AfDB gathers partners in Tunis to advance Sustainable Energy for All in Africa

The workshop was organized in collaboration with the Global Facilitation Team headed by Kandeh Yumkella, the Special Representative of the UN Secretary General on SE4ALL. Since its launch, more than 80 Governments from around the world have formally engaged with the initiative, with 42 African countries “opted-in”.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;"><a href="http://www.afdb.org/">The workshop</a> was attended by the SE4All Africa Hub partners: the African Union Commission (AUC), the NEPAD Planning and Coordination Agency, and the United Nations Development Programme (UNDP), as well as by representatives of the European Commission, World Bank, European Investment Bank (EIB), United Nations Environment Program (UNEP), UN Foundation, Kreditanstalt fuer Wiederaufbau (KfW), the UK’s Department for International Development (DFID), Eskom, the ECOWAS Center for Renewable Energy and Energy Efficiency (ECREEE), the Ghana Energy Commission, amongst others. The workshop was successful in agreeing on a common framework and methodology to move SE4ALL forward at country-level, notably the development of SE4ALL Action Agendas and Investment Prospectuses that will provide a tool for mobilizing public and, in particular, private sector investments in the energy sector. The workshop participants also agreed on a tentative list of around 10 African countries on which efforts will focus in 2014.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">During the workshop, Kandeh Yumkella met with AfDB President Donald Kaberuka, who is also an SE4ALL Advisory Board Member, and praised the work of the Bank as host of the SE4All Africa Hub. Donald Kaberuka said that the Bank considers it critical for the success of SE4ALL to be able to relatively quickly demonstrate concrete progress at the country level. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">The Bank will support a number of African countries with developing SE4ALL Action Agendas. In addition, the Bank stands ready to mobilize its full range of financing instruments to advance the SE4ALL agenda and to leverage additional investments notably from the private sector.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">This workshop followed the 2nd Advisory Board meeting of the Sustainable Energy for All (SE4ALL) Initiative held in New York on November 26-27, 2013. It demonstrated both the momentum of the initiative and the opportunities that the initiative presents for Africa.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">About SE4All Africa Hub: The UN Secretary General’s Sustainable Energy for All (SE4ALL) initiative was launched in September 2011 with the aim of achieving three main goals by 2030: (i) ensuring universal access to modern energy services; (ii) doubling the global rate of improvement in energy efficiency; and (iii) doubling the share of renewable energy in the global energy mix.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">The African Development Bank is at the forefront of the implementation of the SE4ALL Initiative and hosts the SE4ALL Africa Hub since May 2013 in partnership with the African Union Commission and the NEPAD Planning and Coordination Agency and with the support of UNDP. The mission of the SE4ALL Africa Hub is to coordinate and facilitate the implementation of the SE4ALL initiative on the African continent. Agribusiness set to boom in Africa

<div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">It is no secret that Africa is on the rise and increasingly offering lucrative opportunities to local businesses due to the continent’s steady economic growth, increased disposable income and high consumer confidence.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Charles Brewer, Managing Director of DHL Express Sub-Saharan <a href="http://www.dhl.com/">Africa</a>, says that one particular sector which has seen significant growth in Africa is agribusiness, which entails the full value chain from agricultural production/farming through secondary processing, distribution and retailing to the end user/consumer (farm-to-fork concept). </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">“The retail sector is booming in Africa, as is the rapid growth of populations and the African middle class. As a result of this expansion, there is a greater availability of and demand for good quality agricultural produce and processed food products than ever before.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">He points to the recent report by World Bank - Growing Africa: Unlocking the Potential of Agribusiness – which revealed that Africa’s farmers and agribusinesses could create a trillion-dollar food market by 2030 – a three-fold increase from the current size of the market which is estimated to be worth $313 billion.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“This expected growth highlights the growing market and many opportunities for South African agribusiness and related value chain role players to expand into Africa,” says Brewer.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">According to Hennie van der Merwe, CEO of the Agribusiness Development Corporation (ADC), based in South Africa, Africa provides a new market for agribusiness firms.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Given its increased spending power, demand for goods and untapped land resources, Africa is currently experiencing a revival in terms of its focus on agribusiness, not only to increase food self-sufficiency, but also to create jobs and economic activity, specifically in rural areas,” says van der Merwe.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“In the current climate, Africa is increasingly offering greater growth forecasts,” he notes. However, he explains that while Africa is well-endowed with resources, it often lacks much of the necessary expertise to unlock the commercial potential of its agriculture resources, whereas South Africa is well regarded for its expertise in commercial farming and agribusiness.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“One of the major limitations on agribusiness development in Africa is a human capacity and human skills constraint. The ability and experience to develop and manage commercial farming and agribusiness ventures are largely lacking in the African environment and that major technology transfer and capacity building would be necessary in this regard.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Van der Merwe says this is where the opportunity lies for local businesses and farmers to expand beyond their borders and offer expertise in neighbouring countries. </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Van der Merwe adds that it is vital to have partnerships in place before venturing into projects in Africa. “Partnerships with a local business or association in the specific country are necessary as business owners need to be provided with assistance, guidance and sometimes protection when in the area. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">It is also essential/indispensable to ensure that all the building blocks for working value chains are in place to ensure and support successful operation. Lakini matokeo yake uchunguzi huo hufifia bila ya jibu muwafaka wanalolipata wananchi “. Alisisitiza Balozi Seif.<br /><br />Makamu wa Pili wa Rais wa Zanzibar aliutaka Uongozi wa Jeshi hilo kuzidisha mashirikano yake na wananchi pamoja na taasisi zote ili kuona usalama wa raia na mali zao unaendelea kupatikana hapa nchini.<br /><br />Balozi Seif alimueleza Kamishna huyo mpya wa Polisi Zanzibar kwamba Ofisi yake kwa vile ndiyo inayoratibu masuala yote ya Muungano hapa Zanzibar itakuwa tayari wakati wote kumpa ushirikiano utakaomuwezesha kutekeleza vyema jukumu alilokabidhiwa na Taifa yeye na askari wake.<br /><br />“ Ofisi yangu ndio iliyopewa jukumu la kuratibu masuala yote yanayohusu mambo ya Muungano kwa hapa Zanzibar. Hivyo nakuhakikishia kwamba mlango wa Ofisi yangu utakuwa wazi wakati wowote unapopata tatizo la kiutendaji usione tabu kunifuata “. First ever Sports Ministers Summit and landmark initiatives announced at second edition of global forum

Salah bin Ghanem bin Nasser Al Ali, Qatar’s Minister of Youth and Sports, co-hosted by H.E. Sheikh Faisal bin Mubarak Al-Thani, executive director, and Richard Attias, executive producer Doha GOALS, and facilitated by Lord Mandelson, chairman of Global Counsel, saw the participants consider how sport can play an important role in addressing some of the most important economic, social and political challenges facing the world today, including youth unemployment, corruption and poor health.<br /><br />The outcomes of the Summit were summarised in the Doha GOALS Accord, which will be combined with the 100 recommendations from participants during the Forum. Attias announced at the closing session that, following dialogue with the Australian government, the new host nation of the G20, the outcomes of Doha GOALS will be heard by the G20.<br /><br />H.E. Minister Al Ali said: “This has been an important step towards better and stronger collaboration between Ministers of Sport so that we can build a case for sport to be given higher priority at a policy level.”<br /><br />H.E. Reforming policies and regulations to unleash agribusiness potential in Africa

<div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">AGRA Strengthens Efforts to Help Governments Attract Private Investment in Local Agribusinesses<br /><br />The Alliance for a Green Revolution in Africa (</span><a href="http://www.agra.org/"><span style="font-size: large;">AGRA</span></a><span style="font-size: large;">) announced a five-year project that seeks to increase incomes of smallholder farmers through the creation of an enabling policy environment in Africa. The initiative –Micro Reforms for African Agribusiness (MIRA) – will identify, prioritize and reform specific agricultural policies and regulations that currently deter or limit private investment in small- and medium-sized agribusinesses operating in smallholder agricultural value chains.<br /><br />Over a period of five years, AGRA aims to motivate at least 25 significant policy or regulatory reforms in selected countries, leading to measurable increases in private sector investment in local agribusinesses. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"></span> </div> <div style="text-align: justify;"> <span style="font-size: large;">The project, funded by the Bill & Melinda Gates foundation, is expected to increase the number of smallholder farmers accessing improved technologies supplied by agribusinesses operating in local staple food value chains. It will also help them access stable, predictable income-generating market opportunities. This enhanced access to input and output markets is in turn expected to lead to increased smallholder productivity and incomes, and reduced poverty for smallholder farm-dependent families.<br /> <br />“We are very excited about this new initiative,” says AGRA President Ms. Jane Karuku. “It will help African Governments unlock agricultural potential in their countries by supporting their efforts to develop progressive agricultural policies that will attract increased private investment in smallholder agricultural value chains. <div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">The African Development Bank (AfDB) has today launched the Information Center for the Extractive Sector (ICES), a platform that promotes knowledge-based dialogue with the aim of promoting informed policies for the sector.<br /><br />AfDB Director for the Eastern Africa Resource Centre (EARC) Gabriel Negatu pointed out the timeliness of the information center, saying the opportunity to use the sector to accelerate national development and promote economic growth requires careful planning at this critical stage.<br /><br />According to government estimates, extractives currently contribute just one per cent to Kenya’s national income, and less than two per cent of export earnings. This contribution is set to grow significantly. Current estimates suggest the sector may grow to 10 per cent of GDP.<br /><br />“AfDB supports the Africa Mining Vision, which sets out how mining can be used to drive continental development. We believe that, as stakeholders, we has a special role to play in promoting knowledge-sharing in Kenya, given our proven track record as a trusted convener and facilitator of Africa’s sustainable development agenda. <div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">The Board of Directors of the African Development Bank (</span><a href="http://www.afdb.org/"><span style="font-size: large;">AfDB</span></a><span style="font-size: large;">) approved on Wednesday, December 11 a US $20 million Trade Finance Line of Credit for the Company for Habitat and Housing in Africa/Shelter Afrique (SHAF) to boost the availability of Trade Finance (TF) instruments to small and medium enterprises (SMEs) involved in real estate and construction related activities in Africa. Thereby, this facility will contribute to addressing the critical shortage of building materials while creating jobs and income in the region.<br /><br />Economic growth, exponential urbanization and a growing middle class are hampering the provision of adequate housing in Africa. The construction industry is growing at 20 per cent per annum, but this cannot sufficiently address the rising demand for housing partly due to a wide financing gap for construction and building materials. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"></span> </div> <div style="text-align: justify;"> <span style="font-size: large;">The public and private sectors have so far been unable to deliver sufficient resources to meet this expanding working capital requirement. Where funding is available, pricing remains prohibitive.<br /><br />SHAF is the only pan-African organization devoted to financing the development of proper housing and human settlements in Africa. Created in 1982 and headquartered in Nairobi, Kenya, this pan-African housing finance and development institution addresses acute shortage of housing by providing financial and technical resources for sustainable housing and urban development. SHAF’s current shareholding comprises 44 African countries, AfDB and Africa Reinsurance Corporation (Africa Re). It is worth noticing that AfDB played a key role in the establishment of SHAF as the vehicle for supporting sustainable housing and urban development in Africa.<br /><br />The AfDB’s four-year facility will allow SHAF to expand its Trade Finance Program, launched in June 2011, under a product diversification strategy to address the acute financing shortage facing real estate developers in Africa. SHAF will also partner with other financial institutions offering TF services to SMEs in real estate construction and building industry and those involved in trading/leasing of building materials and equipment. Through this contribution, AfDB would leverage SHAF’s market knowledge and networks across the continent and hence assist to alleviate some of the structural financing inefficiencies encumbering Africa’s real estate growth.<br /><br />This facility, boosting the availability of affordable housing in Africa through financial institutions and SMEs involvement, will thereby enhance inclusive growth and private sector development as espoused in the AfDB Long Term Strategy for 2013-2022. The Republic of Turkey Joins African Development Bank Group

<div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">The Republic of Turkey participated in the African Development Bank Group’s Board Meetings for the first time last week in Tunis , following the country’s admission as the 26th State Participant in the African Development Fund and the 78th Member State of the African Development Bank.<br /><br />“Our Constituency is delighted to welcome Turkey as an official member of AfDB and to our Constituency,” said Executive Director Hau Sing Tse, who represents Canada, China, Korea, Kuwait and Turkey.<br /><br />“Our Chair represented Turkey for the first time at the Board today [December 3, 2013]. I shared with the Board our excitement about Turkey’s membership at this juncture of Turkey’s engagement with Africa through its ‘Opening to Africa’ policy. <br /><br />“It is especially timely for Turkey to join AfDB as Turkey enters into a new phase of deepening its engagement with Africa. Turkey values AfDB’s unique and pivotal role in helping to shape Africa’s transformation, and, as a new member, looks forward to making a useful contribution to support AfDB in this regard,” Tse added.<br /><br />A Declaration issued by the Bank Group’s President, Donald Kaberuka, on October 29, 2013 formalized Turkey’s membership in the Bank Group.<br /><br />Turkey’s admission to the Bank Group followed the completion of the membership process after the approval of its membership application by the Bank Group’s Board of Governors on May 14, 2008.<br /><br />Membership of the Bank Group is subject to the completion of the membership process including signing of the Agreements establishing the Fund and Bank, deposit of the instruments of acceptance/approval of the Fund and the Bank agreements, and the payment of the initial subscriptions to the Fund and capital stock of the Bank.<br /><br />The agreement establishing the AfDB was signed by 23 newly independent African countries on August 4, 1963 in Khartoum, Sudan. It became effective on September 10, 1964, when 20 member countries subscribed to 65 per cent of the Bank’s capital stock which then stood at US $250 million. The inaugural meeting of the Board of Governors (mostly Finance Ministers) was held from November 4-7, 1964 in Lagos, Nigeria. The Bank Group’s key mandate is to contribute to the sustainable economic development and social progress of its regional members, individually and jointly.<br /><br />The African Development Fund (ADF), the concessionary window of the Bank Group was established on November 29, 1972, by the African Development Bank and 13 non-regional countries (State Participants). At the end of December 2012, cumulative ADF resources amounted to UA 22.3 billion (US $34.2 billion)<br /><br />The AfDB Group’s authorized capital stood at UA 66.98 billion (US $103 billion) at the end of 2012. <div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;"><strong>African consumers are increasingly choosing to purchase gifts</strong></span></div> <div style="text-align: justify;"> <span style="font-size: large;"><strong>                                       online - DHL</strong><br />With the increased availability of broadband access, more affordable data costs offered by mobile operators and the consistent development of mobile devices, online shopping is gaining great traction in Sub-Saharan Africa.<br /><br />Fatima Sullivan, Head of Retail at DHL Express </span><a href="http://www.dhl.com/"><span style="font-size: large;">Sub-Saharan</span></a><span style="font-size: large;"> Africa says that with the upcoming festive season fast approaching, consumers are increasingly choosing to purchase gifts online from both local and foreign retailers due to the ability to select from a wide range of products at competitive prices, without being limited by geographical locations, at any time that is convenient to them.<br /><br />“With improved infrastructure, in terms of Information and Communications Technology (ICT), and online safety and security, more people are choosing to make use of online shopping over traditional brick and mortar outlets due to the variety of products available to them at just a click of a button,” says Sullivan.<br /><br />She points to the amazing successes of local ecommerce start-ups like Zando in South Africa and JUMIA in Nigeria; both part of the Africa Internet Holding, who are gearing up for the festive season. JUMIA, which only launched in 2012, has already expanded into six markets, to take advantage of this growth, with Zando planning expansion plans in the near future.<br /><br />Jeremy Hodara, Co-CEO of the Africa Internet Holding and Sascha Breuss, MD of Zando agree, that “it is very expensive to buy abroad.” They also emphasize on the importance of a strong logistics partner to gain the customers trust. “This is the biggest test, since there are many fears of frauds and we have to educate consumers about shopping online securely. For example, we have to be transparent on prices, taxes, or shipment costs. That’s why JUMIA and ZANDO accept payments on delivery and offer free returns to deliver a safe, stress-free and convenient shopping experience.”</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br />Fatima Sullivan, says that while online shopping has many benefits, not many South African consumers are aware of the regulations involved with importing products purchased online from international retailers, which could lead to consumers incurring additional expenses, thereby making the product less of an attractive buy.<br /><br />“As an example, all shipments transported across international borders must be cleared through Customs, where, depending on the type of goods being shipped, they may also be subject to certain other restrictions and regulations. There are goods such as clothing that attract high rates of duty and are subject to interventions by Customs where the price, contents and country of manufacture are often interrogated to mitigate a wide range of risks.”<br /><br />She adds that confirming any possible restrictions attached to particular goods is vital and should be the first action taken by consumers before making a purchase online in order to avoid suffering any financial losses in the event that goods are detained by Customs.<br /><br />When purchasing goods online from international retailers, Sullivan says that it is important to bear the following factors in mind to avoid additional costs or a delay in delivery of the goods:<br /><br />• Import taxes and duty: Usually taxes and import duty costs are calculated specifically on the value of the imported goods. Consumers should also be aware that certain products such as footwear and wines are calculated part in value and/or in quantity, and may be subject to permit requirements based on quantity, while others, such as clothing, jewellery, perfumes and mobile devices, may only be calculated on the value of the product.<br /><br />• Customs clearance: Depending on the item, various levels of customs clearance might be necessary. This could delay your shipment due to processing or physical inspection, so it’s important to order your goods well in advance, to ensure they arrive in time.<br /><br />• Choose a suitable courier service: Larger express operators like DHL have a strong footprint in Africa, and have a well-established working relationship with Customs and local authorities, ensuring a speedy clearance and delivery of goods.<br /><br />• Gifts: In most countries, gifts are only acceptable between individuals and a full description of the contents is required, the generic description “Gift” is not accepted. Again, this varies per country.<br /><br />• Be aware of the different shipment costs: It is important to establish what costs the shipper and the customer will be responsible for prior to the shipping of the goods.<br /><br />There are ultimately three main costs associated with the movement and clearance of goods: a) the cost of the goods payable to the shipper, b) the shipping costs to the customer’s door, and c) the duties, taxes and Customs clearing costs.<br /><br />In most instances, the duties and taxes payable in the country of destination cannot be accurately determined by the shipper at the point of ordering the goods and these costs are not included by the shipper in their quotations to the customer. As a result, on arrival, these charges are billed to and payable by the customer before the package can be claimed – often to the customer’s total surprise. STATEMENT ON THE PASSING OF NELSON MANDELA

<div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">It is with great sadness that I learn of the passing of an international peace icon and one of the greatest moral leaders of our time, Mr. Neslon Mandela, the former President of South Africa. As the President of the General Assembly, I would like to pay tribute to President Nelson Mandela and to convey my sincere condolences to his family and to the people and Government of South Africa for the loss of a great architect of the new South Africa and indeed a new Africa.<br /><br />In 1994, Mr. Mandela became the first black and democratically elected President of South Africa, embracing his former oppressors and leading the country on a new path of healing. By so doing, Mr. Mandela chose reconciliation over revenge, hope over despair. As he so eloquently said in his Inaugural Address: “Never, never and never again shall it be that this beautiful land will again experience the oppression of one by another.”<br /><br />Let the following words he spoke serve as a reminder of his greatness and the legacy he leaves behind to a grateful nation and an admiring world: “We must become bigger than we have ever been: more courageous, greater in spirit, larger in outlook. We must become members of a new race, overcoming petty prejudice, owing our ultimate allegiance not to nations but to our fellow men within the human community.”<br /><br />We mourn his death while celebrating his deeds. Madiba, as he was affectionately known to his beloved family and his people, personified true democratic leadership. As a global human family, we celebrate July 18, as Nelson Mandela International Day and today, we mourn with world. This is indeed an immensely sad day for the world, yet his heroic Spirit will remain with us all.</span></div> </div>

<div dir="ltr" style="text-align: left;" trbidi="on"> <div style="text-align: justify;"> <span style="font-size: large;">Nelson Mandela was a singular figure on the global stage -- a man of quiet dignity and towering achievement, a giant for justice and a down-to-earth human inspiration. <br /> <br /> I am profoundly saddened by his passing. On behalf of the United Nations, I extend my deepest condolences to the people of South Africa and especially to Nelson Mandela’s family and loved ones. <br /> <br /> Many around the world were greatly influenced by his selfless struggle for human dignity, equality and freedom. He touched our lives in deeply personal ways. At the same time, no one did more in our time to advance the values and aspirations of the United Nations. <br /> <br /> Nelson Mandela devoted his life to the service of his people and humanity, and he did so at great personal sacrifice. His principled stance and the moral force that underpinned it were decisive in dismantling the system of apartheid. <br /> <br /> Remarkably, he emerged from 27 years of detention without rancor, determined to build a new South Africa based on dialogue and understanding. The Truth and Reconciliation Commission established under his leadership remains a model for achieving justice in societies confronting a legacy of human rights abuses. <br /> <br /> In the decades-long fight against apartheid, the United Nations stood side-by-side with Nelson Mandela and all those in South Africa who faced unrelenting racism and discrimination.
