<span style="font-size: large;">The Action4Climate competition was launched in early 2014 by Connect4Climate, the global climate change communications program. It attracted hundreds of entries from all around the world. Italian film director and screenwriter, Bernardo Bertolucci, chaired a renowned jury of film makers tasked with choosing winning films in two age categories.</span></div>

<span style="font-size: large;">In the 18 -35 age category, the $15,000 top prize went to the Portuguese film maker Gonçalo Tocha with his provocative film “The Trail of a Tale”. This inspiring story revolves around a letter written in the future to society today. Dobrin Kashavelov from Bulgaria won second place cash prizes of $10,000 with “Global Warning,” a harrowing film about the catastrophic effects on survivors of last year’s typhoon Haiyan in the </span></div>

<span style="font-size: large;">Philippines. Third place $5,000 prize was awarded to American filmmaker Nathan Dappen for “Snows of the Nile”, a documentary following Nathan’s adventures uncovering indisputable evidence of the fast disappearing glaciers of Uganda’s ‘mountains of the moon’. </span></div>

This beautifully animated film was the brainchild of Francina Ramos, a young Argentinian film maker and her co-producer/composer Benjamin Braceras. Second place went to “Facing the Flood” by Constantin Huet from Switzerland, an investigative account of the changing conditions in Greenland and the Maldives. Georgia’s Tura Tegerashivili was awarded third place for the whimsical “It’s Easy if You Try”. All prize winners receive production equipment and software to help them hone their skills and talents and inspire them to create more climate change stories.</span></div>

<span style="font-size: large;">The jury is made up of filmmakers Atom Egoyan, Marc Forster, Mika Kaurismaki, Fernando Meirelles, Mira Nair, Bob Rafelson, Walter Salles, Pablo Trapero and Wim Wenders, along with film executives Rose Kuo and Cynthia Lopez, and World Bank Vice President and Special Envoy for Climate Change, Rachel Kyte.  They felt the standard in the competition was so high that a special prize was awarded to “Balud” by Panx Solajes from the Philippines, for his creative personal reflection devastating floods caused by climate change. </span></div>

<span style="font-size: large;">Connect4Climate also decided that two submissions should be recognized for their ability to present local stories that also have a profound global impact. Special Connect4Climate prizes are awarded to “Tinau” from UK/Kiribati producer Victoria Burns, exploring the grave concerns of small island nations such as Kiribati, and “The Change,” a touching portrayal of the effects on young people in a Vietnamese coastal community made by filmmakers Ha Uyen, Huong Tra, Quang Dung and Quang Phuc. A People’s Choice Prize voted for by the public was won by a team from Brazil for their film “Pachamama” depicting the effects of global warming in Sao Paulo.</span></div>

<span style="font-size: large;">Prizes for the competition were graciously provided by Edison, the Italian power company, and the European Bank for Reconstruction and Development. <span style="font-size: large;">The winners will be announced on October 30th at the Sustainia “100 Solutions” Award Ceremony in the Royal Theater, Copenhagen, celebrating the creation of new solutions for sustainable living. The facility has been purpose-built for the technology and consumer industries including speciality designs such as high density storage up to 16m in height for FMCG companies; optimised operational flows; a super flat floor necessary for such high-level storage and retrieval; and the latest technology on reach trucks.</span></div>

<span style="font-size: large;">The joint presence of the Ministers of Forestry and Finance of Central African countries provides a new opportunity to demonstrate that the green economy is not simply a concern for environmental experts, but also for the economists of each government. </span></div>

<span style="font-size: large;">It’s key to note that the move of major regional actors to create a new “motor” for the green economy provides support to countries combating illegal logging while also encouraging good forest governance. This important movement for the green economy, which depends on the progressive commitment of the Ministers of Finance, will bring regional changes and attract investments to help the countries working with the FLEGT and which have signed voluntary agreements with the EU.</span></div>

<span style="font-size: large;">The Voluntary Partnership Agreements (VPAs) are bilateral trade agreements between the EU and a timber-exporting country. The VPA is underpinned by the development and implementation of a timber licensing scheme by the partner country. All of the lumber exported to the EU must abide by the regulations of this scheme. Moreover, each EU country is responsible for keeping unauthorized lumber out of the market. </span></div>

<span style="font-size: large;">“The objective is to give a greater voice to the Ministers of the Environment who, thus far, have received only a small share of the budget, far less than the Ministers of Commerce or Energy who benefit from revenue generated by their activities. <span style="font-size: large;">Indeed, timber- and forestry-related issues lie naturally at the heart of the implementation of the Green Economy System in Central Africa: the timber industry, which has long represented a gateway to international markets, is currently benefiting from major advances provided by market regulation programs, such as the EU Timber Regulation, but also the Lacey Act in the United States and the Australian Illegal Logging Prohibition Act.</span></div>

<span style="font-size: large;">These regulations and agreements, like those of the FLEGT, open new, more reliable, and better-regulated markets, the revenues of which can be better distributed thanks to improved governance. Indeed, changing the economic system to allow for the development of the green economy requires fundamental governmental restructuring. “That is one of the major obstacles that still risks hindering the best intentions and positions of even the most sincere decision makers,” said Aimé Nianogo. </span></div>

<span style="font-size: large;">The Ministers of Forestry also had the opportunity to convince their own Ministers of Finance of the importance of paying attention to issues relating to the timber industry and its development. <span style="font-size: large;">One of the major objectives for Central African countries is primarily to change an economic model that broadly relies on subsoil natural resources: minerals, oil, and gas. </span></div>

<span style="font-size: large;">These resources provide the region with significantly positive growth, at nearly 6%, but this growth does not benefit the entire population. Indeed, some regions are afflicted by a poverty rate of up to 70%. </span></div>

<span style="font-size: large;">“Our studies show that the timber industry could weigh 3% to 8% in the largest economies in the region and would generate a large number of jobs, which is a major concern for several countries in the region,” Nianogo said. </span></div>

<span style="font-size: large;">The conference provides the opportunity to vote on several projects meant to build a foundation for the green economy system to be financed by the new Fund for the Green Economy.</span></div>

<span style="font-size: large;">“The projects must be approved and distributed among the countries according to their interest in achieving the set objectives, not just according to their individual desires as a function of their capabilities and hopes of earning profits in the long term,” reminds Aimé Nianogo. “We’ll undoubtedly have to provide support for the less dynamic countries or those lacking the necessary expertise to establish solid projects so that they can also benefit from an evolution that must extend throughout the entire region.” </span></div>

In recent weeks, <a href="https://www.youtube.com/watch?v=JaL4cL5QNKA#t=13">West African and global development leaders have appealed</a> for a massive coordinated reinforcement of international health teams to the three countries in order to contain the epidemic. The health workers are needed to treat and care for patients, boost local health capacity, manage Ebola treatment centers, and resume essential health services for non-Ebola conditions. </div>

Current estimates by the United Nations indicate that about 5,000 international medical, training and support personnel are needed in the three countries over the coming months to respond to the Ebola outbreak, including 700-1,000 foreign health workers to treat patients in the Ebola treatment centers.</div>

“The world’s response to the Ebola crisis has increased significantly in recent weeks, but we still have a huge gap in getting enough trained health workers to the areas with the highest infection rates,” said World Bank Group President Jim Yong Kim. “We must urgently find ways to break any barriers to the deployment of more health workers. It is our hope that this $100 million can help be a catalyst for a rapid surge of health workers to the communities in dire need.”</div>

The World Bank Group’s additional financing will help set up a coordination hub in close cooperation with the three countries; the World Health Organization (WHO); the United Nations’ main Ebola coordination body in Ghana; and other agencies to recruit, train and deploy qualified foreign health workers.</div>

The hub will be designed and operated in coordination with the Senior United Nations System Coordinator for Ebola and the United Nations Mission for Ebola Emergency Response (UNMEER), with technical support from the WHO and in close collaboration with other partners. It will resolve key issues blocking the recruitment of significantly more foreign health workers, such as pay and benefits, recruitment and training, safety, transportation, housing, provision of urgent medical care, and/or medical evacuations for any infected staff.</div>

The funding also will strengthen the overall capacity of the three countries toward reaching the 70/70/60 targets established by UNMEER and WHO on October 1, 2014: To isolate and treat 70 percent of suspected Ebola cases in West Africa and safely bury 70 percent of the dead within the next 60 days. </div>

The announcement comes at a time of increased international focus on the need to bring more trained health workers to Guinea, Liberia and Sierra Leone.</div>

At a special meeting on Ebola called on October 28, 2014, in Addis Ababa, Ethiopia, African Union Commission Chairperson Dr. Nkosazana Dlamini Zuma said her organization would help deploy 2,000 trained health workers from African countries to the affected nations. At the meeting, UN Secretary General Ban Ki-moon and World Bank Group President Kim welcomed the pledge and said they would do all they could to help. Also Tuesday, Kenyan health leaders told Kim that 600 health workers in the country have volunteered to go to work in the affected nations.</div>

And earlier this month, Paul Allen, the co-founder of Microsoft, pledged $100 million to increase the number of foreign health workers, with much of the funding going toward medical evacuation services for foreign health workers if they were to contract Ebola. The European Commission and the United States earlier this month also pledged to support medical evacuation of infected foreign health workers.</div>

“Health workers take an oath to treat the sick – and so it’s no surprise to me that many health workers want to go treat Ebola patients at the source of this epidemic,” said Kim, an infectious disease doctor who spent years treating patients in poor countries. “So we need to find all ways possible to remove any obstacle that stops health workers from serving – whether it is pay for workers in developing countries, or the promise of evacuation services. Health workers who treat Ebola patients are heroes, and we should treat them as such.”</div>

Kim also said that the hub could jumpstart the development of a more permanent global health security reserve corps from different countries for rapid and targeted health worker deployment in response to future health crises. </div>

“Even as we focus intensely on the Ebola emergency response, we must also invest in public health infrastructure, institutions and systems to prepare for the next epidemic, which could spread much more quickly, kill even more people and potentially devastate the global economy,” said Kim.</div>

The new funding will come from World Bank Group’s <a href="http://www.worldbank.org/ida">IDA</a> Crisis Response Window, which is designed to help low-income IDA countries respond to exceptionally severe crises in a timely, transparent and predictable way. Financing from the Crisis Response Window complements UN and other emergency relief efforts by providing immediate crisis response, supporting country efforts to provide care and essential support for affected populations, while helping countries return to a path of long-term development.</div>

The World Bank Group previously announced that it was <a href="http://www.worldbank.org/en/news/press-release/2014/09/25/world-bank-group-nearly-double-funding-ebola-crisis-400-million"> mobilizing $400 million</a> for the three countries hardest hit by the Ebola crisis, of which $117 million has already been disbursed. This support—coordinated closely with the United Nations and other international and country partners—will assist the affected countries in treating the sick, providing essential food and water to Ebola-affected households, coping with the economic and social impact of the crisis, and starting to improve their public health systems to build up resilience and preparedness for potential future outbreaks. </div>

<span style="font-size: large;">“Although global e-retailer Amazon celebrated its 20th anniversary in July, eCommerce companies in Africa are only now beginning to mark and / or accelerate their presence in the marketplace. An example is Nigeria online retailer, Jumia, which despite being founded only two years ago, is quickly gaining market share within the country which reiterates the region’s potential. </span></div>

<span style="font-size: large;">A recent report by McKinsey & Company(1) also revealed that, eCommerce could account for 10% of retail sales in the African continent’s largest economies by 2025. <span style="font-size: large;">“Globally, it took over 2 000 years for a formal monetary system to evolve and over 600 years for a formal banking system to be implemented. It’s taken over 50 years for credit and debit cards to be introduced and still not every person has a bank account. With all these milestones that have taken place in the evolution of commerce, it goes to show that how we shop (e-commerce), is still in its infancy,” says Rahavendra</span></div>

<span style="font-size: large;">He points to a recent Jana(3) survey conducted in the continent’s largest economy, Nigeria, which revealed that close to a quarter of respondents (23.55%) cited the lack of security as the largest obstacle for buying products online. 38.81% of respondents also picked cash, compared to 29.52% who chose credit cards, as the payment mechanism they would prefer to use when purchasing goods and services online. “This highlights that consumers on the continent are still familiarizing themselves with the online payment methods,” adds Rahavendra.</span></div>

<span style="font-size: large;">The DHL Shop the World report revealed that Asia Pacific took center stage in the global eCommerce market, which is largely attributed to increased access to internet. </span></div>

<span style="font-size: large;">The 2014 Mobile Media Consumption report(4) by InMobi, which includes data from 14,000 users across 14 countries, including Nigeria, Kenya and South Africa, predicted that 83% of consumers plan to conduct mobile commerce in the next 12 months, up 15% from the current figure. </span></div>

<span style="font-size: large;">“As technology continues to evolve in the respective African countries, as will the levels of online shopping. Since 2005, all countries in the region have improved the business regulatory environment for small and medium-size businesses, with Rwanda implementing the most reforms, followed by Mauritius and Sierra Leone. </span><br /><br /><span style="font-size: large;">The report series shows that over the past five years, 11 different Sub-Saharan African countries have appeared on the annual list of the 10 global top improvers. Some have done so multiple times, such as Burundi, Cabo Verde, Côte d’Ivoire, and Rwanda. </span><br /><br /><span style="font-size: large;">“Sub-Saharan African economies have come a long way in reducing burdensome business regulations,” said Melissa Johns, Advisor, Global Indicators Group, Development Economics, World Bank Group. “Our data show that Sub-Saharan Africa accounts for the largest number of regulatory reforms making it easier to do business in the past year, with 75 of the 230 documented worldwide. Yet despite broad regulatory reform agendas, challenges persist in the region, where business incorporation continues to be costlier and more complex on average than in any other region.” </span><br /><br /><span style="font-size: large;">The report finds that Senegal implemented regulatory reforms in six of the 10 areas tracked by Doing Business—a global high for the year. Thanks to such reforms, Senegal is gradually narrowing the gap with best practices seen elsewhere. For example, in 2005, completing every official procedure to import goods from overseas took 27 days. Today it takes 14 days, the same as in Poland. </span><br /><br /><span style="font-size: large;">This year, for the first time, Doing Business collected data for a second city in the 11 economies with a population of more than 100 million. In Nigeria, the report now analyzes business regulations in Kano as well as in Lagos. </span><br /><br /><span style="font-size: large;">The report this year also expands the data for three of the 10 topics covered, and there are plans to do so for five more topics next year. In addition, the ease of doing business ranking is now based on the distance to frontier score. This measure shows how close each economy is to global best practices in business regulation. A higher score indicates a more efficient business environment and stronger legal institutions. </span><br /><br /><span style="font-size: large;">The report finds that Singapore tops the global ranking on the ease of doing business. Joining it on the list of the top 10 economies with the most business-friendly regulatory environments are New Zealand; Hong Kong SAR, China; Denmark; the Republic of Korea; Norway; the United States; the United Kingdom; Finland; and Australia.</span></div>

<span style="font-size: large;">The Commission also set up emergency units across hospitals in the area and trained rapid response staff to be able to manage the patients and also reach out to those people that had come in to contact with the infected people during the 21 day incubation process, in order to test and isolate them. <br /><br />According to the Chairman of the Commission, Mr Bangoura, “We are most grateful for the invaluable help that SkyVision has given to assist the fight against Ebola. The fund will be used to cover expenses and the needs of Ebola patients and affected families. News of this generous donation has also been featured on local news in Guinea.” <br /><br />“This donation is proof of our commitment to providing wellness to communities across Africa. Our Corporate Social Responsibility engages us to create and sustain positive values in areas we operate in. We hope the affected areas by the Ebola virus will soon recover from this epidemic” said Mr Aboubacar Kourouma, General Manager, SkyVision Guinea office.<br /><br />Emergency equipment became an absolute necessity as the commission invested in ambulances, hospital equipment and even detection units for airports, capable of detecting fever in passengers that passed through.<br /><br />Unfortunately there is currently no known cure or vaccine to protect against Ebola and no known treatment once someone has caught it, so the emphasis lies on the isolation of known carriers and the immediate testing of potential victims. <span style="font-size: large;">It’s clear that project developers are keen to participate and that a multitude of funds are available to support them, however developers encounter the stumbling blocks of non-project financeable risk allocation in power purchase agreements and concerns with tariff structures. The issue of how to implement structural reform that would result in, rather than undermine, a streamlined project finance structure in Tanzania, providing predictable investment returns for investors and therefore confidence to funders is therefore hugely important to the market.</span></div>

<span style="font-size: large;">Against this backdrop, the Ministry of Energy and Minerals (MEM) has published an Electricity Supply Industry Reform Strategy and Roadmap for 2014 to 2025 (the Roadmap). The Roadmap seeks to respond to private sector concerns with its key focal points being TANESCO operational and financial transformation, strengthening of the governance and performance of the sector and attracting private investment. </span></div>
<div style="text-align: justify;">
<span style="font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-size: large;">The Roadmap has attracted headlines due to its reference that the proposed reform would involve investment of US$11.4 billion (US$1.9 billion per annum) of which 73.5% is allocated towards generation. Further, the Roadmap acknowledges that such funds cannot be raised by Government of Tanzania (GoT) and development funds alone, and therefore that private sector involvement is required, particularly in respect of generation. This reference has been accompanied by clear statements of recognition across the GoT energy sector that private sector involvement is required and that such involvement entails credible financial and institutional reform.</span></div>

<span style="font-size: large;">Following the recommendations in a series of external consultants’ reports, the Roadmap proposes the staged unbundling of TANESCO, provision for TANESCO paying off its current debts, and the retirement of costly emergency power producers (EPPs).</span></div>

<div style="text-align: justify;">
<span style="font-size: large;">The Roadmap takes the long term view, focussing on an increase in installed power capacity to at least 10,000 MW by 2025, at which point the phased unbundling of TANESCO would be completed. The time periods are broken down into immediate term, short term, medium term and long term. In terms of structure, the electricity sector is set to transition from the current integrated monopoly model through to a single buyer model (with a separate state generation company and distribution companies), and thereafter to a retail competition model which should ensure competition and cost efficiency.</span></div>

<span style="font-size: large;">We are currently in the immediate term (which expires in June 2015), and during this period can expect to see, amongst other reforms, establishment of a task force to monitor the implementation of the Road Map, a transition and change management team at TANESCO to manage the reform process, ring-fencing of TANESCO into strategic business units, valuation of TANESCO’s assets and liabilities, a human capital needs assessment, retirement of EPPs upon expiry of their contracts and development of a technology based standard power purchase agreement.</span></div>

<span style="font-size: large;">TANESCO’s indebtedness is to be fixed by improvement of debt collection, prepaid revenue collection – the mass roll out of LUKU prepaid meters, including at governmental institutions – and the recent 39.92% retail tariff increase to ensure a cost-effective base. This is expected to enable TANESCO to pay its EPP and IPP creditors in the near term, with the further assistance of funds being drawn down through World Bank and AfDB disbursements.</span></div>

<span style="font-size: large;">The Roadmap states GoT will review the existing regulatory framework to create necessary conditions for participation of the private sector. Under the current legislative framework GoT is only permitted to guarantee TANESCO’s liabilities in respect of its borrowings; it does not cover unpaid amounts under power purchase agreements. It was anticipated that the Public Private Partnership Act would deal with this, but this remains under development. Until these challenges are addressed and a strong track record for supporting IPPs is realised, developers will need robust additional support from GoT to really push investment forward.</span></div>

<span style="font-size: large;">The Roadmap nods to the diversification of energy sources, and in particular envisages large increases in gas and coal at 3,968MW and 2,900MW of additional capacity respectively. As for renewables, 200MW of wind, 100MW of solar and 200MW of geothermal are contemplated. </span></div>

<span style="font-size: large;"><br /></span></div>

<span style="font-size: large;">The point was well made by a renewables developer at the Africa Energy Forum that – as many of TANESCO’s problems were caused by the dire effect of climate change on East Africa’s previously predictable rainy seasons curtailing output of hydropower plants – it is right that renewable power is a strong feature of Tanzania’s proposed energy portfolio.</span></div>

<span style="font-size: large;">The role of the regulator, EWURA, will be unchanged during the unbundling process except for naturally transitioning its realm of responsibility to cover the proposed unbundled entities and preparing the necessary licensing regime and other documentation to support the Roadmap. </span></div>

<span style="font-size: large;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-size: large;">However, we note that EWURA’s role on the proposed REFIT policy is not specifically mentioned in the Roadmap, and the position of this policy within the energy sector must not be forgotten. The Rural Energy Agency will also continue its role in facilitating installation and maintenance of rural grids and has similarly unveiled its strategy in this respect.</span></div>

<span style="font-size: large;">From Norton Rose Fulbright’s engagement with the private sector and stakeholders, what they wish to see going forward are mechanisms to back up the Roadmap, together with a clear statement of mid to long term changes. UDADA INTERNATIONAL FILM FESTIVAL “CELEBRATING AFRICAN WOMEN IN ARTS”

<span style="font-size: large;">The first edition of UDADA (UDADA means sisterhood) Film Festival will be held from the 24th – 29th October 2014. This women’s film festival will be the first in the region to feature women’s fiction and documentary film productions. The Festival will screen short, student, long feature and documentary films made by, or about women from all over the world.</span></div>

<span style="font-size: large;">Serikali ya Mapinduzi ya Zanzibar itaendelea kukiimarisha  chuo cha Taaluma za sayansi za afya Zanzibar ili Vijana wake wawe na uwezo kamili wa kutumia  taaluma yao katika kutoa huduma za afya kwa wananchi kwenye vituo mbali mbali  vya afya na hospitali mjini na Vijijini hapa nchini.<br /><br />Rais wa Zanzibar na Mwenyekiti wa Baraza la Mapinduzi Dr. Ali Mohd Shein alisema hayo katika Hotuba iliyosomwa kwa niaba yake Makamu wa Pili wa Rais wa Zanzibar Balozi Seif Ali Iddi  kwenye mahafali ya 21 ya chuo cha Taaluma za Sayansi za Afya zilizofanyika chuoni hapo Mbweni nje kidogo ya Mji wa Zanzibar. <br /><br />Alisema kinachotekelezwa hivi sasa na Serikali katika uimarishaji wa Sekta ya afya ni usimamizi wa Ilani na Sera za Chama cha Mapinduzi zikiwemo ahadi zote zilizotolewa na chama Cha Afro Shirazy Party  wakati wa kampeni za uchaguzi mwaka 1963 kwamba kitapokamata dola suala la matibabu litakuwa bila ya malipo kwa wananchi wote.<br /><br />Rais wa Zanzibar alieleza kwamba wahitimu hao 280 wa Chuo cha Taaluma za Sayansi za Afya Zanzibar waliomaliza mafunzo yao ni nguvu kazi mpya inayoandaliwa katika kujenga taifa lenye afya.<br /><br />Alifahamisha kwamba chuo hicho hivi sasa kimekuwa na mchango mkubwa  katika kuibua wataalamu wazalendo wanaochipukia kutokana na kazi kubwa iliyofanywa na Taifa ya kuwaandaa walimuwa wa kusimamia mafunzo hayo.<br /><br />Alisema kuwa Serikali ya Mapinduzi ya Zanzibar kupitia Wizara ya Afya iliamua kuendeleza Taaluma za sayansi za Afya  kwa kuanzisha rasmi chuo hicho ili kikidhi mahitaji ya Taifa kwa kupata wataalamu wa kutosha.<br /><br />Aliupongeza Uongozi wa Chuo cha Taaluma za Sayansi za Afya kwa  kushirikiana na Wizara ya Afya pamoja na Chuo Kikuu cha Taifa cha Zanzibar { SUZA } kwa kusimamia vyema agizo la serikali la kukiongezea nguvu za uwajibikaji chuo hicho.<br /><br />Alifahamisha kwamba mfumo wa kukifanya chuo hicho kuwa chini ya usimamizi wa chuo Kikuu cha Taifa Zanzibar utatoa fursa wanafunzi wake kupata taaluma  itakayotambuliwa Kitaifa na Kimataifa.<br /><br /><br /><br />Alielezea matumaini yake kwamba mafunzo waliyoyapata Vijana hao wa chuo cha Taaluma za sayansi  za afya  watayatumia vyema katika kutoa huduma nzuri kwa jamii wakizingatia misingi bora ya kazi.<br /><br />Akitoa nasaha zake kwa wahitimu hao Rais wa Zanzibar aliwasihi kufuata maadili na miiko ya kazi hasa popote watakapopangiwa  kama  walivyoahidi na kufundishwa na wakufunzi wao.<br /><br />Alisema hatua hiyo ni miongoni mwa uwajibikaji unaozingatia nidhamu ya kazi na nivyema wakajiepusha na dhama ya kutaka kufanya kazi nje ya nchi wakisahau uzalendo wao.<br /><br />Kuhusu changamoto zinazokikabili chuo hicho Rais wa Zanzibar  aliuhakikishia Uongozi na wanafunzi wa chuo hicho kwamba Serikali itashirikiana nayo katika kutafuta mbinu za kutatua kero hizo kwa mujibu wa uwezo uliopo.<br /><br />Alisema kero kama vile  mabadiliko ya mishahara  liko katika hatua nzuri kukamilika kwake ili wahusika  wafikie hatua ya kufaidika nalo sambamba na upatikanaji wa ruzuku ambalo Wizara ya Afya na Fedha kulisimamia ili kazi za chuo hicho ziende kama zilivyopangwa.<br /><br />Katika Risala ya wahitimu hao wa Chuo cha Taaluma za Sayansi za Afya iliyosomwa na Mmoja wa wahitimu hao Rukia Awadhi Suleiman waliipongeza Serikali ya Mapinduzi ya Zanzibar kwa msimamo wake wa kuimarisha chuo hicho.<br /><br />Hata hivyo muhitimu Rukia alizitaja baadhi ya changa moto zinazowakumba wanafunzi wa chuo akizitaja baadhi yake kuwa ni pamoja na uhaba wa vifaa vya masomo hasa vitabu katika maktaba yao.<br /><br />Aidha Rukia alisema ada za wanafunzi pamoja na walimu wao wanaopata elimu ya juu ambao hawarudi kutoa taaluma chuoni hapo ni mambo ambayo yanawapa wakati mgumu kwenye mafunzo yao.<br /><br />Mapema Mkuu wa Chuo cha Taaluma za Sayansi za Afya Dr. Haji Mwita Haji alisema mafunzo ya elimu ya afya  yameanza kutolewa hapa Nchini tokea mwaka 1938, Zanzibar ikiweka rikodi ya kuwa miongozi mwa nchi chache barani Afrika kuendesha mafunzo hayo.<br /><br />Hata hivyo Dr. Mwita alisema mafunzo hayo yalikumbwa na changamoto zilizosababisha wanafunzi wake kuhamia sehemu mbali mbali kutokana na ukosefu wa majengo ya kudumu.<br /><br />Alisema juhudi za Serikali ya Mapinduzi ya Zanzibar kwa ushirikiana na Serikali ya Oman zikasimamia ujenzi wa majengo mapya ya kudumu ya chuo hicho yaliyoanzishwa mwaka 1989 sam,bamba na chuo hicho kuanzishwa rasmi kwa sheria nambari 10 ya Baraza la Wawakilishi Zanzibar.<br /><br />Mkuu huyo wa chuo cha Taaluma za Sayansi za Afya alifafanua kwamba chuo hicho kimepiga hatua kubwa  katika ufinyanzi wa wataalamu wa fani ya afya kwa kadi zipatazo nane.<br /><br />Mahafali hayo ya 21 ya chuo cha Taaluma za Sayansi za Afya yametoa wahitimu wapatao 280 ambao kati yao Maafisa Tabibu kinga ya Meno wahitimu 13, Afya Tabibu wahitimu 15, Afya Mazingira wahitimu 49 na Uuguzi wahitimu 68.<br /><br />Wengine ni Utabibu wa
