Bella Bird, Mkurugenzi wa Benki ya Dunia nchini. “Kujenga ajira zenye tija ni kipaumbele kwa Tanzania, na ni sekta binafsi pekee ndiyo inayoweza kuzalisha idadi ya ajira zinazotakiwa. Mageuzi ya sera yanayofadhiliwa na mradi huu yatasaidia kupunguza vikwazo vya kufanya biashara nchini, kuruhusu sekta binafsi na ukuaji wa ajira.”</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Kila mwaka, takribani vijana 800,000 wanaingia katika soko la ajira, ambalo linatarajiwa kukua kutoka watu milioni 20 leo hadi watu milioni 40 ifikapo mwaka 2030. Fursa za kazi zenye tija kwa vijana hawa bado ni finyu, nyingi zikiwa katika sekta isiyo rasmi.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Mazingira ya Kazi kwa ajili ya Shughuli za Sera ya Kuendeleza Ajira ni programu ya kwanza katika mfulululizo wa programu tatu za shughuli za msaada wa bajeti kwa Tanzania. Shughuli hii inajenga juu ya programu inayoongozwa na serikali ya ‘Matokeo Makubwa Sasa’ (BRN), na inasaidia programu kadhaa za sera zinazolenga katika kuboresha kwa ujumla ‘urahisi wa kufanya biashara’ na kuimarisha masoko ya vipengele vikuu (nguvu kazi, ardhi na mtaji). Aidha, shughuli hii inasaidia maboresho yanayolenga kuinua mazingira ya biashara katika biashara ya kilimo na utalii, sekta mbili zinazotoa ajira nyingi ambazo ni muhimu kwa Tanzania.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">“Tunaunga mkono hatua madhubuti za kurahisisha maisha ya biashara,” anasema Andrea Dall’Olio, Kiongozi wa Kikosi Kazi cha Benki ya Dunia. “Kwa mfano, tuliainisha ada, ushuru na kodi zaidi ya 59 zinazotozwa kwenye sekta ya utalii na wakala mbalimbali wa serikali. Africa Japan Business and Investment Forum Concludes in Addis Ababa

The Nikkei Business Group recently purchased the Financial Times. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">The three-day event featured a number of high level speakers including the Prime Minister of Ethiopia, Hailemariam Desalegn, former President Chissano of Mozambique and a number of dignitaries from Japan. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Throughout the Forum, the message was clear: Africa is open for business and willing to engage with partners all over the world. And the Japanese have a unique offering, in terms of know-how and in terms of how they conduct their business, such as compliance and ethics. Japanese and African delegates acknowledged that Japanese engagement with the continent could be stronger, citing cultural differences and that the Japanese way of doing business meant it often takes longer to make investment decisions. However, once these decisions are made, business engagements are built on loyalty and trust, and they engage with a long term outlook. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">When asked why Japan seemed to lag behind other countries, notably China, when it comes to investing in Africa, the Vice President of the Japanese International Cooperation Agency's Africa Department, Hiroshi Kato, highlighted number of factors. Regarding the perceived 'timid engagement', he reminded delegates that in the mid-90s and the early 2000s, just when African economic growth started to pick up, Japan was entering a long recession. "The focus of Japanese companies was to retrench rather than expand, and therefore businesses were much more inward looking. When Japan did start to look outwards, it looked 'closer to home', that is Asian markets such as China, Indonesia and Vietnam." </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Given his agency's role as one of the leading Japanese agencies designed to promote investment into the continent, be it Japanese overseas aid or Japanese private sector engagement, he mentioned several 'push' and 'pull' factors. He said, "The push factors relate to Japan's ageing population and the need to for overseas expansion in order to for companies to grow. In terms of the pull factors we are noting the positive African narrative and what appears to be a new 'can do' spirit and attitude in Africa." </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Dr Arkebe Oqubay, a leading personality in Ethiopia and a special advisor to the Prime Minister added that Japanese engagements came with a lot of benefits. He said that throughout its long history with Ethiopia, Japan's engagement had never been prescriptive and the Japanese had always respected their partners and the context of each country's needs. "Japanese investment is often superior because of the strong adherence to laws and compliance and because of quality business processes and work. Moreover there is considerable transfer knowledge from which we can benefit when interacting with our Japanese counterparts." </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">A key highlight of the Forum was a joint presentation by Kenichi Ohno, professor at the National Graduate Institute for Policy Studies and Getahun Tadesse who leads the Ethiopian Kaizen Institute. Kaizen is a Japanese philosophy of continuous improvement, leading to vast increases in productivity and the reason why Japanese companies are leaders in many fields. The Kaizen philosophy, with its emphasis on more efficient processes, is a technique that has enabled companies such as Toyota to become the world's largest auto manufacturers. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Ethiopia, through its institute, has now developed over 40,000 trainees in the last three years, including management and shop floor workers. The estimated productivity savings are in the region of $100m, delivered through more efficient processes and an efficiency-led mindset. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Omar Ben Yedder, publisher of African Business, who co-hosted the event said: "I thought the panels and attendance were fantastic. This event was a lead up to TICAD VI which will take place next year in Nairobi. The multipurpose terminal conceded by the Government of Cameroon will initially have a quay measuring 265 metres (with 2 berths) equipped with two cranes on rails and six truck mounted cranes. After the official publication of the notification by the Prime Minister and Head of the Government of Cameroon, Philemon Yang, on 26 August, the precise terms of the contract remain to be discussed with the authorities in Cameroon. Brown says UMAs enable insurers to access products or services that the insurer would not be able to provide themselves. “This is especially true in terms of niche lines, where the cost of developing specific underwriting experience could otherwise be prohibitive.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Alternatively, insurers may be looking to provide access through a greater number of brokers, but at a lower cost, through the networks and strategic partners underpinned by a technology solution. “Networks play a key role in the distribution of commercial insurance, providing value for both insurers and brokers alike. However,” cautions Brown, “insurers must work with a network or strategic partner that is easy to do business with and which offers the most value to their business in terms of greater efficiency, cutting costs and driving profits, rather than simply providing an aggregation of brokers.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">While brokers are the dominant distribution channel in the commercial space, they start to lose market share when it comes to SMEs and micro-SMEs, as business owners look to repeat their personal lines purchasing experience in the online space.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Customers are open to using different channels concurrently or along the buying cycle, which means the industry needs to provide a seamless experience and recognise which channels a particular customer chooses to use.
