In this interview, world-renowned supertall buildings expert and Aurecon’s Buildings Director, Middle East and North Africa Buildings, </span><a href="http://www.aurecongroup.com/" style="font-size: x-large;">Dr Andy Davids</a><span style="font-size: large;">, discusses the possibilities and opportunities involved in cutting down the construction time of tall buildings, the sustainability issues related to tall buildings, as well as staying true to their original design intent.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Technology as well as innovative approaches to engineering solutions is allowing us to construct tall buildings quicker than ever before. What are the timelines involved in new tall building projects and what has been achieved so far?</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">It took around seven years to build the Burj Khalifa, an 830m skyscraper in Dubai, United Arab Emirates. I was the chief engineer on this project. One of the general challenges that we encountered was the need to find quicker ways to build tall buildings. Developers and clients can’t always wait years for a project to be completed. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">The design team has since come up with a holistic construction system for building a similar building in half the time. Being able to cut the construction time of a building as tall as the Burj Khalifa in half (or by a third) is a significant achievement. Since then, I have been involved in the design of many megastructures, constructed within mere months.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Modular systems are helping us to construct tall buildings more quickly, but doesn’t this take away from the individuality and beauty of the buildings?</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">If you look at existing 400 m and 500 m tall buildings, you will see that each one is individually handcrafted and they are each unique and beautiful in their own way. A good observation is that this could be the reason why they take so long to build – however, this is not necessarily true.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">There’s a beautiful hotel in China called the T30 Hotel. The T30 was prefabricated and the 30-storey tower was erected by 200 Chinese workers in just 15 days. This hotel broke the Broad Group construction company’s own past record of building a 15-storey building in just one week. This was all possible because modular, prefabricated solutions were used. We are starting to extrapolate these principles to expedite the construction of even taller buildings. The goal isn’t to break records, but to deliver a high performing tall building within a shorter amount of time.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">How are modular tall buildings being used at present?</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The way that we’re currently using modular systems in tall buildings is primarily through modular floor systems and columns. The floor system is pre-engineered and pre-built, so the floor decking and beams are already in place when we start erecting a building. The columns are also pre-engineered and are brought to site in a cleverly orchestrated way so that the cranes can lift them into place in a relatively short space of time.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">With the Shanghai Tower project, the developer wanted us to create a clever product (to build the tower) as opposed to simply designing the building as a one-off project. This led to a focus on creating a modular solution that could be replicated to build additional tall buildings at a quicker speed. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">This doesn’t mean that every building is going to look the same or even perform in the same way, but it gives us the ability to offer mass customisation to countries, cities and developers who need tall buildings within a shorter time frame than what we were able to deliver in the past. The mass production of modules that can be customised according to the needs of each individual client is now a popular means of construction.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">How do engineers fill the gap between technology and architectural visions for tall buildings?</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Buildings are not only becoming taller, but they’re becoming more majestic and are able to perform better in terms of energy efficiency and indoor comfort levels for occupants. We continue to produce what would have been unimaginable a decade ago thanks to world-class engineering solutions that were needed to construct the demanding and visionary buildings that architects have mapped out. Besides being more aesthetically pleasing, they’re also becoming more economical and easier to construct.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Design professionals, specifically architects, feel they are less constrained by technology than in the past – and rightfully so. As consulting engineers, it’s our job to use technical skills so that an architect or a client’s vision can be realised. Today, we’re able to build magnificently intricate tall buildings that tell a story thanks to the customised, handcrafted ideas of architects, which leads architects to dream and plan bigger. In turn, the pressure is put on engineers to find workable building solutions to bring the visions of architects to life.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Our ability to create extraordinary and inspirational projects can be attributed to the collaboration that goes on between our design teams and our willingness to cross traditional boundaries. Whether it’s unique geometric shapes, complex facades or extreme wind testing and analysis that needs to be done, the engineers on a project need to come up with a workable solution to get the job done. Engineers and architects work very closely right from the start of any supertall building project, so it’s a very dynamic and refreshing working environment to be in.</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Do supertall buildings add value to cities, or are they the preserve of the well-off only?</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Many of the existing tall buildings are upmarket residential buildings or luxury hotels and it’s true that most people won’t have a chance to live that way. The current and planned tall buildings, however, address a very real and important issue that many countries and cities face – the fact that we are running out of space to house people. This is a key driver of many planned projects.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">In China, for example, a single square kilometre typically houses 50 000 people. These people are typically living in 3 to 4 storey buildings (blocks of flats) that cover approximately 50% of the land area. After you have laid the infrastructure such as roads, another 20% of the land space is accounted for. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">This leaves you with about 30% of the area for recreation, growing food, energy production and so forth. This is a serious concern because areas in China will eventually run out of land. So with this in mind, tall buildings not only address sustainability issues but in many cases an issue that could mean life or death to large segments of the population. Instead of looking at marginalisation and equality, tall buildings become part of a life and death argument.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">If, for example, we can house the same 50 000 people in 10% of the land space thanks to tall buildings, then we are left with 90% of the area for recreation, food production, energy generation and infrastructure, which is an incredible improvement from the current situation. Furthermore, it is the first time the so called progressives in the country will take control of the federal government.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">While the euphoria is clearly palpable within the citizens, the prognosis for the country is actually dim. Insecurity had become rife – the kidnapping of 276 girls by the terrorist group Boko Haram has entered its 10th Month, and the economy is in doldrums, characterized by the freefall of the Naira in the past months. News of Buhari’s election put the Naira in a rebound and the stocks gained almost 6.5% to wipe out months of decline.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">So what exactly is Buhari promising? As a former ruler, he was known for his intransigent stand on Corruption – a bane in Nigerian society; and that was a banner issue for him during the campaign. As Buhari said, “If we don’t kill corruption, corruption will kill us”; many expect the new government to thus put a halt to the culture of graft and public funds looting that has created a gulf between the super wealthy and the very poor.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Despite Nigeria’s Oil riches, the country still suffers from abject poverty – Nigeria is home to about 110 million poor - which makes the country home to the largest number of poor people in Africa!. Buhari has pledged to tackle poverty by creating jobs and setting up social welfare schemes that cater to the poorest Nigerians.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">One of these schemes is a Conditional Cash Transfer that pays between N5000 – N7500 monthly to 25 Million of the poorest Nigerians as long as they send their children to school and get them immunized. This program will be phased over the four year the sure of the administration.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Another program is to provide a free meal a day to children in all public primary schools in the country. This program is expected to:</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">- Reduce the number of out of school children in Nigeria ( the highest in the world) which currently stands at about 10.3 million.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">- Improve the academic performances of the students as the will now be guaranteed at least one balanced diet a day.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">- Stimulate the agricultural industry due to the massive demand this program will have on the sector.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">They also intend to institute a National Health Insurance Scheme that will make basic health care services available to the people. To partake in the scheme NIGERIANS will be expected to pay between $3-$5 as yearly contribution.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Buhari’s running mate and Vice President-elect Yemi Osinbajo is a Professor of Law who has served as Attorney General in Nigeria’s commercial capital – Lagos State. Many are thus encouraged that the Rule of Law will take centre stage in a country where the rich can flout it with impunity. The African countries currently classified as red countries include Niger, Nigeria, Mali, Somalia and Somaliland.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Countries across the globe are classified according to their security risk profiles and are either regarded as red, white or green – The classification determines the level of security measures applicable to the countries, and include various restrictions on the items that can be transported, as well as the screening levels packages need to be subjected to before being cleared for transportation to the EU and US. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Facey explains that a red country is considered high risk due to potential national security concerns. Similarly, a white country is considered to have a certain level of risk, but not as high a security risk as a red country whereas green countries, such as France, have a minimal security risk level.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Facey says that the nature and degree of security is changing, and that society at large needs to be aware of the possible implications. “The business-to-consumer (B2C) market in SA / SSA is growing with the emergence of e-commerce and the increased demand for consumer goods. The rise of the SME has also resulted in greater variety and accessibility to new and competing products. Goods are now just a click away, and can be sourced and ordered from anywhere in the world.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Facey explains that global security breaches, such as terrorist threats and the trading of illegal substances, have resulted in the global transportation of goods being subjected to a number of security regulations, largely driven by the European Union (EU) and United States (US).</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“In order to trade with the EU and US, red countries have to comply with set regulations and conditions. There are however certain challenges in select red African countries. For example, in Nigeria, a certain airline will be compliant with the regulations, but the country’s airport is not – which results in a package needing to be redirected so that it can undergo the required security tests and authorizations. In order to counteract these challenges and to assist local businesses and individuals to trade internationally, DHL Express has invested over EUR 3 million in the last two years to improve security processes in select SSA countries.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Facey says that while the regulations should not hamper trade between certain red countries and the rest of the world, consumers and businesses need to be aware of them and understand that certain items cannot be moved as easily as others.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“Additional time needs to be spent on planning as certain items may need to be rerouted to countries in order for them to be screened and cleared for shipping. Highlighting the importance of self reliance and better use of domestic resources, he said, "This gathering is a good starting point if we use it wisely to determine where Africa goes next. There is value in once more reviewing the plans to see why we are not there yet in achieving the consistent results we want. Building new momentum requires that we stop thinking about development as something we do with external resources. We must focus on making better use of what we already have, domestically, in terms of our national and regional markets."</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Reiterating the sentiment, HE Ato Haliemariam Dessalegn, PM, Ethiopia, said that financing transformative development agenda will require substantial levels of resource. "To do so, it is imperative that available resources are used more effectively and strategically to catalyze additional financing from official and private sectors."</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">"Agenda 2063 will require substantial financial resources and we must look into domestic sources to fund this. I am sure that Africa has untapped public and private resources that should be sufficient to meet the needs. If we want to sustain the remarkable economic growth recorded in the Continent over the past decade, increased reliance on domestic resource is absolutely necessary and domestic resource mobilization (DRM) should get the first priority and greater attention in our discussions here and then after." </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Mr Dessalegn added, "The potential for increased DRM is enormous, especially considering the current low levels of taxation. Tax as a share of GDP has only increased marginally over recent years and many countries are recording a tax ratio of less than 10 per cent. Also, DRM in the form of private savings is mainly hampered by lack of access to financial services in rural areas. In our continent, large parts of population have limited access to financial access as they are considered too poor to be able to save money and too risky to lend money to."</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Mr Carlos Lopes, Executive Secretary, ECA, highlighted the need to link industrialization to trade to meet the needs of Agenda 2063. He explained, "While the last 15 years have seen relatively high levels of growth driven by a commodity super-cycle and strong internal demand from a growing middle class, Africa is still dependent on commodities for most of its export earnings. There is now broad consensus that, without diversified economies, Africa will remain prone to exogenous shocks and trapped in the paradox of high growth rates, coexisting with high levels of unemployment and extreme poverty."</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">He revealed, "The key factors constraining trade and industrialization in Africa are related to Africa's narrow production and export base, which is dominated by low-value products such as raw materials and primary commodities. This is compounded by very high trade costs, tariffs and non-tariff barriers to intra-African trade and Africa's access to international markets. We have no alternative but to increase our share of global exports. While in the 1970s, Africa accounted for 4.99 per cent of world trade and East Asia 2.25 per cent, by 2010, we had regressed to 3.33 per cent, while East Asia had soared to 17.8 per cent. Limited by poor infrastructure and inefficient logistics, lack of adequate skills and quality inputs, insufficient provision of credit and financial services, ours has become a story of lost opportunity. The time has come for us to awake. Africa's current trade policy plays a major role in our inability to excel." </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Meanwhile, Dr Nkosazana Dlamini-Zuma, Chairperson, AUC, called for a skills revolution to make the Agenda 2063 work. She said, "A lot of people say that Agenda 2063 is too ambitious, however, a childhood friend of mine once said that 'a person who is not ambitious is a danger to society'. Our people are the ones that will drive the agenda, so we need to invest in our people. Africa is rich, but the Africans are poor. We have abundant human, mineral and natural resources and arable land - so why are we poor? We need to shift our focus to STEM areas (e.g. Ethiopia) where the skills revolution has been critical - it is critical to Agenda 2063."</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Recapping the theme, Mr El Moctar Djay, Minister of Tax, Mauritania, said, "Structural transformation is essential for Africa's transformation. All institutions need to work together to make post MDGS and Agenda 2063 work. This conference is imperative for a consensus on financing development, especially, to chart out the first 10 years of Agenda 63. DHL expects 2015 to be a year of growth for the logistics industry on the African continent

DPDHL Group ended 2014 with revenues of EUR 56.6 billion, up 3.1% compared to 2013. He says that the company’s increased focus on e-commerce and emerging markets, including Africa, has led the group to achieve growth in both volume and revenue in 2014.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">A new report by yStats.com2 revealed that despite Africa lagging behind other regions when it comes to the development of online infrastructure, business-to-consumer (B2C) sales will grow to double-digit numbers in EUR billions in the next three years.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Brewer says that as such, a key focus for DHL Express Sub Saharan Africa in 2015 is to further strengthen connectivity, both within the continent and globally. He says that this will be crucial to meeting the growing e-commerce market on the continent, and assist in driving further growth. </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“There is a growing B2C e-commerce market in Africa due to the development and accessibility of technology on the continent, so it is no longer just the larger corporations that need to make use of logistics and delivery services, but individual consumers and small businesses too. Our goal is to develop the necessary infrastructure in Africa to make the global market more accessible. Our aggressive expansion strategy has seen us grow our retail presence from 300 outlets to over 3,800 outlets in just over 3 years.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Brewer believes that intra-African trade will continue to grow in 2015, and continue to improve on the growth witnessed by the group in 2014. “There are a number of successful trade blocs in place which focus on better connecting the region. A good example of this is the recent and rapid progress made by the East Africa Community (Kenya, Uganda, Tanzania, Rwanda and Burundi) who are working incredibly hard on developing a number of critical and trade boosting areas, for example, they are working to improve the roads, ports, rail and critically, the customs border environment and have recently introduced a common visa for the region. The Economic Community of West African States (ECOWAS) and The African Economic Community (AEC) are other prime examples,” adds Brewer.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Brewer points to International Data Corporation (IDC) statistics, which predict that closer intra-Africa trade will be witnessed in 2015, promoted by ICT initiatives such as payment systems, financial inclusion initiatives, and cross-border payments.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“While markets within Africa offer numerous opportunities, there are also challenges. Underdeveloped infrastructure, lack of air connectivity and customs inconsistencies remain very real issues that can hamper growth on the continent. With that said, the situation is improving, and more countries are recognising that they need to find ways to make their markets accessible and easier to do business with. It was agreed that Africa will domesticate this agenda at a national, regional and continental level. In fact, experts revealed that the post MDGs 2015 will be a subset of Agenda 2063. </span></td></tr> </tbody></table> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Reiterating the message, Mr Anthony Mothae Maruping, Commissioner for Economic Affairs, African Union Commission (AUC) said, "Inclusive approach has a stronger resolve to operate and higher chances of success. Collective action will be required, in form of proper strategy, planning at national, regional and continental levels for it to succeed. In fact, private sector and civil sector are also expected to domesticate agenda 2063. In fact, we are one of the world's fastest regions...because of prudential policies, growing middle class, demand for materials from emerging countries. To make this progress sustainable, requires that various stakeholders continue to strategise. It's with a sense of pride I note that we have pulled together some of Africa's finest minds today. Mr Hamdock questioned, "How to raise finance and implement Agenda 2063? Adequate and dependable financing is essential to make this work. Of equal importance is the recognition of developmental objectives and goals at national and local levels. Hence, a 10year year plan is being implemented at national and regional level."</span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">Discussing the AUC Agenda 2063, focusing on planning, mobilising and financing for development, delegates reflected on the means of implementation and agreed that mobilising domestic resources instead of reliance on external donors was the surest course for Africa to take. Mwinyimvua, the Deputy Permanent Secretary at the Ministry of Finance of Tanzania, reminded those present that Agenda 2063 aspires to continental prosperity, integration, good governance, security, people-driven development and a strong cultural identity.
