Million barrels per day per day due to incessant vandalism. Many indigenous producers suffered perhaps more than other players in the industry.</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">“Thankfully due to our sustained engagements with the Niger Delta, our production has ramped up to about 2.1 million barrels per day from our 2016 crude oil production average of about 1.80 million barrels.”</span></div>

<span style="font-size: large;">Zanzibar achieved a modest reduction of 4.5 percent in its basic needs poverty rate and a one percent decrease in extreme poverty between 2010 and 2015, with the urban Unguja island being the main driver behind these reductions, according to the latest World Bank Poverty Assessment for Zanzibar. </span></div>

<span style="font-size: large;">With a total population of about 1.3 million, the Zanzibar archipelago consists of several islands. Unguja, the largest of them has a population of about 900,000, followed by Pemba with over 400,000 people, per the 2012 census.</span></div>

<span style="font-size: large;">The World Bank assessment which analyses data from the Revolutionary Government of Zanzibar’s Household Budget Survey (HBS) as well as the Integrated Labor Force Survey (ILFS), reports that the basic needs poverty rate in the archipelago stands at 30.4 percent in 2015 when the assessment was conducted, compared to 34.9 percent in 2010. Unguja is the main urban center and it registered the most decline from 26 percent in 2010 to 18.4 percent in 2015. This downward trend in poverty was also only reflected in other urban centers and rural areas related to Unguja with a decline of 11 percent for the former and 3 percent in the latter. </span></div>

<span style="font-size: large;">“The contribution of educational levels of household heads and their spouses to the reduction in Unguja is significant as it underscores the importance of strong investment in the human capital of citizens to eradicate poverty,” said Bella Bird, the World Bank Country Director for Tanzania, Malawi, Somalia and Burundi. “Nevertheless, the negative poverty trends for Pemba highlight the urgent need to address the wider issue of regional inequality by driving to ensure more equitable access to basic services across the country.”</span></div>

<span style="font-size: large;">While there were modest changes in Unguja, the assessment reveals contrasting trends for Pemba, with the island’s poverty rate increasing from 48 percent to 55 percent between 2010 and 2015. Eighty-three percent of the Pemba population resides in rural areas, underscoring the underdevelopment of the island’s urban sector as the core contributor to the increased poverty. </span></div>

<span style="font-size: large;">The report which was launched today in Stone Town shows the poverty reduction in Unguja was occasioned by increases in returns to household businesses; improved productivity in the nonfarm sector and in agriculture; as well as improvements in the levels of education achieved by heads of household and their spouses. And, while having larger families was a constraint, their burden appeared to have been offset where spouses were engaged in nonfarm activities from which they experienced returns. Improvements in ownership of assets, particularly mobile phones, also contributed to the reduction in poverty and welfare improvement.</span></div>

<span style="font-size: large;">Despite the positive trends in pay-offs from educational attainment in Unguja’s urban areas, the report authors note that unemployment of educated youth in these areas remained very high. This discrepancy could be related to the quality of education in Zanzibar which has been declining with the substantial expansion of the system’s capacity over the past decade, similar to trends witnessed on Mainland and most of Sub-Saharan Africa. On the other hand, the analysis of the relationship between education returns and poverty reduction focused around the educational attainment of household heads who were more likely to be older than the population’s average and therefore more likely to have received an education of better quality.</span></div>

<span style="font-size: large;">Among other key findings, the assessment shows improvements in households’ living conditions, but despite these positive changes, a large part of the Zanzibar population remains clustered around the poverty line and could easily fall back into poverty at the slightest shock. Conversely, small increases in their incomes could bolster a significant proportion of people over the poverty line. </span></div>

Upon completion, it will be Africa’s first LPG fired power plant and the world’s largest plant of its kind. The fuel-flexible plant will also be capable of being fueled by LPG, natural gas or diesel.</span></div>

<span style="font-size: large;">In many cases, people of African descent still experience discrimination in their access to justice, and face alarmingly high rates of police violence and racial profiling. <span style="font-size: large;">The promotion and protection of human rights of people of African descent has been a priority concern for the United Nations. The International Decade for People of African Descent, proclaimed by General Assembly resolution 68/237 and to be observed from 2015 to 2024, provides a solid framework to underline the important contributions made by people of African descent around the world and to propose concrete measures to promote their full inclusion and to combat racism, racial discrimination, xenophobia and related intolerance.</span></div>
