Over 800 delegates are expected to attend this international investment Forum for Africa’s power industry to compete for partnerships and deals.</span> <br /><br /><span style="font-size: large;">Bruno Cockburn, AEF’s Programme Development Director, commented; “We are delighted the forum remains an important investment tool for proactive African stakeholders looking to address the power and infrastructure investment gap head on. The international community’s response has been extraordinary this year already.”</span>  <br /><br /><span style="font-size: large;">The latest government official to confirm his attendance at EnergyNet’s Africa Energy Forum 2013 is Hon. Salvador Namburete, Minister of Energy in Mozambique. </span>  <br /><br /><span style="font-size: large;">He will join Ministers from Botswana, Burkina Faso, Democratic Republic of Congo, Egypt, Ethiopia, Ghana, Libya, Mauritania, Namibia, Rwanda, South Africa, Sierra Leone and Tunisia in Barcelona.</span></div>

African Development Fund: Governors support a successful ADF replenishment

<span style="font-size: large;"><a href="http://www.afdb.org/">We</a>, the African Development Fund’s Governors, Planning and Finance Ministers from Côte d’Ivoire, Ghana, Guinea, Liberia, Senegal and Sierra Leone attended the ADF-13 Presentation Workshop on the Fund’s Priorities and Operational Strategies, in Abidjan, May 14, 2013.</span><br /><br /><span style="font-size: large;">During this important meeting, many issues were raised concerning the impact the ADF is having in our countries and its role in the transformation of our economies. The Bank </span><span style="font-size: large;"> for instance, has delivered rapid budget supports to maintain and restore core basic services to the people in the region, at a time when some countries needed it most.</span><br /><br /><span style="font-size: large;">We noted that the ADF is indeed a relevant channel of development financing. The Bank Group also plays an important role as the convener and voice of Africa. The ADF strategic orientation and operational priorities are aligned with the Continent’s development agenda and countries’ needs. Successive institutional reforms have strengthened the Bank Group’s Delivery capacity, Responsiveness and Results-focus.</span>  <br /><br /><span style="font-size: large;">The Bank’s work in the field of infrastructure is very important, given Africa’s huge infrastructure potential. We appreciate the establishment and augmenting of the ADF Regional Operations envelope, which is critical in supporting the Bank’s ambitious regional integration agenda. For many African countries, regional solutions to the provision of public services, such as regional power grids and transportation networks, are more cost effective and provide better services and complement national programs. </span>  <br /><br /><span style="font-size: large;">We support the building of capacity in the fields of public procurement, internal and external audits, managing revenues from natural resources, and enhancing domestic resource mobilization as they are important for resource rich countries in the region. We, therefore, are appreciative of the Bank’s work and interventions in these areas. </span>  <br /><br /><span style="font-size: large;">However, we do believe that the Bank Group could do more to support economic diversification and job creation, for the Youth especially, by helping to improve the productivity of private enterprises and micro, small and medium-sized agribusinesses as well as supporting economic and structural reforms with the highest impact on improving the business environment.</span>  <br /><br /><span style="font-size: large;">Finally, we recognize that there are major challenges for the Bank and the Fund to mobilize resources at a time when many donor countries are facing some economic constraints. Nevertheless, we think that we need to keep the momentum and focus on the big picture, which is to help the Bank’s Regional Member Countries transform their economies, create jobs, and reduce poverty. We hope the ADF-13’s replenishment will meet our needs.</span>  <br /><br />  </div>

 The project voted “online favourite” will be submitted directly to the 
jury along with the other finalists’ projects preselected by the experts
 and will therefore have the maximum possible chance of being among the 
three winners of the 2013 Awards. In 2012, the Egyptian start-up 
“Innovative Electronic Employment Platform” won the prize with more than

health challenges for China. At the roundtable, China’s Director General
 of the National Health and Family Planning Commission will join Health 
Ministers from Botswana and Ghana; leaders from the African Union; 
representatives from the United Nations and non-governmental 
organizations; and entrepreneurs and business owners from China and

from its investments in health research and development and its 
experience improving the health of its own citizens, such as its current
 health reform effort, which is the largest expansion of healthcare

health products. At the same time, African leaders will share expertise 
on areas where China can learn from Africa, such as around AIDS 
prevention and treatment, to help improve China’s efforts at home. 
Africa has been very successful in scaling up HIV treatment as well as 
prevention of mother-to-child transmission programs.</span></span></div>

Alionya Balozi Seif. <br /><br />Akizungumzia  suala la Uwekezaji  Balozi Seif  alisema Wawekezaji katika Sekta ya Viwanda hapa Nchini wana wajibu wa kuhakikisha bidhaa wanazozizalisha zinakuwa katika kiwango kinachokubalika Kitaalamu  ili kukabiliana  vyema na soko la Dunia  sambamba na kuitangaza Zanzibar  Kimataifa. <br /><br />Alisema wanaofanikiwa kwenye uzalishaji huo wa bidhaa katika mauzo ya Kimataifa ni wale wawekezaji wanaojikita zaidi  katika kuzalisha bidhaa bora zaidi na kuuza kwa bei nafuu. <br /><br />Balozi Seif alisema lengo la Serikali ya Mapinduzi ya Zanzibar  ni kujenga umaarufu wa kusafirisha bidhaa mbali mbali zinazozalishwa kwenye viwanda vya hapa Nchini. <br /><br />Alisema hatua hii ni miongoni mwa azma ya Serikali ya kuimarisha Uchumi kwa kuwa na viwanda vingi  Nchini vitakavyosaidia  kukuza uchumi na hatimae kupunguza zaidi tatizo la ajira linalowakabili Vijana walio wengi. <br /><br />Hata hivyo Makamu wa Pili wa Rais wa Zanzibar alieleza kwamba Sekta ya Viwanda bado inaendelea kutoa ajira hafifu ikilinganishwa na Sekta nyengine. Hivyo jitihada za ziada zinahitajika kuchukuliwa katika kukaribisha wawekezaji kwa upande wa Sekta hiyo ya Viwanda. <br /><br />Alisema kwa mujibu wa sera ya uwekezaji ya Zanzibar, Sekta ya uzalishaji bidhaa viwandani imepewa kipaumbele kutokana na kuwa na tija kubwa kiuchumi na Kijamii kwa vile ina wigo mkubwa wa shughuli za kibiashara ambapo watu wengi wanaweza kufaidika nazo. <br /><br />“ Serikali yetu ya Mapinduzi ya Zanzibar imeazimia kukuza uchumi na kupunguza umaskini, kama ilivyoeleza katika Mpango wake unaojuilikana kama Mkuza ambao umetokana na Dira ya Maendeleo ya 2020 “. Alifafanua Balozi Seif. <br /><br /> Aliupongeza Uongozi wa Kampuni ya Safari kwa uamuzi wake wa kuanzisha  Mradi huu mpya wa kiwanda cha maji ya kunywa unaotarajiwa kutoa ajira za wafanyakazi wazalendo 40 ikiwa  ni mafanikio makubwa ya kupunguza wimbi la Vijana wasiokuwa na ajira. <br /><br />Alifahamisha kwamba Zanzibar imekuwa maarufu kibiashara kwa kuagiza bidhaa mbali mbali nchi za nje ikiwemo pia maji, mfumo ambao kwa wakati huu unafaa kupunguzwa. <br /><br />Alisema Utegemezi huu wa kuagiza kila kitu kutoka nje ya Nchi unaweza  kudhoofisha mfumo wa fedha za kigeni zilizopo hapa Nchini na kupelekwa nje ya Zanzibarkwa ajili ya biashara hizo. <br /><br />Akizungumzia Bidhaa zinazozalishwa katika viwanda vya hapa Nchini Balozi Seif alitoa wito kwa wenye viwanda hivyo kuweka bei pungufu kwa bidhaa zenye kasoro endapo kasoro hizo hazitoleta madhara kwa watumiaji utaratibu ambao hufuatwa na nchi nyingi zinazozalisha bidhaa za viwandani. <br /><br />Alisema ni jambo la kusikitisha kuona bidhaa zenye kasoro bado huendelea kuuzwa kwa bei ile ile inayolingana na bidhaa isiyo na kasoro. Acknowledging this need and the impact of hunger in Africa, the Innovation Prize for Africa (IPA)  has named the AgriProtein team as its 2013 winner.  The team of researchers and entrepreneurs will receive USD 100 000 for its innovative approach to nutrient recycling – a method that uses waste and fly larvae to produce natural animal feed. </span></div>

<span style="font-size: large;">Selected from more than 900 applications from 45 countries, the AgriProtein team was recognized at the 2013 Innovation Prize for Africa Awards Ceremony and Gala Dinner in Cape Town, South Africa.  The AgriProtein solution collects biodegradable waste, feeds it to flies that in turn produce larvae that are ground into protein to provide a more ecologically friendly, naturally occurring type of animal feed.  This approach improves the nutritional value of meat and lowers the cost of animal feed for African processors and farmers</span>  <span style="font-size: large;"><br /><br />The IPA 2013 Gala also recognized two runners up for their contributions to African innovation.  In the business potential category, Hassine Labaied and Anis Aouini from Saphon Energy received USD 25 000 for creating a bladeless wind convertor.   In the social impact category, Sanoussi Diakite received USD 25 000 for developing a thermal powered machine that husks 5 kilograms of fonia – a West African cereal – in just 8 minutes.    </span>  <span style="font-size: large;"><br /><br />“The Innovation Prize for Africa winners showcase African solutions to African challenges,” said Jean-Claude Bastos de Morais, co-founder of the African Innovation Foundation and the IPA.  “It is time for private sector leaders, donors and governments to work together to invest in practical solutions that will sustain Africa’s economic growth.” </span>  <span style="font-size: large;"><br /><br />Winners were selected by a skilled panel of jurors based on the marketability, originality, scalability, social impact and business potential of their respective innovations.  updated version of a sweeping plan to create an unprecedented 1,120 
megawatts (MW) of energy from Concentrated Solar Power (CSP) for the 
region. The plan will receive US $660 million from the CIF’s Clean 
Technology Fund (CTF) and is expected to leverage nearly US $5 billion 
from other donors and private financing.</span></span></div>

realignment of projects in the pipeline based on each country’s 
reassessed needs; focuses on well-performing projects as a stronger 
measure of the plan’s positive impact; and expands the plan’s horizons 
to also include Concentrated Solar Photovoltaic (CPV) technologies and 
business models including public sector, public-private partnerships 
(PPPs), and independent power producers (IPPs). The original plan 
projected a total of 895 MW of power, but with the revision the region 
now expects to achieve 1.12 GW, making it the most ambitious CSP program
 in the world. The countries have also agreed to request a smaller 
funding envelope from the original US $750 million to US $660 million 
including currently funded projects.</span></span></div>

 renewable energy, and a more realistic blueprint for the evolution of

 2009, recognizing their region’s enormous potential for tapping into 
CSP, they had agreed on an unprecedented Investment Plan for regional 
CSP development to generate 1 Gigawatt (GW) power and triple worldwide 
capacity, and had received a commitment for US $750 million by the CIF’s
 Clean Technology Fund (CTF). The Investment Plan was designed around 
deployment of about 10-12 commercial scale power plants to be 
constructed over a three- to five-year time frame. Now, in light of 
subsequent political and technological developments in the region, the 
countries and their partners have come together again to update and 
revise the Plan to better suit their countries’ current circumstances 
and consider advances in solar technology.</span></span></div>

<span lang="EN-US" style="font-family: "Times New Roman", "serif"; font-size: 12.0pt;"> <span style="font-size: large;"> </span></span><span style="font-size: large;"><a href="http://www.gbot.mu/">Global Board of Trade</a> , the first international multi‐asset bourse from Mauritius has successfully launched Contracts for Difference (CFDs). The launch of CFDs on GBOT makes it the 1st exchange in Africa and 2nd in the world to introduce CFDs.</span></div>
<div style="text-align: justify;">
<span style="font-size: large;"><br />GBOT CFDs will replicate the spot price performance of underlying assets and give traders and investors easy and seamless exposure to USD denominated currencies, commodities, equities and indices. The introductory CFD contracts on GBOT will include GOLD (1 Troy Ounce), WTI Crude Oil (10 Barrels), EUR/USD (1000 Euro) and GBP/USD (1000 GBP). The small sized products are launched with the objective of taking markets to the masses by allowing the investor to trade with as low as USD 20.  As the market matures, GBOT will scale up its operations along with its CFD product portfolio to suit the preferences of its members and aid their business expansion. </span>  <span style="font-size: large;"><br /><br />By definition, Contract for Difference (CFD) means a standardized derivative traded on GBOT where a buyer and a seller agree to exchange the difference in value of a particular underlying between the time when the Contract is opened and when it is closed. CFDs are leveraged instruments that allow traders to hold large positions on commodities, currencies, equities and indices with a small margin deposit. Traders can take advantage of both rising and falling markets. The standardized GBOT CFD contracts will offer enhanced transparency, no counterparty risk, high return potential, low entry threshold and no levy of overnight rollover and open interest charges. </span>  <span style="font-size: large;"><br /><br />Ms. Clairette Ah-Hen, Chief Executive of Financial Services Commission, Mauritius said: "The launching of CFDs represents yet another milestone in our financial services landscape as it will enable both local and overseas investors, be it individual or institutional, to diversify further their investments. CFDs may bring more value-addition by enabling investors to take advantage of both rising and falling share prices. Small investors too will be able to trade on CFDs, given the low capital entry requirement. The overall result will be enhanced liquidity and buoyancy in the market, thereby attracting more international buyers and improving the visibility of our jurisdiction."</span>  <span style="font-size: large;"><br /><br />Mr. Jignesh Shah, Chairman & Managing Director of Financial Technologies Group, India and Vice-Chairman of Global Board of Trade, said: “The launch of CFDs on GBOT reinstates our vision of taking Wall Street to the Man on Street. <span style="font-size: large;">Makamu wa Kwanza wa Rais wa Zanzibar Maalim Seif Sharif Hamad amesema tofauti ya dini na vyama vya siasa isiwe sababu ya kuwagawa Watanzania. <br /><br />Amesema Watanzania wamekuwa wakiishi kwa muda mrefu na kuvumiliana, na kwamba ni vyema utamaduni huo ukaendelezwa kwa maslahi ya wananchi na taifa kwa ujumla. <br /><br />Maalim Seif ametoa tamko hilo Mkoani Arusha, baada ya kutembelea eneo la kanisa lililotokea mripuko na kusababisha vifo vya watu watatu na wengine 66 kujeruhiwa. <br /><br />Amesema kwa niaba yake, Serikali na Chama Cha Wananchi CUF, wanalaani kitendo hicho cha kikatili, na kuwataka waumini wa dini hiyo na watanzania kuwa wastahamilivu wakati uchunguzi wa tukio hilo ukiendelea. <br /><br />Kwa upande wake Mwenyekiti wa Parokia ya Mtakatifu Joseph Mkoani Arusha Julius Mbaga, amesema tukio hilo lilitokea kwenye uzio wa jengo hilo wakati waumini wa dini hiyo wakiwa katika ibada zao,na kusambaa kwa kasi na hatimaye kusababisha maafa hayo. <br /><br />Maalim Seif pia amekutana na viongozi wa Jimbo kuu katoliki la Arusha na kuwataka kuwa na subra kutokana na msiba uliolikumba kanisa hilo Jumapili iliyopita. <br /><br />Wakati huo huo Maalim Seif alitembelea Hospitali ya Mkoa ya Mount Meru Mjini Arusha kuwajuilia hali baadhi ya majeruhi wa tukio hilo waliolazwa katika hospitali hiyo ambapo hadi sasa watu 34 wanaendelea na matibabu wakiwemo wanawake na watoto. <br /><br />Maalim Seif aliwasili Mkoa Arusha akitokea Mikoa ya Manyara na Singida ambako alikuwa na ziara ya siku mbili. <br /><br />Hassan Hamad (OMKR)</span></div>

Hivyo aliwanasihi Watanzania kuendelea  kutulia na wala hakuna haja ya kuanza kutuhumiana ndani ya kipindi hichi kigumu. <br /><br />Makamu wa Pili wa Rais wa Zanzibar alielezea fahaja yake kufuatia vyombo vya ulinzi kufanikiwa kuwakamata baadhi ya wahusika wa mripuko huo wapatao 10 hadi hivi sasa ambao kati yao wane ni raia wa Saudi Arabia na Mmoja Raia wa Kenya. <br /><br />Balozi Seif aliwahakikishia wananchi wote pamoja na waumini  walioathirika na tukio hilo kwamba Serikali itahakikisha inawashikilia wale wote waliohusika na njama hizo na kuwachukulia hatua za kisheria kutokana na udhalimu wao huo. <br /><br />“ Tungeliomba jambo hili baya lisitokezee tena katika Nchi yetu kwani linaonyesha kuleta fitna  kati ya Serikali na Wananchi  wake “ Alisisitiza Balozi Seif Ali Iddi. <br /><br />Akizungumzia suala la Kidini Makamu wa Pili wa Rais wa Zanzibar Balozi Seif  alisema Serikali zote mbili zimetoa uhuru wa kuabudu ambao umo ndani ya katiba na kamwe haitavumilia kuona uhuru huo unaingiliwa na watu wachache. <br /><br />Alisema matukio ya hujuma ndani ya majengo ya ibada yamekuwa yakiwapa hofu na wakati mgumu waumini kuendelea na ibada zao za kila siku. <br /><br />“ Hofu hii iliyojengeka  miongoni mwa waumini  kutokana na hujuma wanazofanyiwa  inawapa wakati mgumu  wa kuabudu waumini hao “. Alifafanua Balozi Seif. <br /><br />Akitoa shukrani kwa niaba yake na waumini wenzake Askofu Mkuu wa Jimbo la Arusha Askofu Josephat Leburu alisema waumini wa jimbo hilo wamepata fafaja kubwa kufuatia ujio wa Viongozi mbali mbali wa Kitaifa waliofika kuwapa pole. <br /><br />Askofu Josephat alisema moyo huu ulioonyeshwa na Vionmgozi wa Kitaifa umetoa sura sahihi uliyoonyesha ushirikiano wa karibu yao yao na WEananchi wanaowaongoza. <br /><br />Hata hivyo Viongozi hao wa Kidini waliiomba Serikali kupitia vyombo vyake vya ulinzi kuendelea kutoa Taarifa kadri hatua zinavyochukuliwa za kukabiliana na tukio hilo waliloliita la kigaidi. <br /><br />Walisema hatua hiyo itasaidia sana kupunguza joto la waumini wao ambalo wakati mwengine hufiki maamuzi ya kutaka kuchukuwa hatua mikononi mwao wakati wanapokabiliwa na matukio  ya hujuma dhidi yao. <br /><br />Naye Mkuu wa Wilaya ya Arumeru Nd. Nyerembe Munasa Sabi akitoa ufafanuzi wa baadhi ya changamoto za waumini hao alisema Serikali Kuu kupitia, Mkoa na Wilaya hiyo inaendelea na juhudi za kuwasaka wale wote waliohusika la mripuko huo. <br /><br />Nd.
