IOM Pilots Humanitarian Program for Burundians fleeing into Tanzania

Initially two boats travelling the 60 kilometer stretch to from Kagunga to Kigoma would carry 600 persons on a daily basis but that number has now risen to 1500 persons as more people flee political violence in Burundi </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">After their arrival in Kigoma, refugees must then cover another 170 kilometers to reach Nyarugusu refugee camp. IOM and its partners are providing transportation support by buses or by trucks from Kigoma to Nyarugusu camp where refugees can then be assisted by government and UN partners.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“The current process in Kagunga and the limited humanitarian assistance available had led to critical overcrowding whilst Burundian refugees await their turn to board a boat,” said Damien Thuriaux, IOM Tanzania’s Chief of Mission. “At a rate of 1,500 people evacuated per day by boat, it would take over a month to clear Kagunga. A humanitarian evacuation through the walking trail could reduce the time it takes to bring these people to the safety of a camp to 15 days, and is a humane alternative for this population living in precarious conditions.” </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Overcrowding in Kagunga village leaves many at risk so IOM in coordination with UN partners took up the task of searching for alternatives to reduce the dependency on water transport. IOM presented a proposal for a pilot walking program from Kagunga to Mkigo to the Kigoma Regional Commissioner’s office after which IOM staff embarked on assessment of the proposed trail. On 16 May 2015 IOM staff set off together with Tanzanian security forces at 9pm, walking and clearing the path that the refugees will be using. The journey took approximately nine hours.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">When the IOM team reached Kagunga, they recruited 36 Burundian refugees (all males over the age of 18) to volunteer to try out the trail. On 17 May 2015, this group started the walk together with IOM staff and Tanzanian security forces at 1pm and reached Mkigo within six hours. </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“The spirit of the group was high during the walk and it is a viable complement to the water transport, with logistical planning, to decongest Kagunga,” said Son Ha, the head of IOM Tanzania’s sub office in Kigoma. </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Following the success of the pilot walking trail many more asylum seekers are expected to embark on the journey from Kagunga to Nyarugusu. The next group to take to the trail is expected to depart on 19 May and the turnout is expected to be much higher. Once in Mkigo, asylum seekers will cover the 55 kilometer stretch to Nyarugusu refugee camp by road transport which is currently provided by IOM in coordination with UNHCR.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">IOM is the lead on all road transport from all arrival points for people fleeing Burundi into Western Tanzania and as of May 29, IOM will also take over boat transportation. The pilot humanitarian evacuation program demonstrates IOM’s commitment to assisting those displaced and the humanitarian crisis resulting from the arrival of Burundians in Tanzania. </span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">It is estimated that over 105,000 people have recently fled the escalating crisis in Burundi to neighboring countries. Tanzania is hosting the bulk of the refugees with approximately 70,000 reported to be on the territory, while 26,000 are in Rwanda and 9,000 are in the province of South Kivu in the Democratic Republic of the Congo.</span></div> </div>

The global drive to end extreme poverty will not succeed without a shift in focus to the very poorest

Although LDCs are increasingly home to those who live on less than $1.25 a day, they received less than a third of aid (30.3%) in 2014. Had that share been increased to 50%, an additional $26.5 billion would have been available to those who need it most.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">ONE is calling for better targeted development assistance to be coupled with increased domestic revenues from developing countries’ own governments to fund access to basic social services for everyone by 2020. With a $152 billion funding gap to meet these basic needs worldwide, including $34.5 billion in LDCs, July’s Financing for Development (FfD) conference in Addis Ababa will be a pivotal moment in securing ambitious commitments.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Investments in agriculture and energy are essential, along with action to clamp down on corruption, curb illicit financial flows and drive up transparency so citizens can follow the money from resources to results.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Dr Sipho S. Moyo, ONE’s Africa Executive Director, said:</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“More than two-thirds of the least developed countries are in Africa; these countries bear a growing share of the world’s extreme poor. Decisions taken this year could be transformative for them and shape the course of history.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">A resolute focus on the poorest and most marginalised, especially girls and women, is needed to ensure no one is left behind beyond 2015. In Addis Ababa in July, world leaders need to agree to a mutual accountability pact that will prioritise resources from all governments on meeting basic needs and providing essential services, while also increasing investments to boost inclusive growth.”</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The DATA report sets out a five point plan for the world’s poorest to be agreed at the pivotal Financing for Development conference, which must include:</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">• access to basic services – minimum funding to ensure the basic needs of every person can be meet, including health and education, with a focus on girls and women</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">• increased domestic government revenues – developing countries should drive up revenue through implementing fair tax policies, curbing corruption and stemming illicit financial flows</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">• development assistance should be targeted where it is most needed, with 50% going to LDCs, and donors setting a timetable to reach the international target of spending 0.7% of GNI on development assistance</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">• sustainable inclusive growth – specific investment to drive up productivity, in particular agriculture, infrastructure, energy, trade and private finance</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">• strong accountability through a data revolution to ensure that commitments are followed through</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">ONE’s analysis shows a minimum level of spending of $500 per person per year, or 10% of GDP, is needed to deliver the scale of ambition needed to meet the Global Goals. For the 27 countries that currently spend less than $150 per person, ONE recommends an interim target of $300 per person. The total cost is $152 billion for the 66 countries worldwide that are below their targets; the cost for the 37 LDCs is $34.5 billion.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The largest source of funding for development comes from countries’ own resources. To provide basic services for their citizens, governments should increase domestic revenues towards ambitious, nationally-defined revenue to GDP targets. Facilities scheduled to start production in the fall of 2015; seen as model for future foreign investment and development projects

Sicomines Sarl, a joint venture between Congolese mining company Gecamines SA, China‘s Sinohydro and the China Railway Group Limited, oversees the project, which includes the construction and operation of two copper plants in Katanga province.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Led by Mr. Moïse Ekanga Lushyma , executive secretary of the Bureau de Coordination et du Suivi du Programme Sino-Congolais (BCDPSC), the tour included a walk through the Sicomines plants, which are expected to start production in the fall of 2015 with an initial copper output of 50,000 tons annually, gradually rising to an expected 400,000 tons over the next two decades.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">The Sicomines plants represent a critical development and capacity-building endeavor for the DRC, employing 3,000 workers, 70% of whom will be Congolese as reported by Associated Press. In addition, the Sino-Congolese joint venture will disburse approximately $3 billion for the construction of roads, dams, hospitals and schools, including infrastructure projects such as the Busanga hydroelectric project.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">“The progress made by the Sicomines partnership reinforces the DRC’s commitment to strengthening and professionalizing its mining sector, and to help increase accountability in the industry,” said Mr. Ekanga. “We are looking forward to initializing production in just a few months, and this project will have positive effects for both the Congolese people and the DRC’s mining and business sectors. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">This mutually beneficial cooperation with our Chinese partners is a strong example for others interested in investment opportunities in the DRC. When Sicomines builds a plant in the DRC, it sources equipment globally and is a job creator in China, the U.S., France; it creates tax revenues for the DRC, employs local labor and the shared experience facilitates the knowledge transfer we need. </span></div> <div style="text-align: justify;"> <span style="font-size: large;"><br /></span></div> <div style="text-align: justify;"> <span style="font-size: large;">It's a win win for all. Sicomines is the real proof of concept for us that we have sought under the leadership of President Kabila and will continue to replicate with other investors. In partnership with the World Bank and the IMF, the DRC has implemented liberalizing reforms designed to increase business activities and create jobs across the country, including reforms in key industrial and commercial sectors. Our nation’s infrastructure is being rebuilt at an unprecedented rate, with new roads, schools, and hospitals under construction. Tangible investments like Sicomines from international partners will help solidify these gains and foster broader regional stabilization and growth”.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">Among those touring the site were Eric Madison, Deputy Chief of Mission at the U.S. Embassy in Kinshasa; Ahmadou Moustapha Ndiaye, the World Bank’s Country Director for the DRC; Prija Gajraj, Country Director for the United Nations Development Programme (UNDP); as well as diplomats from France, Belgium and the Netherlands.</span></div> <div style="text-align: justify;"> <br /></div> <div style="text-align: justify;"> <span style="font-size: large;">In an interview with Top Congo FM during the tour, Mr. Madison said, “I was very much impressed by the progress they have made in the past few years.
